JULY 6, 1971 The Council met in regular session at 7:30 p.m. Officers present were Mayor Wolfe, Councilmen Basom, Hordyk, McRevey, Olson and Ross; Acting City Manager Warder, Attorney Moffett and Deputy_Clerk Hobbs. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to accept and place on file, as received, the Council Min- utes of June 15, 1971. I A motion was made by Councilman McRevey, seconded by Councilwoman Ross and unanimously carried to accept the low bid of Del Guzzi Construction, Inc. for the cement block restroom in the downtown parking lot, $7,614.6D. A motion was made by Councilman Basom, seconded by Councilman McRevey and unani- mously carried to grant permission to the Light Department to sell the 196D Ford ladder truct to the highest bidder and to advertise in the out of town papers as selected by the Light Department, setting a minimum price of $1,500. A motion was made by Councilman McRevey, seconded by Councilman Hordyk and unanimously carried to approve the request for replacement of the 955 Front End Loader if interbudget transfers can be accomplished. A motion was made by Councilman McRevey, secoueed by Councilwoman Ross and unanimously_carried to authorize the City ~anager to research the budget and find out if and where the money is to go ahead on the ice skating rink project and if the money is available hire an architect to design a rink in accordance with the amount of money available. A motion was made by Councilman McRevey, seconded by Councilman Olson and unanimously carried to approve for payment~$3,104.34 to Enger Construction Company and accept the completed work for Ninth and Jones Pump Station project. A motion was made by Councilman Olson, seconded by Councilman Basom and unani- mously carried to withhold payment of $1,000. to architect P.O. #5812 on the ice skating.rink until the Mayor can contact Mr. Herrman to see what was initi- ally'asked of.the architect. I A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to approve for payment Claim' Vouchers in the amount of $156,156.79 and Payroll Transfers in amount of $60,202.05. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to concur with the Planning Commission's recommendation and ap- prove the application of Diversified Industries and the Port of Port Angeles to allow enlargement of the present facilities at West 18th" &.0 Stree~to include an Adult Training Center in an M-l Zone, and installation of a septic tank sys- tem under Health Department approval. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unani- mously carried to'accept and place on file the Planning Commission Minutes of June 28, 1971. A motion was made by Councilman Basom, seconded by Councilman McRevey and "unani- mously carried to acknowledge receipt of the Certification of Engineer-West Lincoln Heights L.I.D. #193 protests - 6.8%. The fOllowiDg ordinance was read in full: I ORDINANCE NO. 1738 AN ORDINANCE setting charges for water main construc- tion costs in an area between 15th and 18th Streets. A motion was made by Councilman McRevey, seconded'by Councilman Hordyk and unani- mously carried to adopt the foregoing ordinance as read. A motion was made ~X ~~uncilman Basom, seconded by Councilman Olson and unani- mously carried to/~ng CY~llam-Jefferson County Community Action Council Youth Employment Service request to hold an outdoor dance in the parking lot of West Dependable Grocery Store on Saturday, July 17th from 9:00 p.m. to midnight. A motion was made by Councilweman Ross, seconded by Councilman Hordyk and unani- mously carried to instruct the Acting City Manager to reply; to the Department of Social and Health Services letter of July 1, 1970 regarding how new Board of Health standards apply to our water s~pply and requesting certain improvements. 220 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. JULY 6, 1971 (Continued) Sam Haguewood, Donald Bettger and Leonard Schroeder were again nominated to fill the unexpired term of C. Eddy Edwards (resigned July 1, 1971). Sam Haguewood was elected to fill this term - July 1, 1971 to January 10,1972). Position numbers were assigned the four council seats to be on the ballot in November as follows: Joseph W. Wolfe C. Vernon Basom Floyd McRevey Unexpired term (Edwards) No.1 No.2 No.3 No.4 A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to accept and place on file the Clal1am-aeffe~son County Community Action Council Minutes of June 15; Olympic Air Pollution Control Authority Minutes of June 2; District Board of Health Minutes of May 26; Port Angeles Public Library Board Minutes of June 24; and the Civil Service Minutes of June 10, 1971. A motion was made by Councilman Olson, seconded by Councilman McRevey and unanimously carried to accept and place on file the Light & Power Work Report- June; Water Work Report-June; Off-Street Parking-May; and out-of-town reports of Finance, Treasury, Recreation and County Disability Board Departments. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to approve the Liquor License Transfer from Port Angeles Hotel Company to William Vlachos-Lee Hotel and the Class A in Lieu of Class D Liquor License for Clarence Edward Breen-Sunrise Cafe. Other subjects of discussion were the Optional Municipal Code Workshop at Association of Washington Cities Convention in Spokane attended by Councilman Hordyk; a thank you letter to Dick Hubbard for holiday fire works display; budget for 1972 preparation; work session Monday, July 12th at 7:30 p.m.; annexation of 30 acres of land recently acquired for city dump; 95 applications received for City Manager and request of more microphones:at Council Meetings.
