JULY 20, 1971 The Council met in regular session at 7:30 p.m. In the absence of Mayor Wolfe, the meeting was called to order by Deputy City Clerk Hobbs and nomi- nations opened for Mayor Pro Tern. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to elect Councilman Basom as Mayor Pro Tern. Others present were Councilman McRevey, Acting City Manager Warder4 Attorney Moffett and incoming Councilman Haguewood. Councilwo- man Ross was aDsent. Samuel J. Haguewood was sworn in as City Councilman by Deputy City Clerk Hobbs and will fill the unexpired term of Councilman Edwards, who resigned as of July 1, 1971. - A motion was made by Councilman McRevey, seconded by Councilman Olson and unanimously carried to accept and place on file, as amended, the Minutes of July 5, 1971. Amended Minutes were the correction of the address of the Diversified Industries from 125 West 18th Street to West 18th and "0" Streets. A motion was made by Councilman McRevey, seconded by Councilman Hordyk and unanimously carried to authorize the call for bids for 5,000 l.f. 5-inch and 10,000 l.f. 8-inch water pipe for the Water Department. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to authorize call for bids for paving Penn Street, 1st t? Front Street and resurface 6/7 alley east of Chambers Street. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to authorize call for bids for a new packer truck for the Sanitation Department. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to take from the table the ice skating rink proposal. Mayor Pro Tern Basom informed the ice skating group that the Council had given this a lot of consideration and searched the budget and they found that at this time they could not go ahead on this project, not even on a temporary basis and if the group wanted to get the issue before the public and maybe on the ballot in Novernber for a G.O. Bond they should petition the Council. -Mr. Bud Wolf asked if the Council would consider leasing City property and the ice making equipment to the Olympic Skaters Association so that they could go ahead on this on their own. A motion was made by Coun- cilman Haguewood, seconded by Councilman Hordyk and unanimously carried to refer this proposal to the Park and Beautification Board for further study and recommendation. A motion was made by Councilman McRevey, seconded by Councilman Olson and unanimously carried to approve payment for engineering services from May 26 through June 24, 1971 to CH2M in the amount of $263.27, in connection with the Pump Station. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to approve for payment Claim Vouchers in the amount of $77,778.23 and Payroll Transfers in amount of $65,206.71. A motion was made by Councilman McRevey, 'seconded by Councilman Hordyk and unanimously carried to refer back to the Planning Commission for a more defi- nite recommendation on the DelGuzzi Brothers request to install a catalog sales and service store on the northwest corner of Front and Race Streets. A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to concur with the Planning Commission's recommendation and approv~the request of Mair Brothers to install a septic tank and drain field/p~,I(,p~y.~y on the north side of 19th Street between "E" and "FlI Streets. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the Planning Commission Minutes of July 12, 1971. JULY 20, 1971 (Con't) A motion was made by Councilman McRevey, seconded by Councilman Hordyk and unanimously carried to adopt the foregoing ordinance as read. A letter from the Department of Army Corps of Engineers setting forth the necessary items for local cooperation in the Ediz Hook improvements was read in full. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried that a letter be drafted to the Corps of Engineers concuring with the requirements. j A motion was made by Councilman Haguewood, seconded by Councilman Olson and unanimously carried to acknowledge receipt of the letter and memo from the Public Power Council regarding the City's financial participation in na- tional electrical research and refer this to a work session for further study and recommendation from Light Superintendent. I A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unanimously carried to refer the petitio~ to prohibit trucks over 3/4 ton from the use of West 16th Street from "C" Street to the Clallam County Fair Grounds,' to the Engineers and Police Departments for consideration and reCOm- mendation. - A motion was made by Councilman Olson, seconded by Councilman McRevey and unanimously carried to refer the 1972 Budget Request of the Center fot ' Youth Services to the City Clerk and Budget Committee for consideration. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to accept and place on file the Emanon Report for the month of June. A motion was made by Councilman Hordyk, seconded by Councilman Haguewood and unanimously carried to refer the letters and complaints regarding the EmanOn to a work session for details of regulations and requirements for use and if in compliance with.same. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to accept and place on file the June Financial Reports I for Light, Equipment Rental, Sanitation, Sewer, St~eet, Off-street Parking and Water Departments; Utilities June Billing;~BMthly Reports for Fire, POlice, Municipal Judge and TreasurerTs Departments. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to accept and place on file the Park and Beautification Board Minutes of July 8, 1971. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to accept and place on file the June Park and Recreation Monthly Report. Acting City Manager Warder reported that the reservoir was dOWn about 9 feet and they were losing ground instead of gaining any back and that the City might have to place restrictions on lawn' sprinkling in the next day or two.
