I CALL TO ORDER
I
The special meeting was called to order by Mayor Haguewood at 7:00 P.M.
The purpose of this meeting is to discuss 1982 budget planning, equipment bids,
and establishment of a use policy for the Municipal Pier.

1.
CONSIDERATION OF BIDS: POLICE AND FIRE EQUIPMENT

Councilman Buck moved the Council award the bid for purhcase of a Police
Department motorcycle to the. low bidder, Paulson's, of Lacey, with a low
bid of $3,999.99. The motlon was seconded by Councilman Quast and carried.
Other bidders included P.A. Cycle Hub - $5,295.96, and Howard's Ski Marina -
$5,330.29.
The next subject to be discussed was purchase of a new pumper truck for the
Fire Department. Fire Chief Glenn was present to give a presentation on
the Fire Department pumper requirements, and the differences between a mini
pumper, midi pumper, and a maxi (or standard) pumper. Chief Glenn pointed
out that several factors are used in determining the fire apparatus needed
by a fire department, including the topography of the area being covered;
the services required to be performed; the available manpower of the de-
partment; and the pumping capacity range required. Chief Glenn also ex-
plained the difference between a mini/midi/and standard pumper in regard to
gallons per minute pumped; power; water tank size; minimum manning require-
ments; approximate purchase price; GVWR chassis; Insurance Rating Bureau
credit; expected life without major problems or replacement; replacement
cost per year service; and turning radius. It was Fire Chief Glenn's
recommendation, after considering all the factors, to purchase a standard
size pumper.

Councilman Buck then moved the Council concur with the recommendation of
Fire Chief Glenn and proceed to purchase a standard fire department pumper.
The motion was seconded by Councilman Quast. During discussion on the
motion, Manager Flodstrom painted out that the bids received for a standard
fire pumper will be available at the August 18th Council meeting. The
Council and staff also discussed requirements of the Insurance Rating
Bureau; the difference between a Ford LN-9000 and a Ford LS-9000; the
advanta~es and disadvantages of purchasing mini pumpers; what type of fire
facility and equipment would be needed at the Airport Industrial Park if
that area was annexed into the City; and use of the present 1954 pumper as
a museum piece or back-up unit. On call for the question, the motion was
passed by the Council.
2.
MUNICIPAL PIER USE POLICY
During the August 4, 1981 regular Council meeting, the Council agreed that
a Use Policy was needed for the Municipal Pier. At this meeting, Manager
Flodstrom su~itted several pieces of information which would assist the

Council in establishing a Use policy for the Pier, and requested any
additional input from the Council and audience that would be helpful.
Councilman Hordyk then pointed out that the pier was for the public and
suggested that no activities be permitted where money is exchanged or
donations are requested. The Council discussed this suggestion at length,
in addition to activities presently not allowed in the City parks; whether
exclusion of certain groups would diminish the "magnet" effect of the pier;
whether there is a need to regulate activities where a certain group would
benefit financially from the advertising (i.e. KONP's Hook to pier swim);
not allowing plaques or monuments on the pier; other areas of the water-
front which can be developed for commercial activities; and use of the Vern
Burton Memorial Community Center for commercial activities. The discussion
concluded with the Council agreeing that additional input is needed from
the Park Board, Parks Director, and citizens as to what they feel should
and should not be allowed on the pier. Manager Flodstrom will schedule a
public hearing at the next regular Council meeting.
3. 1982 BUDGET PLANNING
Manager Flodstrom handed out a 1982 budget planning packet which contained
a preliminary schedule for the 1982 Budget, a planning process memorandum,
1981 goals and objectives, departmental goals and objectives for 1982 and
beyond, and other possible goals and objectives for 1982 and beyond. The
Council and Manager Flodstrom then discussed the advantage of using this
type of budget process as opposed to an Issues Budget; 1981 revenues and
the City's success in reducing expenditures; future expansion of the City
and whether a new sewer treatment plan would be needed; and the effect on
the Current Expense Fund if the City were to annex into the Rural Library
District. The discussion concluded with Manager Flodstrom informing the
Council that additional information on the financial status of the City
will be available at the August 18, 1981 regular Council meeting.

COUNCIL/STAFF REPORTS
Mayor Haguewood: Informed the Council and staff that they have been invited to
attend a welcoming party August 13th at Haguewood's Restaurant to welcome the
new Admiral for the Coast Guard Headquarters in Seattle.
Manager Flodstrom: Informed the Council that they have been invited to attend
the next Economic Development Committee meeting on August 14th at the Port.
Councilman Quast: Thanked Police Chief Cleland and the Police Department staff
for the way in which they handled the Ghost Riders motorcycle club.
