The Council met in regular session at 7:30 p.m. Officers present were Mayor Willson,
Councilmen Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder, Manager Herrman,
Attorney Hoffett and Cle:r-k McNeece.
A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried to
accept and place on file the minutes uf July 6, 1967.
A motion was made by Councilman Cornell, seconded by Councilman Thorne and unanimously
carried, to approve and pay to CH2M the $351.75 for engineering services from May 24
through June 23, 1967 in connection with the Sanitary Sewage System Improvements.
A motion was made by Councilman Thorne, seconded by Councilman Schroeder and unanimously
carried, to pay to Del Guzzi Construction Inc. the retained percentage on Peabody Heights
Pump Station in the amount of $4,200.30, less $417.68 (additional inspection and engineer-
ing fees due to the 15 hp motor) or $3,782.62.
A motion was made by Councilman l.Jolfe, seconded by Councilman Thorne and unanimously
carried, to approve and pay to CH2M the $417.68 additional inspection and engineering
Ifees on the Peabody Heights Pump Station. I

l,carried to authorize the City Manager and the Light Superintendent to enter into negotia-
tions ,~ith Tyee Construction Co. to do line work as required for the next year and a half
lor so.
iA motion was made by Councilman Cornell, seconded by Councilman Schroeder and unanimously I
carried, to authorize the City Manager and the Light Superintendent to proceed with over- I
head reconnecting of lights on East First St., with a review to be made as to whether '
this will be a permanent arrangement, after the Judge's decision is received. l
A motion was made by councilman Wolfe, seconded by Councilman Maxfield and carried, to
:r-efer the 1968 budget request of the Clallam County Humane Society to the Budget Committee
A motion was made by Councilman Thorne, seconded by Councilman Bettger and unanimously
carried, to approve the Pen Ply - Ediz Hook Lease Agreement as submitted.
A motion was made by Councilman Wolfe, seconded by Councilman Bettger and unanimously
carried, to accept the bid of $13,062.52 of N. C. Machinery Co. for the used loader for
the Sanitation Dept.

A motion was made by Councilman Cornell, seconded by Councilman Maxfield and carried, to
approve for payment claims vouchers in the amount of $88,567.45 and Payroll Transfers in
the amount of $44,223.00.
A motion was made by Councilman Maxfield, seconded by Councilman Thorne and unanimously
carried, to deny the request of F:r-ed C. Grinnell for water service outside the City in
accordance with the policy of the City to not furnish wate:r- service outside the City.
A letter was read from the County Commissioners commending the City for its cooperation
jwith the Courthouse Advisory Committee.
[AttDrney Chamberlin, speaking for the Driftwood Motel, again requested a change in the
!sign code ordinance to allow for variances. After conside:r-able discussion, a motion was
imade by Councilman Ma~field and seconded by Councilman Thorne, to enforce the sign
I ordinance as it is now. Councilmen Bettger, l\'olfe, Cornell and Schroeder voted "No".
,Motion was defeated. After further discussion, a motion was made by Councilman Cornell
and seconded by Councilman Schroeder, thet the City Attorney be instructed to carry out
I the motion of December 1, 1966 ".... to refer this to the City Attorney for the purpose of
I drawing an ordinance' amc'-nding the Sign Code to set up procedures and allow for variances."
Councilmen Cornell, Schroeder, Wolfe, Bettger and Thorne voted "Aye", Councilman Maxfield
voted "No". Motion passed.
,A motion was made by Councilman Bettger, seconded by Councilman Thorne and ca:r-ried, that
Hr. Miller, the Librarian be commended and the "Library Policy Mariual" be accepted and
placed on file, subject to the Attorney's findings regarding Item 1, page 5 concerning
Ii the appointment of Board members.
!!,A motion was made by Councilman Schroeder, seconded by Councilman Bettger and carried,
II to approve and place on file the Treasurer's Report for June 1967, the Nonthly Budget
Il'Report of Revenues and EA~enditures, the monthly reports of the Fire, Recreation, Light,
Water, Municipal Judge and Police Departments, the Light and Water Revenue and Expenses
reports, the Utilities Monthly Billing Report and the Report of Investments.
IA motion was made by Councilman Bettger, seconded by Councilman Cornell and carried, to
approve the request of the Clallam County Library for a variance granting permission to
build a garage to house their bookmobiles five feet from their property line instead of
the seven feet required by the Building Code.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to
accept and place on file the Planning Co~~ission minutes of July 18, 1967.
A motion was m<lde by Councilman Holfe, seconded by Councilman Maxfield and carried, to
request the State Highway Dept. to look into the installation of a traffic light at the
Front and Race Streets intersection.
Other supjects discussed were: a request from the State Retirement System for names of
City Officials willing to be nominated for the Pension's Board of Trustees; horses on
the streets; relative. to an article in the Chronicle, the City Attorney stated "the State
made East First Street a one way street, not the Council"; a meeting ,~ith the Employees II>>
Union concerning a written working agreement '1as set for August 3, 1967 after the regular
Council meeting; a letter from the Hater Pollution Control System indicQting the City of ,
Port Angeles would re.ceive a 45% grant on its sewage facility, and the probability that ttif
Zoning Ordinance hearing would be set for the second Council meeting in August (Aug. 17th}.
