PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
JULY 18, 1972
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Manager
Puddy, Attorney Moffett and. Deputy Clerk Hobbs.
A motion was made by Councilman Wray, seconded by Councilman Olson and unani-
mously carried to accept "and place on file, as received, the Minutes of the
regular meeting of July 5, 1972 and the Minutes of the special meeting of
July 14, 1972.
A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and
unanimously carried to approve and pay to J. E. Work, Inc. the ninth (June) I
estimate of work done and material furnished on L.I.D. #193, in the amount of
$40,000.00.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to approve for payment Claim Vouchers in the amount of $188,929.47
and Payroll transfers in amount of $77,383.15.

The.~eco~d public.nearinffi for the purpose of considering adoption of/zoning
classification for-areas adjacent to the easterly city limits of the City of
Port Angeles, Washington, was opened at 7:40. p.m. After the proposed zoning
was explained by Building Inspector Willson, there was considerable discussion
from members of the audience and the hearing was closed at 8:10 p.m.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. Gene Hayduk, 1206 South Peabody, for relief from the
zoning regulations to permit repair and minor alterations to existing single
carport.
A motion was made by Councilman Wray, seconded by Councilman Haguewood and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Beverly Reynolds, 925 East 5th Street, for a variance to
allow construction of a garage, attached carport and storage shed and a compost
pit with less than the required sideyard setbacks.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to concur with the Planning Commission 's' -recommendation and
approve the request of Dr. Richard Wehrli, 554 Whidby Street, for a variance
from rear yard set back requirements to allow him to cover and enclose a
swimming pool.

A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to adopt the foregoing ordinance as read.
ORDINANCE NO. 1763
AN ORDINANCE providing for the appropriation of $18,000.00
from available funds for the construction of a sewer
and declaring an emergency. (Valley Street Area)
A motion was made by Councilwoman Ross, seconded 'by Councilman Hordyk, and unani-
mously carried to adopt the foregoing ordinance as read.
ORDINANCE NO. 1764
AN ORDINANCE designating portions of "Mil Street to be
an arterial street.

A motion was made by Councilman Wray, seconded by Councilman Olson and unani-
mously carried to adopt the foregoing ordinaiH:,e-. and to notify-the Urban Arterial
Board that this ordinance has been passed.
A petition from property owners of Block 37, Townsite, requesting that the Council
take necessary steps to create an L.I.D. for curbs, gutters, paving and storm
drainage in the area north of Marine Drive between Tumwater and Cedar Streets,

was presented to the Council. After some discussion, a motion was made by
Councilman Hordyk, seconded by Councilman Wray and unanimously carried to
instruct the Engineering Department to prepare a preliminary L.I.D. cost es-
timate, including preparation of assessment rolls, notice of public hearing, etc.
A motion was made by Councilman Haguewood, seconded by Councilman Wray and unani-
mously carried to authorize a motorcycle race to be held at Civic Field on Au-
gust 6, 1972.

A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to accept and place on file the Park & Beautification Board
Minutes of July 6, 1972.
A motion was made by Councilman Lukey, seconded by Councilman Hordyk and unani-
mously carried to accept and place on file the following reports: Sewer, Sani-
tation, Street, Equipment Rental, Off-street parking and Treasurer's financial
statements; the Light and Water Work Reports; the Utilities, Fire, Municipal
Judge, Park & Recreation, Police and Revenue & Expenditures Monthly Reports.
A motion \'las made by Councilman Lukey arid~.'gecorlded by Councilwoman Ross to pro-
vide power in the best possible manner, which is the $7,600 suggestion from Light
Department for a primary underground installation, to the CPR Dock for the
Coast Guard Cutter .Winona. All councilmen voted l1Aye, 11 except Councilman
Wray, who voted l1No. 11 Motion carried.
Other subjec~of discussion were the L.I.D. #193 delay in paving; Northwest
Public Power Association meeting in Everett September 25-29, 1972; Ice skating
~ink equipment being used on the tennis courts at Elks Playfield in the winter
season; proposed telecable franchise presented to Council for study; street
light policy of installing street lights at intersections only; and the pos-
sibility of the purchase and placement of an aircraft carrier in the Port
Angeles Harbor for municipal uses, and Sr. Citizens hot meal program report.
