I'.~.~.". ~ The City Council met in regular session at 7:30 P.M. Officers present were Councilmen ThorBe, Cor- nell, Wolfe and Bettger, Manager Herrman, Attorney Moffett and Clerk McNeece. In the absence of Mayor Willson, Councilman Wolfe was elected Mayor pro tem for this meeting. A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, to approve and I place on file, as received, minutes of the previous meeting. The public hearing On L.I.D. No. 186 was opened for discussion and/or protests. One written protes~ had been received, from the Church of Jesus Christ of Latter Day Saints, which was withdrawn after the discussion. Mr. Warder, Director of Public Works, explained the proposed improvements to be made, sanitary trunk and lateral sewers, and where these lines would be installed and the method of assessment. The estimated cost is $45,650.99. There being no protests, the hearing was closed and the following Ordinance was introduced and read in fu 11: ORDINANCE NO. 1558 AN ORDINANCE of the City of Port Angeles, Washington, providing for the improvement of a certain area within the City by the construction and installation of sanitary trunk sewers, sanitary lateral sewers and sanitary sub-sewers therein, including manholes, lamp holes and Wyes where needed, and by doing all other work necessary in connection with such improvement, all pursuant to Improvement Resolution No. 186 of the City passed and approved July 15, 1955, creating a local improvement district therefor, providing for the payment for said improvements by special assessments upon the property in said district, providing for the creation of certain funds and for the issuance and sale of local improvement district warrants. A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, that the fore- going Ordinance be adopted as read. A motion was'made by Councilman Bettger, seconded by Councilman Cornell and carried, to authorize call for bids for construction in L.I.D. No. 186. The following Ordinance was read in full: ORDINANCE NO. 1559 AN ORDINANCE of the City of Port Angeles, ~rahsferring equipment from the Street Department to the Equipment Rental Fund, and establishing rental charges therefor. A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, to adopt the foregoing Ordinance as read. (This is an addition to the equipment listed in Ordinance No. 1554, passed January 21, 1965.) A motion was made by Councilman Bettger, seconded by Councilman Cornell and carried, that per- mission be granted to submit to the collectlon agency for collection delinquent accounts in total amount of $3,083.20. (Light $1,824.08; Water $1,004.76; Sewer $66.53; and Sanitation $187.83.) I I A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, that claims vouchers in total amount of $41,736.77 be approved for payment and payroll transfers in total amount of $37,877.48. A motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, to turn over to the Planning Commission for study, the requests of Mr. William Dennis for sewer and water ser- ! vice. (Outside the City.) , A motion was made by Councilman Cornell, seconded by Councilman Bettger and carried, that the reso~1 lution concerning the Central Business District study be referred to the City Attorney. (M.G. Pool~' indicated in his letter that the report on Traffic and Parking Study should be ready by September I 1, 1965.) The proposed variance to allow KONP Radio Station to continue the roofing of their building with cedar shingles was again discussed. Letters from Mr. ~ Mrs. Elmer Dorr and the Fire Chief pro- testing the Code Variance requested by KONP were read. ! ;A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried, to not accept I the suggestion made by the City Attorney at the Council's request, that the City Council be the Board of Appeals, and to deny the variance requested by KONP to allow cedar shingle~roofs in the 1st Fire Zone. It was noted that a number of objections to the logging repair shop in the 400 block on West 4th I Street have been received. A proposed Ordinance regarding Truck Weights and Permits was read and held over for study. A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried to accept and place on file the Library Board of Trustees minutes of August 12, 1965. A motion was made by.Councilman Bettger, seconded by Councilman' Cornell and carried, to refer the I request of Mr. James Meehan for water hookup (outside the City) to the Planning Commission. II Other subjects of discussion were the stop lights on Lincoln Street; the crosswalk on Front Street between Laurel and Lincoln Streets; breaking up of street surface due to overloads; annexation of areas before extending services (water, sewer, etc.) and the enforcement of permit requirements.
