The City Council met.in regular session at 7:30 P.M. Officers present were Mayor Willson,l Councilmen Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder,Manager Herrman, Attorney Moffett and Clerk McNeece. A motion was made by Councilman Wolfe, seconded by Oouncilman Bettger and carried, that minutes of the previous meeting be approved and placed on file. A motion was made by Councilman Bettger, seconded by Councilman Maxfield and carried, the bid of $7,280.00 by Olympic Electric oompany for the Albert Tap Line Oonstruction be accepted. A motion was made by Oouncilman Maxfield, seconded by Councilman Oornell and carried, thaJ the fifth (July) and final progress payment to Randall Kilmer Construction Company for work on the Boulevard Improvement project in amount of $2,000.00 be approved for payment. A motion by Oouncilman Schroeder that the Boulevard Improvement project by Randall Kilmer ,Construction Company be accepted as completed" as recommended by the City Engineer, was seconded by Oouncilman Wolfe and carried. A motion was made by Oouncilman Maxfield, seconded by Councilman Wolfe and carried, that the claims be approved for payment in amounts of, General Funds, $33,686.01; Water Fund, $12,964.59 - warrants No. 12489-12499, and Light Fund, $28,302.03 - warrants No. 12808- 12839, a total of $74,952.63; A motion by Councilman Wolfe that the application of Clara Blount of 711 East 5th Street for retention of a mobile home be approved due to hardship, as recommended by the Planning ,Commission, was seconded by Councilman Thorne and carried. IA motion was made by Councilman Cornell, seco~de~ by Oouncilman Thorne and carried, that the application of'Lula Wheeler, 1036 West 12th Street for retention of a mobile home due to hardship, be approved as recommended by the Planning Commission, A motion was made by Councilman Thorne, seconded by Councilman Maxfield and carried, that the application of Mr. & Mrs. Robert C. Richardson, 521 So. "A" Street for retention of a I mobile home, due to hardship, be approved as recommended by the Planning oommission. A motion was made by Councilman Cornell, seconded by Councilman Maxfield and carried, that the application of Robert Corning, 420 West 9th Street for retention of a mobile home, be approved as recommended by the Planning Commission. (The location is on the side of Valle Street Gulch, an area which the commission deems suitable for mobile homes) I A motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, that ttJ apPlicat,ion of Mr. & Mrs. R. L. Pearson, 123 Dolan Avenue for retention of a mobile home I be approved for two years after which the case shall be reviewed, as recommended by the Planning commission,. IA motion was made by Councilman Schroeder, seconded by Councilman Wolfe and carried, that the application of Mr. & Mrs. Douglas Eacrett, 1115 West 17th Street, for retention of a mobile home be approved for two years with the case to be reviewed at that time, as recommended by the Planning Oommission. A motion was made by Councilman Thorne, seconded by Councilman Maxfield and carried, that I the application of Ward Piercy, 409 South'Race Street for permission to replace a burned garage in its previous location be denied, as recommended by the Planning Commission. J (The old location does not meet the zoning requirements and there is ample room on the property for relocation) liThe Planning Commission recommended that the council approve the total proposal of M. G. Poole for the third and final stage of the regional planning program including the Centra ; I Business Dist,rict s, tudy. After considerable discussion, a motion was made by Councilman Bettger, seconded by Oouncilman Wolfe and carried, that tentative approval be given to this plan as recommended by the Planning Commission so that funds can be budgeted, and that final signing of a contract be deferred until such time as the council can agree on ! the individual items to be included in the study. IA motion by Councilman Cornell that the Planning commission minutes of August 10, 1964, be approved and placed on file, was seconded by Councilman Thorne and carried. IIA motion by Oouncilman Wolfe to accept the results of the sale of city property as tabu- lated by the City Manager and City Treasurer, was seconded by Councilman Bettger and I' carried. ~A motion was made by Councilman Maxfield, seconded by Councilman Wolfe and carried, to delay any action on the sale of fifteen (15) feet of land to Shell Oil Company until such time as they specify reasons why this property is necessary for their business plans. The following ordinance was introduced and read in full, Ordinance No. 1537 AN ORDINANOE of the Oity of Port Angeles granting to the United States of America 'and its assigns a right of way for a term of Fifty years for the construction, operation and maintenance of electr~c power transmission circuits, together with,the necessary equipment and facili- ties appurtenant thereto, over and across the City of Port Angeles water pipe line in Section 14, 'Township 30 North, Range 6 West, willamette Meridian, Clallam County, Washington. It was moved by Councilman Wolfe,seconded by Councilman Cornell and carried that the foregoing ordinance be adopted as read. Carr and Harry ,Bradford, Evergreen Distributing Company for an added Class 23-K liquor license, was seconded by Councilman Wolfe and carried. A motion was made by Councilman Wolfe, .seconded by Councilman Bett~er and carried, to accept the Police Chief's recommendation for a change of speed lim~t on a number of city streets, and that the City Attot"ney draw up an ordinance amending the speed limits accord ingly, with. wording so that arterial street intersections speed will not be twenty (20) I miles per hour. A motion was made by Councilman Bettger, seconded by Councilman Schroeder and carried, to accept the Water and Light Department Monthly Work Reports; the Light, Water and Sani- tation Billing Reports, the Monthly Budget Report of Receipts and Expenditures,' the Recreation Department Report and the Treasurer's Financial Report for July, 1964. A motion was made by Councilman COt"nell, seconded by Councilman Schroeder and carried, to approve the request of the Clallam County Republican Central Committee for permission to hold a rally at First and Laurel Streets on Saturday August 22, 1964, at approximately 4:00 P.M. The City Attorney read a proposed Agreement of the city and the .county, establishing a I Child Guidance Center Fund; each agreeing to contribute 5/12 of $2,500.00 to the Child Guidance Center in 1964, and a sum up to $2,500.00 per year thereafter in accordance with a budget to be approved by both parties for supplies, rent. equipment and maintenance. . The following resolution was then introduced and read in full: Resolution No. 8-64 A RESOLUTION of the City of Port Angeles authorizing the contribution of funds to a child Guidance Center in conjunction with Clallam County. A motion was made by Councilman Wolfe, seconded by Councilman Cornell and carried, that ; the foregoing resolution be adopted as .read. 'A motion was made by Councilman Cot"ne11, seconded by Councilman Schroeder and carried, ,that an Emergency Appropriation Ordinance be prepared approving the expenditure. of approxl,- mately $1,200.00 for re-routing of l7sanitary sewer along East Front Street. 'I'. A motion was made by Councilman Maxfield and seconded by CoUncilman Schroeder, that the city do not include the $1,500.00 in the 1965 Budget for civil Defense and to advise the . County Cormnissioners of this action. After considerable discussion, on called vote" Councilmen Cot"nel1, Maxfield, Wolfe, Bettger and Schroeder voted ,"Aye," Councilman Thor'IJ.$ voted ''No.'' Motion 'passed. With congratulations to the city officials, the law enforcement officers, the engineering Department and the citizens of Port Angeles, Mr. Tom Gullicks, on behalf of the American 'I Automobile Association, presented a plaque to May.or Willson for two.(2) years without a pedestrian traffic fatality in the City of Port Angeles. Other subjects of discussion were the traffic problems at various intersections, TtuttWater Trestle paving, the building of an armory by the National Guard, the actuarial report fro, Statewide City Employees Retirement System and the possible full compensaion for the miscellaneous group of city employees, and the letter from the Hotel-Motel Association setting forth their reasons for favoring an L.l.D. method of financing a sewage treatment facility.
