P_uzU ~ The City Council met in regular session at 7:30 p.m. men Maxfield, Cornell, Wolfe, Bettger and Schroeder, McNeece. Officers present were Mayor Willson, Council Manager Herrman, Attorney Moffett and Clerk A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, that minutes of the previous meeting be accepted and placed on file, as received. A motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, to approve for payment claims vouchers in amount of $40,932.53; Payroll transfers in amount of $35,4l0.54; L.I.D. No. lB7 Fund in amount of $6,037.l3; Interdepartmental transfers in amount of $22,2B7.l5; and Bud- get transfers ~n amount of $31,357.90. A letter from Donald A.' Morrison, District Sanitarian, recommending that the City explore the pos- sibility of obtaining a suitable site for, and an improved method of garbage disposal, was read an discussed. (The Council requested that the City Manager prepare an estimate of the cost of a sani~ tary land fill type of garbage disposal.) A motion was made by Councilman Cornell, seconded by Councilman Wolfe and carried, that the letter from the Washington State Highway Commission (R.W. Kerslake, P.E. District Engineer), regarding traffic lane facilities from Lincoln Street to the east City Limits be referred to the Planning Commission for study and recommendation by August 4, 1966. (The East End Merchants Association and the Council to meet with the Planning Commission July 19, 1966.) A motion was made by Councilman Bettger, seconded by Councilman Cornell and unanimously carried, to endorse the present policy concerning street light installation at the dead end of streets next to alleys, in alleys and along streets and roads other than intersections. (Present policy--to refuse installation unless to light frequently used intersections) A motion was made by Councilman Bettger, seconded by Councilman Wolfe. and carried, to approve ap- plication for liquor license of the Enos Distributing Company; the Harbor House; the Lee Hotel; Olympic Recreation and the Thunderbird Boathouse, Inc. and to disapprove the application of Loren' Tavern and the Wagon Wheel Tavern as recommended by the Police Chief. A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, to accept and place on file the Library Board minutes of June 30, 1966. A motion was made by Councilman Bettger, seconded by Councilman Wolfe and carried, to accept and place on file the Planning Commission minutes of June 2l, 1966. ~ A motion was made by Councilman Maxfield, seconded be granted the City Manager to attend the Workshop brook Inn, July 20-23, 1966. by Councilman Wolfe and carried, that permissio for Urban Administrators to be held at Alder- I A meeting on Monday, July lB, 1966 at 7:30 p.m. in the City Manager's office was set up to review the sewer plan with CH2M. II A motion was made by Counc~lman Maxfield, seconded by Councilman Bettger and carried, to accept, as received, and place on file the report on Police-Retraining Sess~on In Wenatchee and the Library- I Trip to Seattle. A.request from the Clallam County Humane Society for an increase in the City's Contributlon was ai - cussed and will be considered at Budget time. I A motion was made by Counc ilman Wolfe, seconded by Councilman Maxfield and carried, to approve the plan of improvement of Park Avenue as outlined in a memorandum from the City Manager dated July l'l 1966. I I A motion was made by Councilman Bettger, seconded by Councllman Wolfe and carried, that the Clty I retain possession of Lot l5, Block 225 Townsite. (Mr. Frank Morris wished to purchase this lot. I The City Manager and the Director of Public Works recommended that it not be sold.) A motion was made by Councilman Maxfield, seconded by Councilman Cornell and carried, that the City Manager be authorized to attend the Vice Presldent's (Hubert H. Humphrey) Conference wlth Cit Managers on July 28, 1966 at the Sheraton-Park Hotel in Washington, D. C. A motion was madc by Councilman Bettger, seconded by Councilman Wolfe and carried, to decline any action relative to topping or removing of trees in Lincoln Park as requested bY the Port of Port Angeles, and they be requested to make further study and perhaps extend the airport runway. Other subjects of discussion were the rough strip in paving at the Cemetery; possible lighting of the Tennis Courts at Lincoln Park or Elks Playfield; roughness and traffic markings on various streets and breaking up of pave~ent on the Eighth Street Bridges. ! It was reported that Councilman Thorne hopes to be home from the hospital soon. The meeting adjourned at lO:20 p.m. :i ~r (11~, /44-VC ayor /3.
