The purpose of this meeting is to discuss the trip to Valdez, Alaska, and to continue the discussion on the pre-budget planning items. II ROLL CALL Members Present: Mayor Haguewood, Councilmen Buck, Duncan, Hordyk, Polhamus. f7embers Absent: Councilmen Boardman, Quart. Staff Present: Manager Flodstrom, Attorney Miller, Deputy Clerk Caso. P. Carr, D. Frizzell, J. Pittis, R. French, R. Orton. 1 III - IV Suspended. V LEGISLATION 1. VIEW TRIP TO VALDEZ Fi;tance Director Orton submitted a proposed itinerary for the Valdez trip which included leaving Port Angeles on Tuesday, September 23, and returning Friday, September 26th. Manager Flodstrom then suggested the Council in- dicate those local officials and places that they wished to visit. Mayor Haguewood mentioned that he would like an opportunity to meet with the Mayor of Anchorage, with perhaps a layover in Anchorage. Councilman Duncan also indicated that she would like to meet with the same officials that the Oilport Task Force Coordinator had met with during his visit. After a brief discussion on the travel times, Mayor Haguewood directed Manager Flodstrom and Finance Director Orton to change the itinerary to include a layover in Anchorage, and contact the above-mentioned officials. 2. PRE-BUDGET PLANNING ITEMS During the August 13, 1980 pre-budget planning session, the Council defined several goals and policies for 1981. At this meeting Manager Flodstrom briefly outlined those goals and policies, and requested any additional items or changes which the Council felt were necessary. After a lengthy discussion, the Council agreed to change "1981 Budget Goals" to 1981 Budget Targets" and the "Policies" list was expanded to include ~r5 Human Services Evaluation: (A) Alcohol Program Financial Support and Participation; (B) Senior Programs; {C) Youth Programs; {D) Humane Society; (E) Library; and (F) Housinq Study. Additional subjects discussed by the Council, Manager Flodstrom, and staff included the proposed utility discount program and the selection process for the discount; renovation and/or expansion of the Police Department building and whether funds can be obtained for its improvement; the data processing program; moving and storage of the "finger piers" during the winter months; the Reserve Fund and whether a level should be set on it; and the status of the new downtown sign ordinance. 1 VT ADJOURNMENT The meeting adjourned at 9:10 P.M. ~Q~cs~J ~:../`rte-~ City Clerk i Mayor
