Roll call of officers revealed the following present: Councilmen Sandison, Matthieu, Wolfe. McPadden and Maxfield. City Manager Vergeer, Attorney Severyns and Clerk Law. It was moved by Councilman Sandison that minutes of the previous meeting. be accepted and approved. Seconded by Councilman Wolfe and carri~d. Alfred Kraig, recently appointed City Librarian, was introduced to Council members. Under the head of unfinished business, pay estimates due Randall Kilmer Construction Co. were prepared by the'Engineer as fOllows:- Cherry Hill Alley Paving. L.I.D. No. 171. Second estimate. (June) $7,425.88; Cherry Hill Alley Pa~ing, L.I.D. No. 171, 'Third and Final estimate, (July), $8,572.86 Mr. Vergeer informed that the contract is finished and alleys paved as petitioned. It was then moved by Councilman Wolfe that contract be accepted as completed, a warrant issued on L.I.D. No. 171 Construction Fund in payment of same and the City Clerk authorized to isse warrants nos. 132 ancll33 for $3,000.00, 134 - 136 for $2,000.00, 137 - 139 for $1,000.00, ""d warrant no. 140 for $998.74 on L.I,D. No.' 171 Fund, bearing interest at the rate of 4 5/~ per annum, <!ated July 23, 1957, proceeds to be deposited in the L.I.D. No. 171 Construction Pund. Motion seconded by Councilman McPadden and carried. l'ixed estimate claim: L.I.D. No. 173: Helmer N. Hansen, stakes and hubs, $42.63. It was moved by Councilman Wolfe that fixed estimate claim be approved and paid. Seconded by Councilman Maxfield ..,d carried. Council considered results of traffic survey conducted at Eighth and Peabody Streets relative to install- ation of traffic signal. Survey revealed 3,144 vl!hicles East and West and 314 North and South. It was moved by Councilman McPadden that results of survey be referred to the State Highway Department for" recommendations as to traffic signal installation. Seconded by Councilman Wolfe and carried. Pursuant to Resolutions previously passed, public hearings requesting street md alley vacations were openl!d: Fourteenth Street from P Stre'et east to the West line of Lot 5, Blk. 412 and the \~est line of Lot 16, Blk. 397. Thirteenth Street from the .Bast line of F Street easterly to West line of Lot 4, Blk. 397 and the West line of Lot 17, Blk. 369. E Street from the South line of the alley in 81ks. 368 and 369 Southerly to the North line of 15th Street. The alleys in Blks. 411 and 4.12 from the East line of E. Street to the West line of Lots 5 and 16 in Blk. 412. The alleys in Blks. 398 and 397 from Bast line of E. Street to West line of Lots 17 and 4 in Blk. 397. No objections having been made or filed, it was moved by Councilman Wolfe that hearing be closed and Ordinance prepaJ<ed vacating streets and alleys. Seconded by Councilman Matthieu and carried. . The Easterly ten feet of Penn Strl!et from the North line of Fourth Street to the South line of Highway No.9, being Pirst Street. No objections having been made or filed, it was moved by Councilman Matthieu that hearing be closed and Ordinance prepared vacating portion of Penn Street. Motion seconded by Councilman Sandison and carried. Under the head of new business, claims paid July I, 5 and 16 were approved in total amount of $34,288.73. It was moved by Councilman MCPadden that claims be allowed as paid. Seconded by Councilman Sandison and carried. It was moved by Councilman McFadden that monthly operating statements of the Utilities be accepted and , placed on file. Seconded by Councilman Maxfield and carried. I It was moved by Councilman Sandison that Police Judge report for June. City Treasurer's report for June and report of Police Department activities be accepted and fill!d. Seconded by Councilman Maxfield and . carried. One request was received for renewal of beverage license for Little Brick Tavern. It was moved by Councilman Matthieu that request for license be approvl!d. Seconded by Councilman Sandison and carried. , It was moved by Councilman Wolfe that Fire 'Department report for June be accepted. SI!conded by Councilman Sandison and carried. 1 Mr. Vergeer read cOllllllUnication from Mrs. A. Kirk and F. V. Hoglund requesting removal of a maple tree at ! 7th and Cedar Streets. Police Chief Kochanek announced that Patrolman Bennie Piper has successfully completed his probationary periOd and is now eligible for permanent appointment. Attomey Severyns an~ Clerk Law. Due to the sad experience by the passing of Mayor Neer, Manager Vergeer recommended that a temporary chair- man be appointed for this meeting. It was then moved by Councilman Maxfield. seconded by Councilman Matthieu, that Councilman McFadden act as chairman. Motion carried. The following Resolutiol) was introduced and read: MEMORIAL RESOLUTI(Jl In June of 19~2 PAUL M. NBER, after years of service to his community in non-governmental matters, assumed his elected po~i tion as City Councilman for Port Angeles, under the newly adopted Council-Manager P1an~ PAUL'M. NEER was ,one ,of seven electl!d out of a field of fifty-three 'Cllndidates. It was during this periOd that the City of Port Angeles received the singular honor of being designated as an "All Aml!rican" City by the National Municipal League. In June of 195~ PAUL)l. NBER was honored by his fellow councilmen who selected him to serve as Mayor. PAUL M' NEER has been a wise counselor and capable leader and friend. His untimely death on the 25th day of July,. '195.7 .h~s created a sense of shock and loss. ' ' , I~e, as representatives of the City of Port Angeles, and as individuals take this opportunity. of . expressing our appre~iation of having had the opportunity to serve with PAUL M.
