The Commission met in special session at J:30 P.M., and was called to order by Mayor Feeley. Officers
present were: Mayor Feeley, Commissioner Taylor, Attorney Trumbull and Clerk Law.
Under the head of introduction of resolutions, the following was introduced:
RESOLUTION
,'1HEREAS, there has been filed with the City Clerk of the City of Port Angeles, a petition containing
signatures of electors, equal.in number to twenty per cent of the vote cast for all candidates for Mayor of
the City of Port Angeles at the last preceding general City election, which petition prays that a lipecial
election be held to determine whether the City of Port Angeles shall adopt the Council Manager Plan of City
Government; and
WHEREAS, Section 2 of Chapter 271 of the Laws of Washington for 1943, being the statute providing for
: special elections to determine whether such Council Manager Plan of Government shall be adoptedj provides
that such election shall be not less than ninety (90) nor more than one-hundred and twenty (120 days
before the next regular Municipal Election; and
WHEREAS, Section 2 of Chapter 101 of the Laws of Washingtoh"for 1951, provides that all city and tmm
elections, other than in class A Countys, whether general or special, and whether for the election of
officers or for the submission to the voters of such city or tm-m of any question for their adoption and
approval or rejection, shall be held on the second Tuesday of March in the year in which they shall be
called; and
^,HEREAS, said Section 2 of Chapter 101 of the Laws of Washington for 1951, further provides, that .menever
in the judgment of the governing board of any such city, town or school district, an emergency exists, such
board may by Resolution call a special election at any time in such mgnicipalities or district; and
WHEREAS, if the special election to determine whether the votere of the City of Port Angeles shall adopt or
reject the Council l'!8.nager Plab. of Government is. held on the second Tuesday in l-larch, 1952, and such. plan
should be adopted by vote of the electorate at such election, no opportunity for electing officers under
such plan of government will be afforded for a period of three (J) years or until the next general municipal
election, and such plan will therefore be inoperative for such period; now, therefore
BE IT RESOLVED by the City Commission of the City of Port Angeles, that in the judgment of the City Commission,
and by reason of the facts above stated, an emergency existe,. requiring the holding of a special election
to determine whether the City of Port Angeles shall adopt or reject the Council Manager Plan of Government,
and that such special election shall be held on a date to be fixed by the proclamation of the Mayor of the
City of Port Angeles, such date. to be not less than ninety (90) nor more than one-hundred twenty (120) days
before the second Tuesday in March, 1952, such date being the date of the next general election of the City
of Port Angele s .
It was moved by Hayor Feeley that the foregoing resolution be approved and adopted. Seconded by Commissioner
Taylor. All voted Io/e. Motion carried.
PROCLAMATION
I, FRANK A FEEIEY, ~layor of the City of Port Angeles, ,';ashington, do by virtue of the authority vested in me
by. the laws of the 3tate of Washington hereby proclaim as follows:

jiThat on Tuesday, the 27th day of November, there shall be held in the City of Port Angeles, a special election
to. determine by vote of the electorate of the City of Port Angeles, whether the City of Port. Angeles shall .
adopt or reject the Council Manager Plan of Municipal Government, all in accord with Chapter 271 of the Laws
lof the State of Washington for 1943, and the petition signed by electors of the City of Port Angeles equal
in. number to twenty per cent (20%) of the vote cast for all candidates for Mayor at the last preceding
general election, and no'" on file with the Clerk of the City of Port Angeles.
