The City Council met in regular session at 7:30 P.M. Officers present were Mayor Willson, Council-,
men Maxfield, Thorne, Cornell, Wolfe, Bettger and"Schroeder Manager Herrman Attorney Moffett and
:l:::i::N:::e~ade by Councilman Wolfe, seconded by councilm~n Bettaer"and ca~ried, to accept as I
,received, and place on file minutes of the meeting of July 20, 1967.

The following ordinance was read in full.

Ordinance No.
AN ORDINANCE of the City of Port Angeles providing for the expenditure
of funds for the purchase of equipment to be used on a sanitary fill
and declaring an emergency.
A Qotion was made by Councilman Wolfe, seconded by Councilman Thorne and unanimously carried, to
approve the first reading of the foregoing ordinance.
A motion waS made by Councilman Wolfe, seconded by Councilman Bettger and carried, that the Public"
Hearing on the Six Year Street Improvement Program be set for August 17, 1967, at the regular
Council meeting. (A study session on the Program to be held in the meantime.)
A motion was made by Councilman Cornell, seconded by Councilman Maxfield and unanimously carried,
to approve for payment claims vouchers in amount of $91,427.38, except Voucher No. 3927 in amount
of $13,062.50 (Sanitation Department Track Loader), payroll transfers in amount of $42,199:40;
interdepartmental transfers, $7,96?35 and budget transfers, $28,606.12.

A certificate for 23 years of meritorious service on the City Planning Commission was presented to I
Fred Strange by the Mayor,
I A letter, signed by representatives of a number of Veteran organizations, requesting that the coun~ll
I take the necessary steps to lnitlate a program whereby It would be standard procedure for the flag:1
to be publicly displayed on patriotic holidays, was read and discussed. (A survey is to be made "
to determine the number of flag holders (in the sidewalks) needed in front of businesses.)

A motion was made by Councilman Bettger, seconded by Councilman Wolfe and carried, to refer the
request of the Light Department for a variance to allow a sub-station on the Southwest corner of
16th and "F" Streets to the Planning Commission.
A motion was made by Councilman Schroeder, seconded by Councilman Thorne and carried, to concur
with the Planning Commission recommendation and grant a variance to Edwin Ma~bee to construct a
carport at 129 Viewcrest, with a 17 feet holdback instead of the 25 feet required.
A motion was made by Councilman'Bettger, seconded by Councilman Maxfield and carried, to approve
and place on file the Planning Commission minute, of August 1, 1967.
A motion was made by Councilman Maxfield, seconded by' Councilman Bettger and carried, to approve
and place on file the Library Board minutes of July 20,'1967.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously carried,
to accept the revised plan for the Laurel Street Turn-Around as submitted, with the cost to be
borne by the Olympic State Bank ($1,500.00), the Conrad'Dyar Memorial ($1,100.00), and the Park
Department (the remaining cost of approximately $2,900.00).
A motion was made by Councilman Bettgcr, seconded by Councilman Thorne and carried, to table the
request for sewer extension in the vicinity of 13th and "1" Streets for two weeks, and that the
City Manager meet with Mr. Hooker and Mr. Plaskett" to try to work out the" problem.
A motion was made by Councilman Bettger, seconded by CouncilmGn Thorne and unanimously carried,
that the City Manager be instructed to proceed with instigatiun of an L.r.D. on a health hazard
basis (as indicated by the District Sanitarian), in the Boulevard and Pine Street vicinity.

A motion was made by Councilman Thorne, seconded by Councilman Bettger and unanimously carried, to
set t~e Public Hearing date on the new Zoning Ordinance approved by the Planning Commission for
August 17, 1967 at 7:30 P.M. in the Roosevelt Junior High School Auditorium. (A petition repre-
senting approximately forty occupants of homes on the South side of Georgiana Street, requesting
that the North side of Front Street be kept as a Residential Buffer Zone, was accepted and will bel
considered at the Public Hearing.)

A motion was made by Councilman Maxfield, seconded by Councilman Wolfe and unanimously carried, to
approve the Report on "vlorkable Program for Community ImprovementU and to authorize City Manager
Donald D. Herrman to sign it and send it to the Department'of Housing and Urban Development.
The following ordinance was read in full.
Ordinance No. 1617
AN ORDINANCE of the City of Port Angcles providing for the commitment of
persons fined in Police Court.

A motion was made by Councilman Wolfe, seconded by councilman Thorne and unanimously carried, that
': the foregoing ordinance' be adopted as read.
A motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, to refer
to the Planning Commission, to be held until such time as an ordinance is passed upon which the
Commission can base its decision, the request of Harris & Schuller for a sign variance,
A motion was made by Councilman Bettger, seconded by Councilman Thorne and unanimously carried, tOI
accept the petition for annexation of an area along the Old Mill Road. (The Review Board to meet I
as soon as possible.)

Other subjects discussed were: The Civil Service Commission minutes of July 13, 1967; Out of the
City meeting by Lieutenant Morgan; the Personnel Committee meeting report; a letter from the
Pollution Control Commission relative to an article in the Chronicle concerning Bremerton's sewage
treatment facil~y; a request from Olympic Auto ~ Trailer Sales that Penn Street be completed
between Front and First Streets; blocking of the sidewalk area at 8th and Albert Streets by the
'garden store located there, and suggestions for a proposed ordinance pertaining to horses being
ridden on streets and/or private property (held over for study).
The meeting adjourned at 10:00 P.M.
