The Com:nssion met in regular session at 10:00 A.I.:. and was called to order br lI.ayor Beetle. Roll cdl
showed the following officers present: Mayor Beetle, COl!llT.ission~rs Beam and Lind, I/lttorney Conniff and
Clerk Hawkins.
The minutes of the previous session were read and approved.
W. ". Phillips, Police Judge, reported 54 ceses tried and $576.00 collected in fines for the month of
June, 1940. Report ordered filed.
Under the head of Applicati ons for Building Permits and Licenses the following were granted:

Under the head of Introd~ction of hesolQtions the followir~ resolutions were introduced:
RESOLUTION
WHEREAS, the City of Port Angeles is the ovmer of the following descri"ed real property, ha',-ing acquired
tte same by Treasurer's deed, dated July 1, 1940, under and by virtue of the authority of Section 9393 of
Remington's Revised Statutes, Chapter 143 of the Laws of 1929, page 365, to-m.t:
Lot Six (6) and the west Twenty-five (25) feet of Lots Seven (7), Eight (8), Nine (9) and Ten I
(10) and the vacated 15 foot alley lying between Lot Six (6) and Lots Seven (7) Eight (8), Nine (9) and 'I
Te~ (10), all In Block Two (2) of Cain's Subdivision of 3uburban Lot 18 of the fo.msite of Port Angeles,
Clallarn County, Washington, and
WHEREAS, Fred Owens has offered to purchase the above described real property from the City of Port A:ozele8,
for the sum of $500.00, payable "8 follows: ~30.00 as a;:Dvm pa)'ment and $12.50 on or before the 5th day of
July, 1940, and $12.50 on or before the 5th day of each and every month thereafter until paid in full '
Interest to be computed et the rate of 7% per alIDum an the balance due and paid wi th the monthly inst~1ll1lent,

lVHEREAS, The City Commission has viewed the said property and is of the opinion that the offer is fair
value and is in excess of the a~olli~t paid by the City for said property, plus all L.I.D. assessments,
including interest and other charges against the same.
NOW, THEREFORE, 83 IT RESOL'ED, "hat the said offer be accepted and that the City of Port Angeles sell the
said property at private sale to the said Fred Owens for the sum hereinabove set forth, subject to any
other valid liens against the same; that the City -~.ttorney be instructed to prepare a quit claim deed
conveying said property to the purchaser, and that the City Clerk of the City of Port Angeles be and he
is hereby instructed to execute said quit claim deed, and that the Mayor of the City of Port Angeles be
and he is hereby instructed to countersign said quit claim deed when the purchase price and all accrued
interest thereon has been paid in fUll.

Connnissioner Lind. On roll call ell members voted aye. The I^ayor declared the motion carried.
RESOLUTION
TO SELL PROPERTY ACQUIRED BY FORECLOSURE
WHEP.EAS, 'l'he City of Port Angeles is theowr.er of the fallowing described property in the City of Port
Angeles, to-wit:
The east Seventy-five (75) feet of Lots Seven (7), Eight (8), Nine (9)
and Ten (10), Block Twc (2) of Cain's Subdivision of Suburban Lot 18
of the Townsite of Port Angeles, Clallam Gounty, Washington,
which said property has been acquired by the City on foreclosure of delinguent local improvement assess-
ments under Chapter 205 of the Session Laws of 1927, and

WHEREAS, Fred Owens has .offered to purchase the above described red property from the City of Port Angeles
for the sum of $300.00, payable as follows: $30.00 as a down payment and ~12.50 on or before the 5th day
of July, 1040, and $12.50 on or before the 5th day of each and every month thereafter until paid in full.
Interest at the rate of 7% per annum to be computed en the balance due and paid vri th the monthly install-
ment J and
WHEREAS, the City Commissioners have viewed the said property and is of the op1n10n that the offer is fair
value and is in excess of the amount paid ~f the City for said property, plus all L.I.D. assessments,
including interest and other charges against the same.
NOW, THE?EFORE, BE IT RESOOVED, That the said offer be accepted and that the Cito' of PDrt Angeles sell the
said property at private sale to the said Fred ~'ens for the sum hereinabove set forth, subject to any
valid ~iens against the same; that the City ~ttorney be instructed to prei~re a deed cDnveying said prop-
erty to the purchaser, and the City Treasurer be, and she is hereby authorized to execute.the said deed in
accordance with the provisions of this resolution and Chapter 275, Session Laws of 1927, when the purchase
price and all accrued interest thereon .has been paid in full.

RESOlUTION
WHEREAS, the CitJ of PDrt Angeles is the ovmer of the folloVling described real propelty having acquired
the sane for theuseof the Wat~r Department, which said property, however, is now no longer needed,
Lots One (l)and Two (2), Block TYro Hundred Seventy-eight (278) of the Townsite of
Port Angeles, Clallarn County, Washineton, and
WHEREAS, Thomas A. I.!urray has offered to purchase the above descdoed real pror:erty from the City of
Port Angeles for the sum .of $60.00, payable as follmvs: $15.00 as a down payment and 15.00 an or before
the 5th day of August, 1940, and $5.00 on or before the 5th day of each and every month thereafter until
paid i:: full. Interest at. t.he rate of 7% per annum to be computed on the balance due and paid with the
monthly instellment, and
YfrlEREAS, 'the City Commission has viewed the said property and is of the opinion that the offer is fair
value and at this time it is to the best interest of the City that it should be accepted and the sale made.
NOW, TIlEREFORE, BE IT RESlJL7ED, That. said offer be accepted and that the City of Port Angeles sell the
said property at private sale to the said Thomas A. Murray for the sum hereinabove set forth, subject tD
any other valid liens against the same; that the "ityAttorney be instructed to prepare a quit claim deed

Street, 2nd Street, 5rd Street, 4th Street, 5th Street, 6th Street and 7th Street from Lincoln Street to
the break of Valley Gulch, with a Non-Skid Seal Treatment, accroding to the Standard SpecificatiollE of the
State of Washington, Department of Highways, adopted by the State of Washington and apprDved by the
United States Bureau of Public Roads, and
BE IT FURTHER RESOLVED, The cost of said paving be paid out of the City Street FUnd as provided for in
Chapter 187 .of the LB\'Is .of 1937 and out of any other funds that may be available for that purpose.
It was moved by CO~Eissioner Lind that the foregoing resolution be approved and adopted. Seconded by
Commissioner Beam. On roll call all members voted aye. The Mayor declared the mDtion carried.

It was moved by Commissioner Lind thot the foregoing resolution be approved ani adopted. Seconded by
Commissioner BeaI:l. On roll call all members voted aye. The '"ayor declared the motion carried.

Under the head of Unfinished Business:

j Based upon the report of the Gity Attorney, the ~ty Corn:nission authorized the City Attorney to brine an
action in the S'upericr eourt to quiet title to the following real property, which is part of the "Elwha
River Vlater Extension Project", described as follows:
sw~ of NE~ of NE% of Sec. 10, Twp. 30 N. of R. 7 Vlest of W .J':.
and to do such other things as may be necessary to establish title to said property in the City of Port
Angeles.
There being no further business the Commission then adjourned.
