I The City Council met in regular session at 7:30 p.m. Officers present were: Mayor Maxfield, Coun-'
Icilmen Smith, Thorne, Cornell, Willson and Wolfe; Manager Slankard, Attorney Moffett and Clerk MCN~
: It was moved by Councilman Willson that minutes of the meeting July 19th and the special meeting j
'July 26th be approved and placed on file. Seconded by Councilman Thorne and carried.
Bids for replacement of sidewalk and curb in front of the Municipal Library Building were rece1ved
as follows: Gerald D. McCabe, $1,195.00; Del Guzzi Construction, Inc., $1,258.00. It was moved b '
Councilman Haguewood that the low bid of $1,195.00 by Gerald D. McCabe be accepted, Seconded by I'
Councilman Wolfe and unanimously carried.
It was moved by Councilman Smith that the request of Rayonier, Inc, for renewal of their lease on I
Ediz Hook be tabled until the next meeting and the City Manager furnish copy of lease and letter O~I
agreement at that time. Seconded by Councilman Haguewood. Councilman Willson suggested that the !
leases on abutting property also be furnished. On called vote, all voted "Aye", Motion carried, I

It was moved by Councilman Wolfe that the request of the City Engineer for the transfer of $40 ,000 ,~o "/'./:'3
from the Street Arterial Fund (12 cent Gas Tax) to L.I.D, No, 184 Construction Fund, for improvement!! I>> ,
to Pine and Sixth Streets, be granted. Seconded by Councilman Willson and unanimously carried, The/~~ ,-, ,""
Mayor pointed out that this is an estimated amount and will be adjusted on completion of the job, il
A petition was received, signed by nine residents of the area adjacent to the Erickson Playfield, !
requesting that baseball playing be discontinued at Erickson Playfield because of damage to proper~
caised by baseballs and the players retrieving the balls, It was moved by Councilman Wolfe that II
this petition be referred to the Park Board and they report back, Seconded by Councilman Haguewood!.
Leslie E. Everett, 814 E Second Street, acting as spokesman for several of the residents who were II
present, voiced the objections to the ball playing in the playfield and suggested, during the dis-
cussion, that Civic Field be used for the ball players practice field as well as for scheduled games.
Several suggestions were made by the Counc1lmen as to possible ways of reaching a solution to the I
problem. The City Manager suggested that he pursue this matter through the Park Board and Planning!
Commission and report at meeting. On called vote, all voted "Aye", motion carried. I
It was moved by Councilman Smith the authorization be given for the expenses of Counc11 members who
attend the Governmental School at the University of Washington for one day in August. Seconded by
Councilman Thorne and carried.

The City Manager will prepare a map showing pipe runs, the meters now serving the area, the P,U.D, I
water lines and give estimated cost of installing new meters, This 1S to be presented at the next!
meeting.
It was moved by Councilman Willson that the 1963 budget include an item for the widening of 5th
Street, from Lincoln east, to its proper platted width and installation of sidewalk on north side
of street, also to notify the county of the city's intention to do this, Seconded by Councilman
Wolfe. The Mayor pointed out that the fill work could start immediately with dirt from the alleys,
The City Manager informed that this has already begun. On called vote, all voted "Aye~, motion
carried.
,I Councilman Haguewood read a c'ommunication from the Daughters of the American Revolution addressed ,
lito the Park Board and referred to the Council. The DAR feels that the fountain at First and Laurel
I Streets, in front of the DAR Pioneer historical marker, is in the wrong place and would look bette,
lin another area of the park, as it is not in harmony with the color, texture, and planned landscaping
design around the marker. Councilman Haguewood pointed out that the fountain is centrally located
,'and adjacent to the sidewalk. He then moved that the DAR be informed that unless they can come up
with a better arguement, the Council thinks the fountain is in a pretty good spot, Seconded by
Councilman Wolfe and unanimously carried,
It was moved by Councilman Willson that the final payment on retained amount owing Contractor, K. TI'
Henderson, Inc., for construction of the William Shore Memorial Swimming Pool in amount of $38,962,04
be approved, subject to the repainting of the West wall. Seconded by Councilman Cornell and unaniJ
mously carried.
The following Resolution was introduced and read in full:
RESOLUTION NO. 13-62
A RESOLlJTION of the Council of the City of Port Angeles, Washington,
providing for the sale of the bonds and warrants of Local Improvement
District No. 184.
It was moved by Councilman Thorne that the foregoing resolution be adopted as read, Seconded by
Councilman Willson and unanimously carried.
The following Ordinance was introduced and read:
ORDINANCE 1488
AN ORDINANCE of the City of Port Angeles relating to and providing for
the annexation to the City of Port Angeles of certain contiguous territory,
It was moved by Councilman Haguewood that the foregoing ordinance fixing the effective date of
annexation as August 9, 1962, be adopted. Seconded by Councilman Thorne and unanimously carried,
