The Commission met in regular session at 10 A.M. and was called to order by Conrnissioner Beam, acting
Mayor. Roll call showed the following cfficers present: Commissioners Beam and Lind, ~ttorneJ' Conniff
and Clerk Hawkins.
The minutes of the previous session were read and approved.
Under the head of ~pplications for Buildir~ Permits and Licenses the following were granted:

Under the head of Introduction of Resolutions the following resolutions were introduced:
RESOLUTION
WHEREAS, The City of Port Angeles is the owner of the following described real property, having acquired
the same by Treasurer's Deed dated July 24, 1941,under and by virtue of the authority of Section 9593 of
Remington's Revised Statutes, Chapter 143 of the Laws of 1929, page 565, to-wit:
The North half (t)of Lots Eleven (11) and Twelve (12), Block Four Hundred
Twenty-one (421), 'lownsite of Port Angeles, Washington, and
WHEREAS, S. C. Tozier has offered to purchase the above described real property from the City of Port
Angeles for the sum of 11300.00, payable as follows: $30.00 as a down payment and $7 .50 on or before the
Is~ day of September, 1941, and $7.50 on or before the 1st day of each and every month thereafter until
paid in full, together with interest at the rate of 7% per annum on monthly balances and paid with the
monthly installment, and
WHEREAS, The City Commission has viewed the said property and is of the opinion that the offer is fair
value, and that at this time it is to the best interest of the City that it should be accepted and the
sale made.
NOW, THEREFORE, BE IT RESOlVED, that the said offer be accepted and that the City of Port Angeles sell the
said property at private sale to the said S. C. Tozier for the sum hereinabove set forth, subject to any
other valid liens against the same; that the City Pttorney be instructed to prepare a quit claim deed
conveying said pro;>ert.y to the purchaser, ac,d that the City Clerk of the Oity of Port Angeles be and he is
hereby instructed to execute said quit claim deed, and that the Mayor of the City of Port Angeles be and
he is hereby instructed to countersign the qJit clidm deed when the purchase price and all accrued interest
thereon has beenpaid in full. !
It was moved by Corrunissioner Beam that the foregoing r esolutioL be approved and adopted. Seconded by
Commissioner Lind. On roll call all members voted aye. The Acting Mayor declared the motion carried.

paid in full, together with interest at the rate of 7% per annum on month~y balances and paid with the
monthly installment, and
WHEREAS, The City Commission has viewed the said propel.ty and is of the opinion that the offer is fair
value, and that at this time it is to the best interest of the City that it should be accepted and the sale
made.

Under. the head of Introduction of Ordinances the following ordinance was introduced, read in full, and
plcaed on its first reading:
AN ORDINANCE amending sections 7, 10, 15, 16, 17, 19 and 23 of Ordinance No. 1020 entitled "An Ordinance
relating to the use of the streets of the City of Port Angeles; providing for the designation of special
restricted zones; providing for the manner of parking; designating arterial streets; estaolishing regula-
tions and re~uirement3 for the safety and control of traffic and the protection and safety of the inhabi-
tants of the City; providing penalties and repealing certain ordinances in conflict herewith;" and in
addition providing for the designation of special restricted commercial zones and declaring an emergency.
Under the head of Unfinished Business:
The Clerk reported that pursuant to call the following bids were on file for street improvements:
1 Bid received: The Washington Asphalt Co:1l.pany
For the construction of an asphaltic pavement, plant mix, Class F, on Marine Drive from the
margin of E Street to the east margin of K Street.

For the oonstruction of an asphaltic pavement, plant mix, Class F, on Laurel, Oak and Cherry
Streets from the south margin of Eighth Street to Lauridsen Boulevard.
1 Bid received: The Washington Asphalt Compallif
The COmmission referred the bids to the City Engineer to check.
The Commission examined and allowed the following claims and ordered warrants drawn for son,e:
