The City Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Council,
men Thorne, Cornell, Wolfe, Bettger & Schroeder" Manager Herrman, Assistant City Attorney Johnson
and Clerk McNeece.
A motion was made by Councilman Thorne,aseconded by Councilman Cornell and carried, that minutes
of the previous meeting be approved and placed on file.
I A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that the bids
i for city owned lots be referred to the City Manager and Treasurer for tabulation and verification
of desire regarding any package bids which might be split by an individual lot bid. It was pointed
out that anyone making the high bid on any lot, or lots, would forfeit their bid bond amount if !
they declded not to go through with the bld. ~
A motion was made by Councilman Schroeder, seconded by Councilman Bettger and carried, that the rel,
quest for Lease Modification and Assignment by Fibreboard be accepted and approved subject to property
description being correct, on check by the City Engineer. Councilman Wolfe abstained from voting
on this motion.
The following resolution was introduced and read in full:
RESOLUTION NO. 7-64
A RESOLUTION of the City Council of the City of Port Angeles, authorizing the
execution and delivery of the Canadian Entitlement Exchange Agreement, Direc-
tion for Payments to Trustee, Escrow Agreement and other necessary documents. I
After considerable discussion, a motion was made by Councilman Wolfe, seconded by Councilman
Schroeder and carried, that the foregoing resolution be adopted as read.
A motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, that the
'I' request by Western Signs, Inc. to place benches throughout the City, be referred to the Planning
Commission for their recommendation.

A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, that the vouch rs
be approved for payment in amounts of: General Funds, $32,937.66; Water Fund, $6,756.63 - warrant$
No. 12473 - 12488 and Light Fund, $126,410.33 - warrants No. 12776 - 12807, 12810, a total of 1
$166,104.62. "
A motion was made by Councilman Cornell, seconded by Councilman Bettger and carried, to accept the [
Planning Commission's recommendation and approve the request of W. K. Shideler, 1104 E 5th Street
for a variance to allow the front porch to be 16 feet from the property line.
A motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, to ratify the
action taken in allowing Mr. and Mrs. Robert Scoles to move a mobile home from 1403 W 8th Street to
'II' 1I22 W lIth Street. (To be occupied by Mrs. Scoles' mother who has a "bad heart condition and I
cannot be left alone)'
I A motion was made by Councilman Bettger, seconded by Councilman Wolfe and carried, that in the fut.re
when a variance is granted for mobile homes, it be stipulated that this variance is for this parti11'11
cular resident and this particular trailer or mobile home.
I A motion by Councilman Cornell that the Planning Commission minutes of July 21, 1964, be accepted 'I
as read and placed on file, was seconded by Councilman Wolfe and carried. II
I A motion was made by Councilman Cornell, seconded by Councilman Bettger and carried, that the reco~-
I mendation of the Planning Commission be accepted and the application of Mr. and Mrs. J. Harvey
Walters, 1107 E 6th St. for the retention of an occupied mobile home located at the above address
I be approved.
A motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, that the appli-
cation of Mrs. Hugh H. Brown, 1934 W 7th St. for retention of occupied mobile home be approved as
recommended by the Planning Commission.
A motion was made by Councilman Schroeder, seconded by Councilman Wolfe and carried, that the appl'-
cation of Mr. & Mrs. C. A. Pursley, 427 W 6th St. for retention of occupied mobile home be approvea
as recommended by the Planning Commission.
A motion by Councilman Bettger that the Planning Commission minutes of August 4, 1964 be approved
and placed on file, was seconded by Councilman Cornell and carried.
A motion by Councilman Schroeder that the Library Board minutes of July 30, 1964, be accepted and
placed..on file, was seconded. by Councilman Wolfe and carried.
A motion was made by Councilman Cornell, seconded by Councilman Wolfe and carried, that the City
~ Manager request the Port Angeles Motel and Hotel Assn. to submit in writing their reasons for
'opposing financing the building of a sewage treatment plant by revenue bonds, and their reasons
for supporting the L.I.D. method of financing.

A letter was read from the Lions Club supporting the action of the Council relative to pollution
control.
A motion by Councilman Bettger that the Civil Service Commission minutes of July 3, 1964 for the
Fire and Police Depts. be accepted and placed on file was seconded by Councilman Thorne and carrie,
A motion was made by Councilman Thorne, seconded by Councilman Schroeder and carried, that the
Police and Fire Dept. Monthly Work Report, the Light, Water and Sanitation Billing Report, the
Light and Water Operating and Balance Sheets and the City of Port Angeles Report of Investments be
accepted and placed on file. Councilman Cornell expressed thanks to those making up the reports
and complimented them on the clarity of the reports,

II A motion was made by Councilman Cornell, seconded by Councilman Bettger and carried, that the re-
!I quest of Pacific Northwest Bell to bury cable in the vicinity of 18th and E Streets, be referred
I to the City Manager and City Engineer for recommendation.
A motion by Councilman Thorne that the reports of Mina Saari and Robert Bruce on trips out of town
be accepted and placed on file, was seconded by Councilman Schroeder and carried. ,
A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, that the City !i
Manager advise KIRO Radio that the rent for erecting their antenna on the antenna pole of the Iii
pump house at 11th and E Streets will be $250.00, since they have altered their original proposal I::
to build a separate structure. Ii
Other subjects of discussion were the overnight campers on Bdiz Hook, the feasibility of a close I
in camping ground facility for campers and the installation of loud speakers in the Council chambe s
for the benefit of those sitting in the back of the room.
There being no further business, the meeting was adjourned.
