~The City Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Council I
I men Maxfield, Thor.ne, Cornell, Wolfe, Bettger and Schroeder; Manager Herrman, Attorney Moffett
, and Clerk McNeece.
A motion was made by Councilman Wolfe, seeonded by Councilman Maxfield and carried, that minutes
of the previous meeting be approved as received, and placed on file.
1.1,. A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carried, that the low
bid of Harris & Schuller Sheet Metal & Roofing Co. (972.40 including sales tax) for re-roofing of
the Fire Hall be accepted, subject to review by the City Manager to determine that the bid meets
specifications.
A motion by Councilman Bettger that authorization be granted to call for bids for 1,800 feet of
69 KV new line to serve the Albert Street substation, was seconded by Councilman Maxfield and
carried.
A motion was made by Councilman Thorne, seconded by Councilman Schroeder and carried, that the
partial payment of $48,204.00 to Tyee Construction Company for work done on the 7500 KVA unit sub-
station at Second and Valley Streets be approved and paid.
'! A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and carried, to accept the
work done and the job as completed by Electric Supply Compan~)on the Washington substation modifi-
cation, and the final payment of $4,619.20 be made after thirty days, and upon release from the
Department of Labor & Industries and the State Tax Division.

A motion by Councilman Maxfield that the request of the Clallam County Humane Society for $2,500.0
to be placed in the 1965 Budget for animal control be referred to the City Manager for inclusion I
in the Budget study for 1965, was seconded by Councilman Cornell and carried.
A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, that the claims
I be approved for payment in amounts of: General Funds, $56,390.49; Water Fund, $7,663.77 - warrants
No. 12450 - 12472 and Light Fund, $18,175.19 - warrants No. 12741 - 12775, a total of $82,229.45. I
A motion was made by Councilman Maxfield, ~~ Councilm~~44el~, seconded by Councilman
* Cornell and carried, that pursuant to the recommendation of the Planning Commission, Clayton W. I
Rennie, 401 East Vista, be granted a variance from the zoning ordinance to allow him to build II
a carport within ten feet of his south property line instead of the usual twenty-five feet require8.

A motion by Councilman Thorne that the Planning Commission minutes of July 7, 1964, be approved
and placed on file, was seconded by Councilman Maxfield and carried.
Two resolutions requesting the City to proceed with building of a sewage treatment plant were
read. One from the Washington State Council of Skin Divers and the other from the Port of Port
Ange les .
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, that the re-
ports of trips taken by Sgt. Sweatt, Beulah McNeece and Jack Napiontek be approved and placed on
file. Sgt. Sweatt's report was relative to muffling of trucks. It is believed that most trucks
can be adequately muffled to comply with City and State Ordinances. Beulah McNeece and Jack
Napiontek's trip was to Puyallup to attend a Street Cost Accounting Seminar.
I' A motion was made by Councilman Thorne, seconded by Councilman Maxfield and carried, that the
, Light and Water Department Operating Statements, Balance Sheets and monthly work reports, the
I monthly Budget Report ,of Receipts and Expenditures, the Police Department and the Police Judge's
I Reports be accepted and placed on file.
The Mayor read a letter from the Veterans of World War I, thanking the City for their courtesy
during the Veterans Convention held here recently.
The potential traffic hazard at the turnout on Pine Street and Marine Drive was referred to the
City Manager and Police Chief for study.
The City Attorney introduced and read in full the following ordinance:
ORDINANCE NO. 1536
AN ORDINANCE of the City of Port Angeles authorizing participation by the
City in a lawsuit to recover damages from certain pipe manufacturers; pro-
viding for contributions toward costs of the lawsuit and authorizing the
Attorney General of the State of Washington to conduct the litigation.
A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, that the fore-
going ordinance be adopted as read and recommended by the City Attorney.

ployees who have successfuI'l--Y completed the'. course In "Supervisory Methods in Municipal Adminis- I
tration" which was conducted recently at Peninsula College by the City Manager.
There being no further business, the meeting was
