IThe City Council met in regular session at 7:30 P.M. and was called to order by Mayor Richardson. Roll Icall of offic~rs showed the following present: Councilmen Smith, Sandison, Maxfield, Randall, and ICald..ell, Act1ng Manager Warder, Attorney Severyns and Clerk Law. , IMinutes of the previous meeting were read. Attorney Moffett requested that minutes be amended to read that IWhen street grades are changed by Ordinance and no property injuries occur. the City is not liable. It was moved by Councilman Randall tlat minutes be accepted as amended. Seconded by Councilman Caldwell and ~ carried. ICounciIman Sandison. questioned as to why Manager Vergeer had been requested to resign after six years of Isatisfactory service. In his opinion it was not goOd business or policy and very unfair. Mayor Richardson I'stated that friction and alIimosity had built up prior to last election and newer Council members tat it of best interest to City and Council if the Manager resign, majority being in favor as shown on record. The I attorney was questioned as to legality and assured that Statutes provide for disdharge. ;Under the head of unfinished business..it was mwed by Councilman Smith that contract for the City's legal Iprinting be awarded to the Peninsula Herald. Seconded by Councilman Randall and carried. I It was moved by Councilman Smith that revised power contract betwe<<l the City and Fibrelloard Paper Products Co. be approved and the City enter into agreement with same. Seconded by L:ouncilman Sandison and carried. ;The City Engineer recommended acceptance of the completed contract by Paine and Gallucci in L'.I.D. No. 177, all work having bellD completed and material furnished. It was moved by Councilman Maxfield that contract be I accepted as completed. Seconded by Councilman Smith and carried. ,Clallam County Physicians Service notified Council that request for contract extension to uctober 1 has been denied. It was moved by Councilman Smith that committee of Councilmen and City employees be appointed to meet with the medical bureau, attemtp to negotiate and report results. Seconded by Councilman Caldwell and carried. I Fixed estimate claims against L.1.D. No. 17'il were approved as follows: joseph E. Baren, mileage for june, $15.12; jack Ring, labor on prints, $30.82. It was moved by Councilman Randall that claims be approved and paid. Seconded by Councilman Sandison and carried. I :Under the head of new business, jack Hogan, manager of the Port District, reguested that w\light restrictions of four tons be waived on I Street Hill during construction of truck dike at boat haven. It was moved by Councilman Randall that load restrictions be lifted only during periOd of construction at boat haven. Seconded by Councilm~ Maxfield and carried. The following requests for new and renewal of beverage licenses \fere received: New: Shlllll"ock Tavern and ,Cafe. Renewals: Blagdon's Grocery, Babe's Tavern, Haguewood's Kestaurant, Gateway Tavern, McGlenn's Thriftway, Harrington's,Salad Bowl, Colonial Inn Tavern, Don Feeley, Inc., Estes Grocery, and Conrad's Char Broiler. It was moved by Councilman Caldwell th~t applications be approved. Seconded by Councilman Smith and carried. 'Claims payable july 3 were approved in total amount of $29.597,52. It was moved by Councilman Maxfield that claims be approved and paid. Seconded by Councilman Sandison and carried. Department reports were filed for Council approval a s follows: Light and Power, Fire and Police. It was moved by Councilman Smith that rIP orts be accepted and placed on f He. Seconded by Councilman Maxfield and . carried. , i The ilmerican Legion having made formal request to conduct fireworks display on Port rill, july 4, it was moved by Councilman Caldwell that the Legion be authorized to conduct display, the same to be policed and I protected by the Fire Departnent. Seconded by l:ouncilman Maxfield and c ardeq. , AttorneysMoffett and Severyns spoke regarding City Ordinances, the filing and indexing of same, citing ,need for dOdification at cost of approximately $6,000.00. Attorney Trumbull also endorsed project and offered assistance if desired. It was moved by Councilman Randall 1lhat the Attorney be authorized to I obtain estimates of cost for codification of the City's Ordinances, this tobe considered when budget I estimates are submitted. Motion seconded by Councilman Maxfield and carried. R. A. Whipple expressed disapproval of seating arrangement for Manager and Clerk, also inquired regarding vote iW acceptance of Manager's resignation. Councilman Smith questioned legality of Council requesting department heads to attend meetings. The Mayor , answered they had been asked to attend, but they don't have to if they don't Walt to. ,Under the head of introduction of Resolutions, the followi. ng were introduced and read: , RESOLUTION NO. 12-58 A RESOLUTION finding an emergency. WHERMS, tie City Council did on the 5th day of june. 19.5 8 adopt its I Improvement Resolution No. 178 and said Resolution was duly a nd regularly published and the residents : and property owners of the district tobe served duly notified; and, : It was moved by Councilman Smith that the foregoing Resolution be adopted. Seconded by Councilman Kandall 'I and unanimously carried. RESOLUTION NO. 13-58 ! A RBSOLUTION authorizing and re~uesting the center line striping of certain streets within the City of Port Angeles by the State Highway Department and the deduction of the amount of the payment therefor from ! the gas tax revenues otherwise due from the State to the City of Port Angeles for the year 1958. I It was moved by L:ouncilman Maxfield that the Resolution be adopted. Se~onded by Councilman Sandison and carried. i Under the head of reading and passage of Ordinances, the following was placed on final reading: I ORDINANCE NO. 1417 I AN ORDINANCE appropriating the sum of $300.00 to cover the p,urchase of one tape recorder for the Clerk's Department from available current expense funds, and appropriating the sum of $1,250.00 from available : library funds to cover l:ity limployees Retirement and Prior Service Expense for the Library Department, , and appropriat~ng the sum of $5,000.00 from available Park Department funds to cover the cost of painting : the civic field stadium and other improv611 ents in said Park Department. a 11 chargeable out of funds I available in the different departments, and dech ring an emergency. Ordinance No. 1418 AN ORDINANCE of the City of Port Angeles, Washington providing for the improv(Jllent of a certain area within the City by the construction and installation of sanitary trunk sewers, sanitary lateral sewers and sanitary sub-sewers therein, including manholes, lamp holes and Wyes where needed, and by doing all work necessary in connection therewith and incidental thereto, pursuant to Improvement Resolution No. 178 of the Ci ty passed and approved June 5, 1958; creating an enlarged local improvement district therefor; providing that the payment for said improvements be made by special assessments upon the property in said district, payable by the male of "payment by bonds"; and declaring an emergency. I It was moved by Councilman Maxfield that the foregoing Ordinance be approved andalopted. Councilman Randall. and unanimously carried.
