The City Council of the City of Port Angeles met in regular session at 7:30 P.M., and was called to order byl
Mayor Smith. Roll call of officers showed the following present: ~layor Smith, Councilwoman Powell, Council-
men Brown, Neer, McFadden, Wolfe, l"anager Vergeer, Attorney Trumbull, Clerk Law.
Minutes of the previous session having been previously submitted to each Council member, it was moved by
Councilman McFadden that the same be approved' as received. Seconded by Councilman Wolfe. All voted Aye.
Motion carried.
Under the head of unfinished business, bids to furnish material for the Water Department were opened as
follows:

I Certihcate No. 3 for progress payment on construction of Police Station and City Jail was filed by Arch-
I teet Field as follows: Construction payment, i16,722.05. Architect's Fees, $334.44. After checking and
I verification, Manager Vergeer recommended that the claims be paid. It was moved qy Councilman Brown that
the recommendation be accepted and claims paid. Seconded by Councillllan McFadden and unanimously carried.
Under the head of new business, Murray Randall, chairman of the Civil Service Commission, spoke regarding ,
lack of interest in service as police patrolmen by participation in Civil Service Examinations for positions.
Mr. Randall cited requirements to qualify, also salaries and hours of duty, requesting suggestions as to
possibilities of making service more attractive. The Council and Manager volunteered all co-operation

On recommendation by The Manager, it was moved by Councilman Neer that the lots be purchased at minimum
!price of $267.00. Seconded by Councilman Brown. All voted Aye. Motion carried.
IAlSO considered was request for stop and go traffic light at First and Peabody Streets. As the City has no
Ijurisdiction over traffic regulations on State Highways, the request was referred to the State Highway
IDepartment.

IA petition with tw~nty-two signatures was filed with the Council requesting water service South of Highway
'191 in the Fairmount District. It was moved by Councilman Brown that the request be referred to the Manager
land Water Superintendent, to ascertain feasibility and estimated cost of installation. Seconded by Council-
man McFadden. All voted Aye. Motion carried.

IJoseph Keegan requested that minimum price be fixed for Lots 11, and 12, Block 152, Townsite, at 7th and H
Istreets. It was moved by Councilman j~olfe that the minimum be set at $275.00. Seconded by Councilman
jBrown. All members voted Aye. Motion carried.
,!Neil fendley, on behalf of the Street, Park, Water, Sanitation and Cemetery Departments, filed a letter
:!from the Tellll5ter's Union requesting that the City sign working agreement, include in the 1953 budget a
.$25.0D increase for union member employees, also a five cents per hour for each employee into a welfare
Ifund. Manager Vergeer informed that the National Labor Relations Act exempts municipal corporations.
:'Also cited the liberal retirement plan in which the City participates. It was the opinion of the Manager
;that the City is not jpatified in forcing employees to affiliate wfth Unions against their will. Regar~irlg
:salaries and hours, the same will be compared with other <;ities and discussed before hearing of the 1953
)budget. It was moved by Councilman Brown that the matter be tabled for. further discussion. The motion
'was withdrawn and after further discussion it was moved by Councilman McFadden that the Council concur
iwith the recommendation and statements of Manager Vergeer. Seconded by Councilman Wolfe. All voted Aye.

The Parent Teacher Assochtion requested in writing that the City grant permission for Clallam County
j to occupy portion of the old Fire Hall for Youth Center and Juvenile Retention. The same was also request-
ed by the Co~ssioners of Clallam County. It was moved bf Councilman Brown that the City allow use of a
Ipcrtion of the building, specifications and terms to be entered into agreement as recomrr~nded by the City
Manager. Motion seconded by Councilman ~folfe. All voted Aye. Motion carried.

jThe reports of Folice Judge Reynolds for the month of "une showing $1,867.00 and July $1,461.00 fines collect-
ed were approved and ordered filed. .

'Dona1d A. Morrison, District Sanitarian, filed recommendations concerning Lake Creek Watershed and logging
'operations as follows: Trail be maintained as South boundry of any logging. Dragging of logs bf tractor
I only . No trees felled across stream. After logging operations completed, erosion barriers be placed to
Ipreclude erosion of soil into Creek. Latrines be dug for disposal d' human waste. Stipulated that logging
,crews be subject to health examinations as deemed necessary.
ICitY ~~nager Vergeer informed of complaints regarding cars being parked on streets all night, the same being
;prohibited by Ordinance and hindering street cleaning operations. It was moved by Councilman Neer that the
IDrdinance be enforced and announcement of the same properly advertised. Seconded by Councilman McFadden.
All voted Aye. Motion carried.
!ReqUest for extension of sewer was petitioned by eleven signers, to serve Columbia Street between Columbia
[and Jones and Chambers between Caroline and Columbia. It was moved by Councilwoman Powell that the Manager
be instructed to ascertain cost estimate for requested extension. Seconded by Councilman \'Iolfe. All voted
Aye. Motion carried.

I BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES:
FIRST: That the public health, safety and convenience of the people of the City of Port Angeles require,
,and it is the intention of the City Council of the City of Port Angeles to order, the following improve-
ments in the following described portions of the City of Fort Angeles, to wit: The improvement of the alley,
irunning through Blocks Two Hundred Fifty-Two (252) and Two Hundred Fifty-three (253); the alley running
'through Blocks Two Hundred Forty-seven (247) and Two Hundred Forty-six (246) of theTownsite of Port Angeles;
land Seventh Street; all from the Easterly margin of K lltreet to appropriate connections with a trunk
'sanitary sewer in H Street, by the construction and laying therein of lateral sanitary sewers; H Street from

(145) of the Townsite of Port Angeles and Block One (1) of Aldwell's Subdivision of Suburban Lot No.
35 West of M Street in the Townsite of ~ort Angeles from the Westerly margin of I Street, as the same
now runs through said Block One Hundred TWenty-nine (129), to an appropriate connection with a trunk
sewer in Evans Street by the construction and laying thereifl of a lateral sanitary sewer; Fourth Street
from the Easterly margin of I Street, as the same now runs through Block One Hundred TWenty-nine (129)
of the Townsite of Port Angeles, to an appropriate connection with a trunk sewer in Evans ~reet, by the
construction and laying therein of a lateral sanitary sewer; Evans Street from the end of an existing
trunk sewer in the intersection of said street with Sixth Street South to a manhole in the intersection
of Evans Street with the alley running through Block One (1) of Evan's Subdivision of Suburban Lot No.
36 West of M Street in the Townsite of Port Angeles by the construction and laying therein of a sanitary
trunk sewer, including all necessary labor and, material for the complete laying, construction and
installation thereof, with all necessary wyes, connections and, manholes and all within the City of Port
Angeles, Washington.
SECOND: It is the present intention of the City Council that the e~ire cost and expense of said improve-
ment shall be borne by and assessed against the property liable thereWre as provided by law, and that I
a Local Improvement District shall be created for such purpose. The City Council finds that the nature I
of the improvement herein contemplated is such that the special benefits conferred on the property by
the proposed construction of the aforesaid sanitary sewers is not fairly ref1ectsd by the use of the
termini and zone method of assessing the cost thereof, and the special benefits therefrom. It is proposed "
that the ordinance ordering said improvement shall provide that the assessments Wh,iCh shall be made I
against the property within the proposed improvement district in accordance with the special benefits
which such property shall derive from the donstruction of such sanitary' sewers shall be made without
regard to the termini and zone method of assessment, and that the cost thereof shall be assessed against
all d: the property specially benefited in accordance with the special benefits to be conferred thereon
without regard to the termini and zone method.
THIRD: All persons who may desire 'to object to the aforesaid proposed improvement are hereby notified
to appear and present such objections at a meeting of the City Council of the Pity of Port Angeles
to be held on Thursday, the 4th day of September, 1952, at the hour of 7:30 P.M., at the (;ouncil Room of
the City of Port Angeles at 215 South Lincoln Street in said City, which time and place are hereby
fixed for hearing all matters relating to such proposed improvement, and all additions thereto, and for
determining the method of paymant for said improvement.
FOURTH: The City Engineer is hereby directed to submit to the "ouncil at or prior to the date fixed
for such hearing the estir: ated cost and expense of such improvement, a statement of the proportionate
amount thereof which should be borne by the property within the proposed improvement district, a statement
. of the aggregate, assessed and actual valuation of all real estate, exclusive of improvements, within
I such proposed district according to the valuation placed thereon for the purposes of general taxation,
together with a diagram or print showing thereon the lots, tracts, and parcels of land and other property I'
which will be specially benefited thereby, and the estimated amount of the cost and expense of such I
improvement to be borne by each such lot, tract or parcel of land or other property.
FIFTH: TheGity Clerk is hereby directed to give notice of such hearing by pUblication of this resolution I
in the manner required by law, and by mailing a notice of such hearing as required by law to each
owner or reputed owner of any lot, tract or parcel of land or other property specially benefited by the I
proposed improvement, and to specify in such notices the nature of the proposed improvement, the total
estimated cost thereof and the estimated benefit to the particular lot, tract or parcel of land owned by
each such person.

Attorney cited the cost of improvement as exceeding assessed valuation and in such cases, the resolution
must be unanimously approved according to Statutes governing. It was moved by Councilman Wolfe that the
foregoing resolution be approved and adopted fixing date of hearing September 4, 1952. Seconded by
Councilman McFadden. On. roll call all members voted liye. The Mayor declared the motion carried.
City Manager Vergeer informed the Council regarding complaint filed by the P.U.D. against the City, and
could see no alternative other than to proceed with the claim filed by the City as P.U.D.'s claim is
only answer to the same. It was so ordered.
Under the head of introduction of Ordinances the following was introduced and read before the Council:

ORDINANCE NO. 1286
AN ORDINANCE of the City of Port Angeles stating the facts of an emergency affecting the public safety,
welfare and convenience of the people of the City of Port Angeles; requiring the unforeseen expenditure
of funds; providing for the issuance of emergency warrants; and declaring an emergency.
It was moved by Councilman McFadden that the foregoing Ordinance be approved as read and placed on file
until the next session. Motion seconded by CounCilman l'lolfe. On roll call all melfhers voted Aye.
The Mayor declared the motion carried.
ORDINANCE NO. 1287
AN ORDINANCE amending Ordinance No. 1250 of the City of Port Angeles entitled, "An Ordinance relating
to andproviding for the regulation of taxi cabs and for-hire cars; providing for the inspection and
control thereof, fixing the rates to be charged therefor, and for the licensing and controlling of drivers ,
thereof, defining offenses, prescribing penalties and repealing Ordinance No. 1156 and all other ordinances I
or parts of ordinances in conflict herewith". I
It was moved by Councilman Neer that the foregoing Ordinance be accepted first reading. Seconded by
Councilman Brown. All members voted Aye. Motion unanimously carried. 1

It was moved by Councilman McFadden that the minimum and maximum rates as per schedule be approved and
schedule filed with the Police Chief as ~,quired by Ordinance. Mbtion seconded by Councilwoman Powell
and unanimously carried. ' ,
No further bueiness appearing the meeting was recessed until 7:30 P.M., August 14th.
