CO. r'.U~M ~ !The City Council met in regular session at 7:30 p.m. Officers present were Mayor Willson, Council- Fen Cornell, Wolfe, Bettger and Schroeder, Manager Herrman, Attorney Moffett and Clerk McNeece, A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, to approve and place on file, as received, minutes of the previous meeting. A motion was made by Councilman Cornell, seconded by Councilman Bettger and carried, to accept the low bid of $110,868.80, including sales tax, by Del Guzzi Construction, Inc. for construction of Mill Creek Reservoir #5. A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, to refer the re- quest of Donald Kaperic~ that the City participate in the program of a Mental Health Cente~ to the Budget Committee for serious consideration for the 1967 Budget. The budget request for the Child Guidance Center was referred to the Budget Committee. A motion was made by Councilman Cornell, for payment claims vouchers in amount of Interdepartmental Transfers in amount of L.I.D. No. 187 in amount of $22.50. seconded by Councilman Schroeder and carried, to approve $96,669.42; Payroll Transfers in amount of $37,539.19; $16,293.46; Budget Transfers in amount of $31,662.9f and A resolution was read authorizing the City Manager to make application to the Secretary of Health, Education and Welfare to acquire real property owned by the United States. RESOLUTION NO. 12-66 A motion was made by Councilman Bettger, seocnded by Councilman Wolfe and carried, to adopt the resolution "ith the addition "provided that the purchase price is acceptable to the City Council". A motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, to grant an ease, ment to Rayonier, Inc. consisting of an 18 f.oot wide roadbed plus necessary slopes for ingress purJ1 poses over and across Lots 4, 15 and 16,Block 15 and Lots 3,4 and 15, Block 8, all in Puget Sound I Cooperative Colony's Addition to the Townsice of Port Angeles for the sum of $456.55. A motion was made by Councilman Wolfe and seconded by Councilman Cornell that the Council go on re - ord in favor of two-way traffic on First Street with four lanes of traffic. On called vote, Coun- I cilmen Wolfe, Cornell and Bettger voted "Aye", Councilman Schroeder did not vote. Motion passed. A motion was made by Councilman Wolfe and seconded by Councilman Cornell to remove parking from th 'north side of First Street (from Lincoln Street to the East City limits) on a trial basis of one 1 month and to request the State Highway Department to install a left turn lane and light at the in- i'tersection of First and Lincoln Streets. Councilmen Cornell and Wolfe voted "Aye", Councilmen Bettger and Schroeder voted "No". Mayor Willson voted "Aye" thus breaking the tie vote. The mo- tion passed. A motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, to refer the request for a new water service in Mallets 2nd Addition to the Public Works Department for a sur- vey for possible annexation as a group in the area across from Lincoln Park. IA motion was made by Councilman Bettger, seconded by Councilman Wolfe and carried, to approve ape'- mit being issued to Port of Port Angeles by the Department of the Army for construction of a pier and other related improvements in the waters of Port Angeles. The Council received an invitation to attend Pamona Grange #31 Annual Clallam County Picnic on August 14, 1966. Those who can will attend. Relative to the complaint concerning incinerator burning, the City Attorney reported that there is no violation of the City ordinances. It was suggested that the City Manager informthe complainant of this fact. A motion was made by Councilman Schroeder and seconded by Councilman Wolfe to grant Kenneth Ballar( a Distributor's License for Automatic Music Machines (3). Councilmen Cornell, Wolfe and Schroeder I voted "Aye", Councilman Bettger abstained. Motion passed. A motion was made by Councilman Cornell, seconded by Councilman Schroeder and carried, to concur I .with the Planning Commission recommendation and the application of L.D. Solomonson, requesting the vacation of a small alley area adjacent to his property at 1804 East 5th Stree~ be denied. (It . was pointed out that, when this area was platted, a stipulation \~s that an alley be provided.) I I A motion was made by Councilman Bettger, seconded by Councilman Wolfe and carried, to approve and ! place on file, as received, the Planning Commission minutes of August 2, 1966. ~ A motion was made by Councilman Cornell, seconded by Councilman Schroeder II and place on file the Library Board Minutes of July 27, 1966. and carried, to accept .... A motion was made by Councilman Cornell, seconded by Councilman Wolfe and carried, that the memo- randum regarding Cahill Subdivision (dated July 28, 1966) be accepted as information. It was de- , cided that the people in this area will sign notes to be paid when the 6" water main is installed I on Rhodes Road. Payment to be for installation of 300 feet of 2" pipe and a fire hydrant. ~ A motion was made by Councilman Bettger, seconded by Councilman Wolfe and carried, to accept and place on file the report on the City Manager Workshop and the Child Guidance Advisory Board Mlnute . " ,.,"..", '0, "'''u -eo- A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, to approve the transfer of liquor license from Charles Ralph Hudson to George Lawrence Bauman, Gateway Tavern. Other subjects of discussion were needed repairs at Children's Hall (County's responsibility); di- lapidated buildings in the Audett Hotel Block (City Attorney feels that the problem will solve it- self shortly); consolidation of County and City jails, as well as other County and City offices (Manager Herrman and Councilm@n Bettger aAa ~8FPell were appointed to serve on a committee to stud' joint County-City Cooperation with facilities); the firemen's budget request was referred to the Budget Committee; installing electric lines underground (if a person wants underground lines, he pays the difference between cost of overhead lines and underground installation); a dinner to be held at Lake Crescent Lodge, August 11, 1966, relative to publicizing Initiative 226; and a public hearing to be held August 18, 1966 concerning a fourrane Highway from Lees Creek to Fairview on Highwa y 101.
