PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH,"
JULY 3, 1973
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Councilman Haguewood, Hordyk, Ross and Wray, Manager Puddy, Attorney Mof-
fett and Deputy Clerk Hobbs. Councilman Lukey was absent due to illness and Coun-
cilman Olson was away on vacation.
A motion was made by Councilman Hordyk, seconded by CouncIlman Wray and unani-
mously carried to accept and place on file, as received, the Minutes of June 18,
1973.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to concur with the recommendation of the Light Department"and I
accept the low bid of Rainier Wood Preservers, Inc., $6,680.00 for eighty 40-foot
wood disbribution poles.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to concur with the recommendation of the Light Department and ac-
cept the low bid of Westinghouse Electric Supply Company, $1,656.00, for 6,000 ft.
#207str. Al. Primary UD Cable, and thelow bid of North Coast Electric Company,
$6,345.00, for #3/0-19str. Al. Primary UD Cable.
A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unani-
mously carried to concur with the Public Work-s Department recommendation to delay
-the award of the bid on L.LD. #196 (16th and "F" Sanitary Sewers) until the quali-
fications of the low bidder can be checked out.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and unanimously
carried to approve for payment Claim Vouchers in amount of $52,201.84 and Payroll
Transfers in amount of $68,866.22.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and-unani~
mously carried to accept, with regret, the resignation of Mrs. Agnes T. Sannes
from the Port Angeles Planning Commission. Mayor Basom had a certificate to pre-
sen t to Mrs. Sannes, but in her absence, the certificate will be mailed to her.

mously carried to concur with the recommendation of the Park & Beautification Board
and allow Mrs. Harper to apply for both State and Federal Register placement for
Lincoln Park atd establish Lincoln Park as a Historical Site.

carried to concur with the recommendation of the Planning Commission and approve
the request of Pen Ply Credit Union for a revised site development plan in connec-
tion with their application for moving their office from its present location on
Marine Drive to a new location on the south side of West 2nd Street"~ just east of
Pine Street.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk, and unani-
mously carried to concur with the recommendation of the Planning Commission and
approve the request of Lee Homes, Inc. for a variance to allow development of three
pre-existing, substandard sized lots into two building sites, located on the north
side of C~mpbell Avenue between Center and Porter Streets.
A motion was made by Councilwoman Ross, seconded by Councilman Wray and unanimously
carried to concur with the recommendation of the Planning Commission and approve
the request of Mrs. Margaret Pirnke for a conditional use permit to allow her to I
construct a duplex in the RS-7 Zone at 1022 West 5th Street and to raze tne house
now situated on the prpperty.
A motion was made by Councilman Wray, seconded by Councilman Hordyk, and unani-
mously carried to concur with the recommendation of the Planning Commission and
approve the request of Mrs. Walter J. Flynn for a variance to enable her to in-
stall a mobile home as temporary living quarters for an telderly parent on pro-
perty located adjacent to 1906 West 7th Street.
A motion was made by Councilman Haguewood, seconded by Councilman Wray and unani-
mously carried to concur with the recommendation of the Planning Commission and
approve the annexation of the area lying south of Melody Lane and west of the Golf

Course Road, with the stipulation that definite plans for dispostion of the surface
drainage and traveled road widening be formulated and made a part of the annexation
agreement. This would not have to be accomplished immediately, but as the area be-
comes more heavily populated, the existing facilities will be inadequate.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and unanimously
carried to accept and place on file the Planning Commission Minutes of June 25, 1973.

A.motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously"carJ:'~ed.to accept,. with regret, the resignation of David Siegel from the
Human Relations Commission and to wish him well in his return to school to complete
his Master Degree in Music.
A motion was made by Councilman HOrdyk, seconded by Councilman Wray and unanimously
carried to table the request for authority for PUD to supply energy to the Uplands
Plat until the next meeting, and ask the City Manager for a report on the feasibility
of the City servicing the area from City services.
A motion was made by Councilwoman Ross, seconded by Councilman Wray and unanimously
carried to approve and grant to M & R Timber, Inc. a Shoreline Management Develop-
ment Permit to replace log gang with band mill and carriage, add new edgers, resaws
and lumber sorter on the existing M & R Mill site and the former Fibreboard Mill
site, vicinity of Railroad Avenue and "K" Street.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk, and unani-
mously carried to approve and grant to Mr. Clarence H. Fidler a Shoreline Manage-
ment Development Permit for construction of a fish and chips sales building on Lot
3, Block 1, Tidelands West.

A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unani-
mously carried to take from the table the traffic improvement instalJa tion of a
signal light at Marine Drive and Truck Route intersection proposal.
A motion was made by Councilman Hordyk, seconded by Councilman Haguewood'and unani-
mously carried to table, until such time as the funding and budgeting is available
to permit installation of the signal light at Marine Drive and Truck Route inter-
section,
A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and unani-
mous ly carried to concur with the recommendation of. the City Manager and authorize
signing of the T.B.E.W. Light Department Employees tabor Agreement, approving the
agreement and making it retroactive to April 1, 1973.
The following ordinance was read in full:
ORDINANCE NO., 1795
AN ORDINANCE of the City of Port Angeles providing for an
adjustment in the wages of the employees in the Light
Department for the year 1973.
A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unani-
mously carried to adopt the foregoing ordinance as read.
The following resolution was read in full:
RESOLUTION NO. 8-73
A RESOLUTION finding an improvement of a certain sidewalk
is necessary for the public safety and convenience.

A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to adopt the foregoing resolution as read.
A motion was made by Councilman Wray, seconded by Councilman Haguewood and unani-
mously carried to accept and place on file the Municipal Judge May Report and the
out-of-town reports of Police Chief Kochanek and City Manager Puddy.
A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and unani~
mously carried,.that since the Ennis Street railroad c~ossing at the entrance of
ITT-Rayonier Mill is now inside Rayonier property and is no longer a public cross-
ing, to approve closure of this crossing as a public crossing, of course to remain
a private crossing at the discretion of Rayonier and the railroad.
