PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
AUGUST 1, 1972
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Coun~ilmen Haguewood, Hordyk, Lukey, Ross and Wray, Manager Puddy, At-
torney Taylor and Deputy Clerk Hobbs. Councilman Olson was absent.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to accept and place on file, as received, the Minutes of July
18, 1972.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to concur with the recommendation of Mr. T. G. Honnold of the
Light Department and accept the low bid of Rainier Wood Preservers, Inc. for
seventy-four 40-foot Class 3 poles and six 45-foot Class 3 poles in the amount
of $4,522.35, including sales tax.

A motion was made by Councilman Hordyk, _seconded by Councilman Haguewood and
unanimously carried to approve and pay to J. E. Work, Inc. the tenth (July)
estimate of work done and material furnished on L.I.D. #193, in the amount
of $94,000.00.
A motion was made by Councilwoman RQSs, seconded by Councilman Hordyk, and
unanimously carried to approve for payment Claim Vouchers in the amount of
$140,611.46 and Payroll Transfers in the amount of $75,382.47.
Mayor Basom presented a certificate of meritorious award 'for 25 years service
to Mr. Dudley W. Dunlap, of the Light Deparment, who is retiring at the end
of this month.
The Hearing on the ITT-Rayonier application for shoreline management substan-
tial development permit was opened at 7:40 p.m. The permit was read in full.
This application is for dredging existing log pond. A motion was made by
Councilman Haguewood, seconded by Councilman Wray and unanimously carried to
approve the application.
A motion was made by Councilman Hordyk, seconded by CouncilmanWray and unani-
mously carried to concur with the Planning Commission's recommendation and ap- I
prove the request of J. L. Wertz Construction Company for a variance to per-
mit construction of a carport and attached home workshop with less than the
required rear yard setback in the RS-7 Zone at 227 West Forest Street.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. Les Roline for relief from percentage of lot cover-
age requirements to permit construction of a double garage and storage build-
ing on the rear of the Outlook Inn property, for the Clallam County Hosteleries.
A motion was made by Councilwoman Ross, seconded by Councilman Haguewood and
unanimously carried to concur with the Planning Commission's recommendation and
approve the request of Mr. Leslie Short for a variance to allow construction of
an addition to an existing, single-family residence at 808 East Front Street.
A motion was made by Councilman Hor~yk, seconded by Councilwoman Ross and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mr. Ronald A. Crawford for a variance to permit enlarge-
ment of a pre-existing, non-conforming, single-family residence at 619 West
11th Street, with less side yard clearance than required in the RS-7 Zone.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of Mair Bros. Construction Company to intall a septic tank
and drainfield on the east half of Lot 17 and all of Lot 18, Block 453, Town- I
site to serve a single-family residence, 1215 West 19th Street.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to concur with the Planning Commission's recommendation and ap-
prove the request of M. D. Birdznell to install a septic tank and drainfield on
the northeast portion of Suburban Lot 58 located at 2626 West 10th Street.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to accept and place on file the Planning Commission Minutes of
July 24, 1972.

A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to grant permission to call for bids for the construction and im-
provements for the West End Park.
The following ordinance was read in full:

A motion was made by Councilman Haguewood, seconded by Councilman Lukey and unani-
mously carried to table the above ordinance until the next regular meeting, August
15, 1972.
The following resolutio~ was r.ead in full:
RESOLUTION NO. 5-72
A RESOLUTION adopting proposed Zoning Regulations
for an area of land contiguous to the East City
Limits.
After lengthy discussion with members of the audience, a motion was made by
Councilman Lukey and seconded by Councilwoman Ross to adopt the foregoing res-
_ olution with the stipulation that the resolution may not be amended or modified
for a period of two years from its date of passage. All Councilmen voted "AyeTl
except Councilman Haguewood, who voted TlNo. It Motion carried.
The following resolution was read in full:

IMPROVEMENT RESOLUTION NO. 194
A RESOLUTION of the Council of the City of Port Angeles,
Washington, declaring the intention of the City Council,
to improve a certain area within the City by the con-
struction and installation of storm sewers, therein, the,
grading, ballasting and paving of certain streets and
alleys therein, the construction of curbs and gutters
where necessary, and by doing all work necessary in
connection therewith, and fixing a time, date and place
for the hearing on this resolution of intention.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to adopt the foregoing resolution as read.
A letter from the Insurance Company of North America, regarding bodily injury
claims (Olympus Hotel Expolsion) pending.in excess of policy limits, was read
and placed on file.
A letter from Mrs. Robert J. Wilbur, regarding two-can garbage pickup for the
residential areas of Port Angeles, was read and noted. This letter was not
in favor of this proposal.
A motion was made by Councilman Haguewood, seconded by Councilman Lukey and
unanimously carried to table the letter from Public Power Counci~ regarding ~
the Liquid Metal Fast Breeder Reactors agreement, until a report can be re-
ceived from the City Manager on this.

A motion was made by Councilman Lukey, seconded by Councilman Hordyk and unani-
mously carried to accept and place on file the Olumpic Regional Planning Council
Minutes of July 19, 1972.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to accept and place on file the Solid Waste Management Advisory
Committee Minutes of July 24, 1972 and the Clallam-Jefferson County Community
Action Council Minutes of July 14, 1972.
A motion was made by Councilman Lukey, seconded by Councilman Haguewood and
unanimously carried to permit the library to purchase the Barwold Mark IISS
film inspection machine with funds available in the 1972 budget.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and unani-
mously carried to table the subject of providing surplus books to the Jefferson
Neighborhood Multipurpose Center until the City Attorney can check out the le-
gality of extending library services beyond Clallam County.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and

unanimously carried to accept and place on file the Library Board Minutes of
July 20, 1972.
Mayor Basom presented to Police Chief Harry Kochanek a Pedestrian Safety Ci-
tation Award for the City of Port Angeles for no pedestrian fatalities for
the year 1971.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to accept and place on file the following: Financial statements
for Light and Water Departments for month of June, 1972; Out-of-town reports
from Mrs. Matthieu and Mr. Kirks, Library Board and Lt. Roy Morgan of the
Police Department.
A letter from the U. S. Department of Commerce Economic Development Adminis-
stration, regarding Consumation/Financing Study for Port Angeles Public Pier
and Community Center being assigned Project No. 07-6-09472, was read and noted.

A motion was made by Councilwoman Ross, seconded by Councilman Lukey and unani-
mously carried to permit the Port Angeles Kiwanis Club to hold a salmon barbe-
cue as part of the Derby Days celebration and to use Laurel Street between the
alley and East First Street on Saturday, September 2, 1972, for cooking and
serving the food. The street is to be left open from the alley to Front Street.
Other subjects of discussion were the sewer line installation on Valley Street;
some complaints on the sewer charge and maybe some forthcoming law suits; and ap-
proval of Liquor License transfer from Pat L. Sellell Bryant dba P.J. 1 S Tavern ..
