The City Commission met in regular session at 10:00 A.b:., and was called to order by Mayor Feeley. The
officers presellt were: Mayor ,'eeley, Commissioners ilobillSOll and Taylor, Attorney Trumbull, and Clerk Law.
Minutes of the previous session were read and approved.
Under the head of applicati~~s for building permits and licenses, the following were granted:

Und<3r the head of unfinished business, Earl Davidson recommended that the City publish bids for the sale of "
timber on City owned property in the Ermis Creek water shed, the contract to specify certain requirements for
'the. protection of the City and comply with fire protection regulations. It was regularly moved and seconded I
that the bids be published, and opening date set for August 51st. Motion carried. I
:Attorney Trumbull informed that the Farm Insurance Company has agreed to pay approximately 50% of damages to I
a fire truck involved in an accident April 8th. After due consideration and on aavise from the Attorney, it,
Ivas. moved by Commissioner Robinson tha t the offer for settlement be accepted .without further legal action.
Motion seconded by Commissj.oner Taylor. All voted Aye. blotion carried.
The Park Board and representatives of certain organizations again appeared regarding status of the Park I
Board and monies disbursed from the Park ]'\1nd. Dr. dondelid, Chairman of the Park Board, first read a letter
'of acceptance of the new grandstand at Erickson Children's playfield of which K. O. Erickson financed
'construction. Also thanked Mr. Erickson for previous donations he has made for other improvements and I
!equipment. Dr. Bondelid then informed the Commission that the Board has used all possible economy in 1:udget
spending and ylill continue to do so. Mrs. Jensen read Ordinance No. 777, creating the Park Hoard, and I
Dr. dondelid reminded that the Grdinance has not been amended and requested information as to responsibility
of expenditures, whether the Park Board or Mr. Adams. Commissioner Robinson informed that he could not
approve claim vouchers unless approved by both Park Board and Commission. Commissioner Taylor admitted that
he had given the matter serious study for many weeks and the reason he has taken procedure is because he is ;
not able to keep track of Park Board. Also that all technicalities IIlUst be referred to the Attorney. It
was the opinion of Mayor Feeley that both the Park Board and Conunission are responsiole for money spent from:
the Park }'und and requested that the Board continue to function as in the past. jlttorney Trwnl:ull cited I
statutes governing organization of Park Boards and explained provisions therein. !Jr. clondelid requested
that if supervision of Parks, Play field and Cemetery are to be combined, an Ordinal~e be passed providing
for the same. Mrs. Jensen read a letter from Commissioner Taylor to the Park Doard regarding the employment
of Mr. Adams and defining his duties. Commissioner Robinson referred to a letter received, requesting a
meeting of the Park Board, Commission and any interested citizens. The meeting was set for Thursday,
August 18th, at 8:00 P.M., in the Commissioners I room, and Dr. 30ndelid suggested that the Park Board be

decided not to interfere with business competition and Mr. Oaks was referred tc Chief Ide.
A lease and agreement between the City and the Y.M.C .A. was discussed by the Commission. After due consider-
ation it was decided that liability insurance should be twenty-five thousand and one hundred thousand, and
~roperty damage five thousand. It w~s then moved by Commissioner Robinson that the agreement be signed and
delivered. Seconded 'oy Conunissiouer Taylor. All voted Aye. Motion carried.

It was moved by Gmml1issioner Robinson that the foregoing Ordinance be placed on first and second reading.

AN ORDINAl~E of the City of Port Angeles granting to the United states of America, Department of the Interior,
acting by and through the Bonneville Power Administrator, a right of Vlay for the construction, operation and ~
maintenance of a six inch pipe line and facilities appurtenant thereto, across and under certain City streets
of the City of Port Angeles, Washington.
It was moved by Commissioner Taylor that the foregoing Ordinance be placed on first and second reading.
