PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH,
August 4, 1970
The Council met in regular session at 7:30 p.m. Officers present were Mayor
Wolfe, Councilmen B~som, Edwards, Hordyk, McRevey, Olson and Ross; Manager
Herrman, Acting Attorney Taylor and Acting Clerk Hobbs.
A motion was made by Councilman Edwards, seconded by Councilman McRevey and
carried to accept and place on file the Council Minutes of July 21, 1970, with
the following amendment: Delete the words, "Motion died for lack of any yes
votes," in paragraph 1, Page 2 and add, "Councilmen Edwards and Olson voted
'Yes', all others voted 'No '; motion not carried."
A motion was made by Councilman McRevey, seconded by Councilman Edwards and I
unanimously carried to approve and pay Claims Vouchers in amount of $149,113.54 .
and Payroll Transfers in amount of $63,769.95.
A motion was made by Councilman Hordyk, seconded by Councilman McRevey and unan-
imously carried to concur with the Planning Commission and grant a variance from
front yard setback requirements to J. F. Wood to permit him to erect a single
family residence fifteen feet from north margin of 7th Street instead of twenty-
five feet required.
A motion was made by Councilwoman Ross and seconded by Councilman Basom to con-
cur with the Planning Commission and approve the request of William Mair to in-
stall a septic tank and drainfield on west twenty-five feet of Lot 9 ,and Lot 10
of Block 452, Tow~site. Councilman Edwards abstained from voting, motion carried.
A motion was made by Councilman McRevey, seconded by Councilman Edwards and unan-
imously carried to accept and place on file the Planning Commission Minutes of
July 27, 1970.
The following ordinance was taken from the table and again read in full:
ORDINANCE NO.
. AN ORDINANCE relating to sewer connection fees and
amending City Code.
A motion was made by Councilman Hordyk, seconded by Councilman Edwards and I
unanimously carried to again table the foregoing ordinance until more facts
and figures can be acquired.
The following ordinance was taken from the table and again read in full:
ORDINANCE NO. 1692
AN ORDINANCE regulating traffic on public and
private property.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unan-
imously carried to adopt the foregoing ordinance as read.
The following ordinance was taken from the table and read in full:
ORDINANCE NO. 1694
AN ORDINANCE regulating truck traffic and providing
penalties.
A motion was made by Councilman Hordyk,and seconded by Councilwoman Ross to again
table the foregoing ordinance for further study. Councilman Hordyk and Council-
woman Ross voted '\Yes', all others voted 'No t; motion not carried.
A motion was made by Councilman Edwards and seconded by Councilman Olson to
adopt the foregoing ordinance, regulating truck traffic, as read. Councilman I
Hordyk and Councilwoman Ross voted 'No', all others voted 'Yes'; motion carried.
The following ordinance was read in full:
ORDINANCE NO. 1963
AN ORDINANCE relating to an amusement tax and
repealing sections of the City Code.
A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani-
mously carried to adopt the foregoing ordinance as read. (Councilman Hordyk re-
quested a report on all taxes charged by the City).

A motion was made by Councilman Basom, seconded by Councilman McRevey and
unanimously carried to table,.f0r a work session, the proposed increase in
sanitation pick up charges.
A motion was made by Councilman Basom, seconded by Councilman Edwards and
unanimously carried to refer to the Budget Committee the Statewide City
Employees Retirement System requirements for the year 1971.
A motion was made by Councilman McRevey, seconded by Councilman Basom and
unanimously carried to accept and place on file the letter from Mr. Wells,
State Department of Ecology reo funds for proposed solid waste management
planning.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to accept and place on file the following:
a. Olympic Air Pollution Control Authority Board of
Directors Minutes - July 1, 1970.
b. Civil Service Commission Minutes~ July 30, 1970.
c. Clallam-Jefferson County Community Action Council
Minutes - July 15, 1970.
d. Emanon Report - June 17 - July 25, 1970.
A motion was made by Councilman McRevey, seconded by Councilman Olson and
unanimously carried to accept and place on file the Park and Beautification
Board Minutes - July 9, 1970 and concur with the Board in the fifty cent
charge for use of Club House at Lincoln Park.
A motion was made by Councilman Olson, seconded by Councilman Hordyk and
unanimously carried to accept and place on file- the Olympic Regional Plan-
ning Council Minutes of July 29, 1970; Street Department Cost Reporting
Report and Water Department Statement of Income - June 30, 1970.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and
unanimously carried to again table the request of Mr. Hodges and Mr. Kilmer
reo connecting to sewer line, and refer it to the City Attorney for inter-
pretation as to whether Council has authority to grant a variance of this
type from present ordinance.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and
unanimously carried to set September 15, 1970 as the hearing date on the
proposed Zoning Ordinance changes if this date meets all legal require-
ments for publication time, etc.
A motion was made by Councilman Basom, seconded by Councilman McRevey and
unanimously carried to authorize the City Manager to write a letter to
Washington State Liquor Control Board advising that their notice stated
they would wait ten days before renewing the liquor license for Pizza Petels
to allow the Council time to take action on it, and that they went ahead
and issued the license after only eight days and before hearing from the
Council. (Council voted down renewal of this license at previous meeting).
A motion was made by Councilwoman Ross, seconded by Councilman McRevey and
unanimously carried to allow the downtown merchants to hold a sidewalk sale
on September 3, 1970 in connection with Derby Days Weekend.
Other topics of discussion were hole in street on Race between Front and
First left by Contractor after installing sewer line; pipe railing at Senior
Citizen Center being unsafe at connection with bulkhead near sidewalk;
loaded logging trucks using 8th Street bridges; burning of automobiles at
City Dump; sign at Haynes Park needing repair and paint; truck route paving
completed; metal refuse containers (to be discussed at next work session);
parking area for new King George Restaurant; three lanes of traffic on
Front and First Streets; and making the meeting between the Council and the
Planning Commission Monday, August 10th, an open meeting, inviting the Board
of Realtors and anyone else wishing to attend.
Meeting adjourned at 9:35 p.m.
