IThe City Council met in regular session at 7:30 P. M. Officers present were Mayor Willson, Council- I
men Maxfield, Thorne, Cornell, Wolfe, Bettger, and Schroeder; Manager Herrman, Attorney Moffett
and Clerk McNeece.

A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, to approve the
'minutes of the previous meeting with the correction to include under subjects of discussion, the
discussion of the Building Committee from the Baptist Church concerning their plans for additional
building and how the new zoning ordinance may affect their plans.
A motion was made by Councilman Bettger, seconded by Councilman Maxfield and unanimously carried, t
approve for payment claims vouchers in amount of $47,074.29 and payroll transfers in amount of
$44,146.36.
A motion was made by Councilman Thorne, seconded by Councilman Wolfe, and unanimously carried, to
lapprove and pay to CH2M the amount of ~550.12 for engineering services from June 24, 1967 through
iUlY 27, 1967, in connection with the Sanitary Sewerage System Improvements.
'The following srdinance was again read in full.
Ordinance No. 1618
AN ORDINANCE of thc City of Port Angeles providing for the expenditure of
funds for the purchase of equipment to be used on a sanitary land fill
and declaring an emergency.
A motion was made by Councilman Wolfe, seconded by Councilman Cornell and unanimously carried, that
the foregoing ordinance be adopted as read,
A motion was made by Councilman Maxfield, seconded by Councilman Schroeder and carried, to table th
request of Clallam County Mental Health Clinic that $2,500.00 be budgeted for 1968, as the City's
share of the program, for further study and consideration in a Budget session.
~ motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, to refer the
Olympic Health District request that $9,000.00 be included in the 1968 Budget for support of the
Health Departmenc to a Budget session for study and recommendation.
A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and unanimously carried, to
Buthorize call for bids for construction in the Interceptor Sewer Project. (Bid opening to be
~/2B/67, award of contracts 10/5/67.)
~he Public Hearing on the proposed Zoning Ordinance was opened at 7:50 P. M. The Mayor explained
that the Planning Commission had held their public hearing and made their recommendations to the
Council, pOj,nted out some of the changes made since the original proposed ordinance was written up, II
~nd made some changcs relative to stables, etc. The Building Inspector pointed out on the map the
~roposed Zoning of the various areas of the City. The permitted uses Bnd the conditional uses of
rarious Zoning Districts were discussed by the Coun~il and people in the audience. At 8:45 P. M.,
S motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously carried,
~hat the Hearing be closed.
I~he Public Hearing on the Six Year Street Improvement Program opened at 8:45 P. M. The Mayor ex-
plained that a hearing on the Street Improvement Program is to be held each year; read and explaine
the twenty-five projects listed in the program and the proposed method of payment. Also explained
'~hat the projects may not be completed in the sequence listed, if it is found that another needs "
priority. There were no written or verbal objections to the program. At 9:00 P. M., a motion was
~, ade by Councilman Bettger, seconded by Councilman Thorne and unanimously carried, that the Hearing
be closed.

The following resolution was then read in full.

, motion was made by Councilman Cornell, seconded by Councilman Wolfe and unanimously carried, that

The following ordinances were read in full.
Ordinance No. 1619
AN ORDINANCE of the City of Port Angeles prohibiting the sale of liquor
during certain hours and amending Section 3.14 of the Code of the
City of Port Angeles.
,~ motion was made by Councilman Bettger, seconded by Councilman Wolfe and unanimously carried, thatl
~he foregoing ordinance be adopted as read.

Ordinance No. 1620
h~ ORDINANCE of the City of Port Angeles amending the Uniform Sign Code
with reference to appeals.
A motion was made by Councilman Cornell, seconded by Councilman Schroeder and unanimously carried,
that the foregoing ordinance be adopted as read.

A motion was made by Councilman Wolfe, seconded by Councilman Thorne and unanimously carried, to
,:authorize the signing of the Pipeline Agreement with Chicago, Milwaukee, !;. Saint Paul Railroad.
'(Relative,to installation of interceptor, pressure and service sewer lines.)
,~ A motion was made by Councilman Cornell, seconded by Councilman.Schroeder and unanimously carried,
to accept the deed and easements from Rayonier, Inc. in connection with the sewage treatment plant.
A motion waS made by ~ouncilman Bettger, seconded by Councilman Maxfield and unanimously carried,
to accept the Review Board's report (re: annexation of Mill Creek Road Area), and set the Hearing
on the annexation for September 7,1967 at 7:30 P. M. in lhe Council'ChambeFs. (Notice of hearing
to be published (cost to be borne by the area), and posted in three public places.)
A motion was made by Councilman Thorne, seconded by ~ouncilman Bettger and carried, to approve the
transfer of liquor license from Harold L. Abbott and Gilbert D. Smith to Abbott!;. Smith, Inc.,
Smitty's Fine Foods.
A motion waS made by Councilman Wolfe, seconded by Councilman Schroeder and carried, to concur with
the Planning CommisSion's recommendation and approve the request of A. Ward Piercy for a non-con-
forming use in a First Residential Zone. (Rental of the HanDee Food Shop building on the South-
east corner of Boulevard and Peabody Streel to the Bureau of Public Roads for use as an engineers I
field office during construction of the Hurricane Ridge ParhIaY,) I
A motion was made by Councilman Wolfe, seconded by Councilman Bettger and carried, to table the
request of Raymond P. Maupin and Lillian C. Maupin for permission lo install a mobile home on thelrll
property at 1932 W. 6th for further study and investigation.
A motion was made by Councilman Maxfield, seconded by Councilman Bettger and carrieq to grant the
irequest of the Light Department of the City of Port Angeles for a variance to permit the installa- ;1'
lition of a Sub-station on the Southwest corner of 15th and "F" Street as recommended by the Planning'
Commission.
A motion waS made by Councilman Thorne, seconded by Councilman Maxfield and carried, to accept and
place on file the Planning Commission minutes of August 15, 1967.
After considerable discussion, a motion was made by Councilman Maxfield, seconded by Councilman
Thorne and unanimously carried, to proceed with installation of Sewer extension at 12th and "C"
Streets as agreed, the City dig and install the man-hole and Mr. Hooker and Mr. Plaskett make the
hook-on, dig the ditch and install the pipe. (They pay for the pipe.)

A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and unanimously carried, to
accept and place on file the Monthly report of Revenues and Expenditures; the Light, Water, Fire,
Police, Municipal Judge and Recreation Departments Monthly reports; the Utilities Billing Report;
the Light and Water Revenues and Expenses; the Treasurer's Report for July; the Street Cost
and the Equipmental Reneal Operating Reports for June, and the out-of-town Reports by G. O. Pohl
land John Warder.
Other sUbjects discussed were: the fire hazard of the tall, dry grass in some places (The ~ity
Attorney stated that the City has the authority to cut the grass but no money has been budgeted
for that purpose. It should be included in the Budget, the grass cut when the Fire Department
decides it is a hazard, and the ownerS of the property shouilid be billed for the service.); the
Idebris in the alley adjacent to thc A. !;. W. Drive In; Larry McHone was appointed to fill the
,vacancy on the Planning Commission; the City Manager reported that the Tyee crew are at vlork for
the Light Department and a Council work session was set up for Thursday, August 24, 1967 at 7:00PM.
The meeting adjourned at 10:20 P. M.
