The Connnission met in regular session at 10 A .M. and was called to order by Mayor Beetle. Roll call
showed the following officers present: Mayor Beetle, Commissioners Beam and Lind, Attorney Conniff and
Clerk Hawkins.
The minutes of the previous session were read and approved.
Under the head of Applications for Building Permits and Licenses the following were granted:

Under the head of New Business:
It appearing that on account of the re-construction of the pipe line on 9th Street and other operations
that all warrants issued on the water fund would have to be registered. The Commission therefore fixed
the rate of interest on registered warrants at 2%.

Under the head df introduction of Ordinances the following ordinance was introduced, read in full, and
passed its first reading:
AN ORDINANCE relating to the National Defense and providing for "Dim-outs" and "Partial Black-outs" during
the existence of a state of war with any foreign power; defining offenses, prescribing penalties, and
declaring an emergency.
The Commission examined and allowed the following claims and ordered warrants drawn for SBme:
