PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
JULY 5, 1972
The Council met in regular session at 7:30 p.m. Officers present were
Mayor Easom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray,
Manager Puddy, Attorney Moffett and Deputy Clerk Hobbs.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to accept and place on file, as corrected, the Minutes
of June 20, 1972.Omit llunanimously carried If from 6th paragraph, Page 2.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and
unanimously carried to approve and pay to J.D. Shotwell Company, Tacoma, I
the first (June)" estimate of work done and material furnished on L.r.D.
#193, in the amount of $31,000.00. - .
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to approve for payment Claim Vouchers in the amount of
$60,252.27 and Payroll Transfers in amount of $69,684.61.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and
unanimously carried to concur with the Planning Commissionts recommendation
and approve the request of Mr. Robert Pedersen for a variance to allow him
t() enlarge his existing single-family residence at 1124 West 8th Street.
A motion was made by Councilman Wray,- seconded by Councilwoman Ross and
unanimously carried to concur with the Planning Commissionts recommendation
and approve the request of Mr. Allan Leonard for a variance to allow him to
construct a new single-family residence and attached garage with a ten foot
set back from the alley instead of the twenty-five feet required in the RS-7
Zone. The site is located on the southwest corner of 11th and ttGIf Streets.
A motion was made by Councilwoman Ross, seconded by ~ouncilman Lukey and
unanimously carried to concur with the Planning Commissionts recommendation
and approve the request of Mr: Donald E. Rudolph for a variance to permit
enlargement of a pre-existing, non-conforming, single-family residence at
137 West Park Avenue.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and I
unanimously carried to concur with the Planning Commissionts recommendation
and approve the request of Mr. Ronald Richmond for a variance from rear yard
set back requirements to permit construction of a single-family residence
on the southwest corner of Vashon and Chase Street. Variance allows a ten-
foot setback from the alley instead of the required twentYNfive feet, with
stipulation that no access in the south wall, or alley side of the building
will be provided.
A motion was made by Councilman Hordyk, seconded by Councilman Lukey and
unanimously carried to concur with the Planning Commissionts recommendation
and approve the request of Dr. E. A. Hopfner for a variance to allow him to
enlarge his pre-existing, non-conforming, single-family residence at 1234
East 6th Street.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to concur with the Planning Commission's recommendation'
and approve the request of Mr. Clarence H. Fidler for relief from the set
back requirements to permit construction of a building closer to his east
property line and to the north right-of-way line of Railroad Avenue than
allowed. Mr. Fidler was informed this would entail fire-resistant construc-
tion, appropriate to the occupancy and fire zone involved.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to accept and place on file the Planning Commission I
Minutes of June 26, 1972.
The following ordinances were intrOduced-and read:

$500.00 and declaring and emergency.

A motion was made by Councilman Haguewood, seconded by Councilman Hordyk and
unanimously carried to adopt the foregoing ordinance regarding funds for the
defense of indigents as read.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and
unanimously carried to adopt the foregoing ordinance regarding emergency
Junds for installation of a sewer in Valley Creek area.

City Attorney Moffett informed the Council that the above two ordinances
should have been only introduced and read as they cannot be acted upon until
five days after the first reading. These two ordinances are to be brought
up and acted on again at the next regular meeting.
A letter from Olympic Health District regarding extension of sewer in the
Valley Creek area was read in full. This letter is urging the Council to
proceed with the sewer line installation.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to approve paving with two twelve foot lanes of asphalt con-
crete the approximately 1,500 feet of roadway beyond Ocean View Cemetery to
the City refuse disposal site. Paving to be done at the conclusion of L.I.D.
#193.
A letter from-Crown Zellerbach Corporation regarding Marine Drive Railroad
Crossing Repairs was read in full. After considerable discussion from the
audience, a motion was made by Councilman Haguewood and seconded by Council-
woman Ross that the Milwaukee Railroad be instructed, by the City Manager,
not to make'the above repairs until after September 15, 1972, due to closure
of traffic flow during peak of tourist season. All Councilmen voted "Aye"
except Councilmen Hordyk and Wray, who voted "No." Motion carried.

A motion was made by Councilwoman Ross, seconded by Councilman Lukey and
unanimously carried to accept and place on file the jail inspection report
of our City Jail by the Department of Social and Health Services.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to notify Bonneville Power Administration that the City ~
of Port Angeles will enter into the net billing agreementr'egaralng addi-
tional thermal power generating plants for the region.
A motion was made by Councilman Hordyk, seconded by Councilman Olson and,
unanimously carried to take from the table the letter from the Washington
State University asking for funds for a professorship for the Utility In-
dustry.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to not participate in the above professorship proposal.
A motion was made by Councilman Olson, seconded by Couneilman Lukey and
carried to concur with the City Manager's recommendation and appoint Mrs.
Loretta Caven to the Library Board to fill the unexpired term of Canon
McNeil. All Councilmen voted "Aye" except Councilman Hordyk, who voted
"No." Motion carried.
A motion was made by Councilman Lukey, seconded by Councilwoman Ross and
unanimously carried to accept and place on file the Clallam-Jefferson County
Community Action Council Minutes of June 21, 1972.

A letter from Washington State Representative Julia Butler Hansen, regarding
financial help to cities by paying back part of tax monies, was read in full
and placed on file.
A motion was made by Councilman Wray, seconded by Councilman Olson and unani-
mously carried to accept and place on file the out-of-town reports of the
Park & Recreation Director, Technical Advisory Meeting in Olympia, and the
police International Association for Identification Meeting in Victoria by
Marguerite Miller.
A motion was made by Councilman Haguewood, seconded by Councilwoman Ross and
unanimously carried to ask the City Manager to do a study and explore the
possibility of the City acquiring a municipal pier.

A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and
unanimously carried to publicly thank, and ask the' Mayor to write
letters thanking Robert and Sandi Hartman for their generous donation of
six log cabins to the City of Port Angeles.

unanimously carried to publicly thank and ask the :Mayor to write
letters thanking the following for their generous contribution of- time,'

A motion was made by Councilman Olson, seconded by Councilman Wray and unani-
mously carried to approve for payment . ~$6,325.20 to O.M. Henrickson Company
for painting of the City light standards.

Other subjects of discussion were conditions of "C" Street where water lines
put in; holes in road around railroad crossing on Ediz Hook being filled by
City with Hot patch as temporary repair until Milwaukee Railroad makes per-
manent repairs; Work session to be July 11th at 7:30 p.m.; City Hall new
phone system change over completed; Bob Hedwall and Susan Uphouse have been
chosen to attend the Town Affiliation Association Youth Conference in Se-
attle on August 16/19, 1972; and Klondike Festival scheduled for July 9th
in Seattle and July 14th in Port Angeles.
