CITY COUNCIL SPECIAL MEETING
Port Angeles, Washington
August 13, 1996
CALL TO ORDER - Mayor Ostrowski called the special meeting of the Port Angeles City Council to
SPECIAL MEETING: order at 6:05 p.m.
ROLL CALL: Members Present: Mayor Ostrowski, Councilmembers Braun, Campbell,
Doyle, Hulett, McKeown, and Wiggins.
Members' Absent: None.
Staff Present: Manager Pomeranz, Attorney Knutson, Clerk Upton, B.
Becket, S. Brodhun, B. Collins, S. Ilk, J. Pittis, B. Titus,
Y. Ziomkowski, and G. Leaf.
Public Present: None.
1997 Goals 1997 Goals:
Manager Pomeranz advised the Council that the goals established this evening will
be used by all departments in formulating the 1997 Budget. Individual goals are
referred to in the context of the budget document, and copies are ultimately
distributed to all employees so they are aware of these City-wide goals for the
coming year.
In deliberating the gOals and assigning priorities, Manager Pomeranz felt it essential
to consider certain budget issues that are forthcoming, to include the payment of jail
costs, decreased utility taxes for City Light, as well as increased personnel and
benefit costs. To aid in the discussion, Accounting Manager Ziomkowski distributed
a spreadsheet reflecting the financial forecast for the General Fund for the period
1996 - 2002. Lengthy discussion centered around the projections made and the
possible methods of seeking a balanced budget. Manager Ziomkowski distributed
a second spreadsheet which incorporated possible revenue increases or expense
reductions.
Discussion continued, and Councilman Braun suggested that staff seriously look at
the possibility of not filling vacancies created by retiring employees. Additionally,
Manager Pomeranz pointed out that all employees will be made aware of the
contributions they can make to the process by being especially vigilant with
expenses.
The Council then directed its attention to establishing priorities for the 1997 Goals.
Consensus was reached on the following:
Improve the Financial Stability of Port Angeles
1. Ensure cost effective City operations
2. Address jail costs
3. Assess cost/benefit of annexing logical service areas
4. Monitor self-insurance/risk management program ] Tie
4, Adopt funded capital facility plan on an annual basis ]
Promote High Quality of Health and Public Safety
1. Take a proactive role on youth crime
2. Promote City/County cooperation in emergency management functions
3. Finalize long-range disaster recovery plan
4. Continue to develop community policing program with emphasis on Senior
Volunteer program, Citizens Crime Stoppers Program, and other community
partnerships
5. Educate public on function of Medic One

1997 Goals Enhance the Community's Quality of Life Through Responsible Development of
(Cont'd) Land and Stewardship of the Natural Environment
1. Complete City-wide traffic circulation plan, including plans for a future
alternative east/west route
2. Complete stormwater management plan/program and determine funding
3. Explore feasibility of providing permit assistance staffing to aid public in
understanding and acquiring permits
4. Continue to promote recycling program
5. Support and encourage housing opportunities for low-to-moderate income
residents
Maintain and Develop City Facilities, Infrastructure, and Programs
1. Complete downtown sidewalk/watermain program
2. Improve intersection at Lincoln and Boulevard
3. Support merger of City Light and Public Works
4. Construct/maintain/repair sidewalks City-wide in accordance with City
sidewalk policy
5. Implement amendment to the Port Angeles/Clallam County joint waste
management plan
Enhance and Increase Economic Development in Port Angeles and Clallam County
1. Make new convention center happen
2. Support Downtown Forward program
3. Support retention of existing business and industry with emphasis on natural
resource dependent businesses
4. Apply for grants to plan and construct multi-modal transportation center
5. Facilitate Valley Creek project
g~nhance Work Environment and Promote Employee Excellence
1. Continue to implement customer commitment program
2. Maintain active safety program
3. Encourage employee involvement in community activities
4. Expand training for employees
5. Evaluate recruitment and hiring practices to ensure excellence
Improve Intergovernmental Relations
1. Hold meetings with City boards or other governmental units each year
2. Explore additional joint activities with the County, School District, Port of
Port Angeles, PUD, S'Klallam Tribe, Clallam County Transit, and other
governmental agencies
Increase City Influence on State Legislation and U.S. Congress
1. Protect power and water supply of industrial and domestic customers (Elwha
Dam removal legislation)
2. Increase involvement in timber and fish issues
3. Host meetings with local legislators
4. Communicate and seek the support and cooperation of other governmental
units for legislative redress
5. Monitor proposed legislation to determine impact
Brief discussion was held concerning the Downtown Forward project, and it was
noted this will be an all-encompassing project. To that end, the City Council will
be meeting in special session with Congressman Norm Dicks on Monday, August 19,
1996, 7:30 a,m., at Haguewood's to discuss the Downtown Forward project.
Also, Mayor Ostrowski informed the Councilmembers that Representative Lynn
Kessler will be at Clallam Transit this coming Friday.
