The Commission met in regular session at 10 A.M. and was called to order by Mayor' Beetle. Roll call showed the following officers present: Mayor Beetle, Go:rn:issioners Beam and Lind, Attorne:\' Conniff and Clerk Hawkins. The minutes cf the previous session were read and approved. Under the head of lIIpplications for fuilding Permits and Licenses the following were granted: R. G. Wise, Addition to Huuse, Lot 10, Block 111, E. C. Baker Subd. John Schwieson, Build House, Lot 5, Block 251, Townsite V. ~.. Samuelson & Co., Service Station Remodel, Lot 10, Block 16, N. R. Smith Addition Donald H. Fee, Builc House, Lots 19 & 20, Block 1, Cain's Subdivision of Suburban Lot 18 C. A. Fausett, Build Store Room, W! Lot 8, Block 1, Tidelands West of Laurel Lincoln Cafe, Re staurant Rose's Place~ Restaurant Rose Rooms, 1 Music Machine Little Place, 1 1fusic Machine Palace of Sweets, 1 AmuselT.ement Game Dickie I s PIa ce J :2 Amusement Game 550.00 5000 .00 2000.00 5000.00 75.00 12.00 12.00 12.00 12..00 24.00 48.00 Under the head of Reading and Passage of Ordinancss the following ordinances passed their third readings and were adopted: AN ORlJINANGE providing for and regulating the gH'J.ng of franchis es} providing for the manner in whieh the consideration therefor sr~ll be determined, and repealing Ordinances 465 and 546, and all othar ordinances or parts of ordinances in conflict herevlith. It was moved by Conunissioner Lind that the foregoing ordinance be placed on its final reading and adopted. Seconded by Commissioner Beam. On roll call all members voted aye. The Mayor declared the motion carried. AN ORDINft.NC~ setting forth an emergency affect.ing t.he public health and safety; requlT~ng expenditures unforeseen; providing for the issuance of emergency warrants; and declaring an emergency making the ordinar.ce i~ediately effective. It was moved by Commiscioner Lind that the foregoing ordinAnce be placed on its final reading and adoptad. Seconded by Commissioner Beam. On roll call all members voted aye. The Mayor declared the motion carried. Under the head of Introduction of Resolut.ions the following resolutions were introduced: RESOLUTION WHEREAS, it was brought to the attention of the City Commission of the "ity of Port Angeles, Washington, that the appropriation for N.Y.A. Projects in the State of Washington have been or are to be curtailed; and WHEREAS, such curtailment would mean that necessary and worthwhile N.Y.L Projects in the City of Port Angeles and Clallam County, Washington, would eithEr have to be eliminated or greatly reduced: NOW, TIlEREFORE, BE IT RESOLVED by the City Commission of the City of Port Angeles, Washington, meeting in regular session on this 20th day of August, 1941, that Mr. Aubrey Williams, Administrator, National Youth Administration, be requested and urged to have allotted to the ctate of Washington a sum sufficient to maintain and continue the various necessary N.Y.^. I Comnus s:..oner I Seconded by RESO ruTI OIJ WHEREAS, The City of ?ort Angeles is the ov.ner of the following descrioo d real property, having acquired the same by Treasurer's Deed dated August 20, 1941, under and by virtue of tbe authority of Sectien 9395 of Remington'G Revised Statutes, Chapter 145 of the Laws of 1929, Page 565, to-wit: Sound Lot.s Three (5) and ~our (4)} Block Thirteen (15) of the Puget/Co-opcrative Colony's SUbdivision of the Townsite of Port iJlngeles, VI.T., and WHERElIS,George S. Day has offered to ~urchase the above described real property from the City of Port Angeles for the sum of $580.00, payable as follows: $50.00 as a down payment and $5.00 on or before the 6th day of October, 1941, and $5.00 on or before the 6th day of each and every month thereafter for 25 months ending September 6, 1945; and then all the balance due on said purcha se price to be paid on or before the 6th day of ~ctober, 1945, interest to be computed at the rate of 7% per arilium on mDnthly balances and paid with the mcnthly installment, and I I WHEREAS, The City Commission has viffi.ed the said property and is of the opinion that the offer is fair value enci is in excess of the amount paid by the City for the said property, plus all L.I.D. assessments, including interest and other charges against the same. NOW, THEREFORE, BE IT RESOOVED, that said offer be accepted and that the City of Port Angeles sell the said property at private sale to the said George S. Day for the sum hereinabove set forth, subject to any other valid lien against the same; that the City Attorney be instructed to prepare a quit claim deed conveying said property to the purchaser, and that the Cily Cler~ of the City of fort Angeles be and he is hereby instructed to execute said quit claim deed, and that the Mayor Df the City of Port Angeles be and he is hereby instructed to countersign said quit claim deed, when the purchase price and all accrued interest thereon has been paid in full.
