The Cormnission met in regular session at 10 A.I!.. and was called to order by Mayor Beetle. Roll call
showed the following officers present: Mayor Beetle, Commissioners Beam and Lind, Attorney Conniff and
Cle rk Hawk ins.
The mimltes of the previous session were read and approved.
Under the head of Applications for Building I'ermi ts and Licenses the following were granted:

Under the head of Introduction of Resolutions the folloWing resolutions were introduced:
RESOLUTION
~EREAS, at the present time, there are twenty-seven (27) places of bUsiness in the City of Port Angeles
wh~~ beer or wine is licensed for sale by the glass for consumption on the premises, and seventeen (17)
placeN business where beer or wine may be purchased for consumption off the premises; and,
WHEREAS, it ha been the experience of the City of Port Angeles, and of other cities in the State
ington, that an e ssi ve number of such places is not in the interest of the general welfare and
number of the same s~ d be limited in proportion to the population of said city;

NOW, THEREFORE,

That it directs that no approval be . 'en for the establishment of any new or additional taverns, beer or
wine parlor or other place where beer an ~ wine may be purchased for consumption on the premises, or for I
consumption off the premises; and that the ~ 50mnission of the City of Port Angeles hereby requests thej
Washington State Liquor Control Board,not to is~ any new or additional licenses for such places in the 'I
City of Port Ange19s) and ,

BE IT FURTHER RESO"!!'VED that if any such place as now exists 'scontinues business, for any reason, that no I
new license for such purpose be issued replacing any discontinu license; and that the policy of not I
issuing any new or additional license be continued until the total ber of taverns, beer or wine parlors,
or other places where beer or wine may be purchased by the glass for c umption on the premises be I
reduced to twenty (20), and that no new licenses for places to sell beer a or wine for consumption off
the premises be issued until the number of such licenses is reduced to fifteen 5); and, I
BE IT FURTHER RESOLVED that for the purpose of the li.'nitations herein contained that ~ any license is
cancelled, if the mvner of the license so cancelled makes application for anotber license id application;
shall be considered as a new application for a license. I

It was moved by Commissioner Lind thEt the foregoing resolution be approved and adopted.

RESOtuTlON
WHEREAS, The City of Port Pngeles is the owner of the flollowing described real property, having acquired
the same by Treasurer's Deed, dated July 5, 1941, under and by virtue of the authority of Section 9593 of
Remington's Revised Statutes, Chapter 145 of the Laws of 1929, page 565, to-wit:
Lot Sixteen (16), Block One Hundred Nine (109) of the Townsite of Port Angeles,
Washington, and
WHEREAS, Lars Ronning has cffered to purchase from the City of Port Angeles the above described real
property for the sum of $150.00, payable as follows: $15.G~ as a down payment and $10.00 on or before
the 10th day of August, 1941, and $10.00 on or before the loth day of each and every month thereafter
until paid in full, together with interest computed at the rate of 7% per annum on balances due and paid
with the monthly installments, and
WHEREAS, The City Cormnission has vi""ed the said property and is of the op~mon that the offer is fair
value and at this time it is to the best interest of the City thEt it should be accepted and the sale
made.
NOW, THEREFCRE, BE IT RESOlVED, that the s aid offer be accepted and that the City of Port Angeles sell the I
siad property at private sale to the said Lars Ronning for the sum hereinabove set forth, subject to any
other valid liens against the same; that the City Attorney be instructed to prepare a quit claim deed
conveying said property to the purchaser, and that the City Clerk of the Ci ty of Port Angeles be and he
is hereby instructed to execute seid quit claim deed, and that the Mayor of the City of Port l/\ngeles be
and he is hereby instructed to countersign said quit claim deed when the purchase price and all accrued
interest thereon has been paid in full and all tenns and conditions herein specified have been complied
with.

It was moved by Cormnissioner Beam that the foregoing resolution be approved and adopted. Seconded by
Co~issioner Lind. On roll call all members voted aye. The ~~yor declared the motion carried.
REt OlUTION
WHEREAS, The City of Port Angeles is the owner of the following described real property, ha'~ng acquired
the same by Treasurer's Deed dated July 7,1941, under and by virtue of the authority of Section 9595 of
RemingtOli's Revised Statutes, Chapter 145 of the Laws of 1929, F"ge 565, to-wit:
The North one-half of Lots One (1) and Two (2), Block Seventy-four (74) of the
Townsite of Port Angeles, Washington, and
WHEREAS, Erick B. Berglund has offered to purchase the above described real property from the City of
Port. Angeles for the sum of $300.00, payable as follows: $30.00 as a down payment and ~15.00 on or before
the .15th day of August, 1941, and $15.00 on or before the 15th day of each and evzry month thereafter until
paid in full, together with interest at the rate of 7% per annum on monthly balances and paid with the
monthly installment, and
WHEREAS, The City Commission has viewed the said property and is of the op~~on that the offer is fair
value snd at this time it is to the best interest of the City that it ehould be accepted and the sale made.
NOW, THEREFORE, BE IT RESOlVED, that said offer be accepted and that the City of Port Angeles sell the
said property at private sale to tho said Erick B. Berglund for the sum hereinabove set forth, subject to
any other valid liens against the same; thet the City Attorney be instructed to prepare a quit claim deed
conveying said property to the purchaser, and that the City Clerk of the City of Port Angeles. be and he
is hereby instructed to execute said quit claim deed, and that the Mayor of the City of Port Angelles be am

the same by Treasurer's deed, dated July 8, 1941, under and by virtue of the authority of Section 9393 of
Remington's Revised Statutes, Chapter 145 of the Laws of 1929, page 565. to-wit:
Lot Eighteen (18), Block One Hundred Ten (1l0) of E. C. Baker's Subdivision of
Suburban Lot No. 19 of the Townsite of Port Angeles, Washington, and
WHEREAS, Einar Huovila has offered to purchase the above described real property from the City of Port
Angeles for the sum of $175.00, payable as follows: $15.00 as a down payment and $10.00 on or before the
27th day of July, 1941, and $10.00 on or before the 27tb day of each and every month thereafter until paid
in fuU, together ...~ th interest at the rate of 7% per annum computed on the balance due and paid with the
monthly installment, and
WHEREAS, lhe City Commission has viewed the said property and is of the opinion that the offer is fair
value and that at this time it is to the best interefit of the City that it should be accepted and the sale
made.
NOW, THERE?ORE, BE IT RESOLVED that the said offer be accepted and that the Cit.;i of Port Angeles sell the
said property at private sale to the said Einar Huovila for the sum hereinabove set forth, subject to any
other valid liens against the same; that the City Attorney be instructed to prepare a quit claim deed con-
veying said property to the purchaser, and that the City Clerk of the City of Port Angeles be and he is
hereby instructed to execute said quit claim deed, and that the Mayor of the City of Port Angeles be and
he is hereby instructed to co~~tersign said quit claim deed.
It was moved by Commissioner Beam tha t the foregoing resolution be approved and adopted. Seconded b'<J

Unde-r the head of Introduction of Ordinances the following ordinance was introduced, read in full and
placed on its first and second readir,gs:
AN ORDIll~NCE setting forth an emergency affecting the public health and safety; requuJ.ng expenditures
unforeseen; providing for the issuance of emergency warrants; and declaring an emergency making the
ordinance immediately effective.
The Comr~ssion examined and allowed the following claims and ordered warr2nts drawn for same:
