HomeMy WebLinkAboutMinutes 09/01/1970 162 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON September 1, 1970 The Council met in regular session at 7:30 P.M. Officers present were Mayor Wolfe, Councilmen Edwards, Hordyk, McRevey, Olson and Ross; Manager Herrman, Attorney Moffett and Clerk McNeece. Councilman Basom was absent. A motion was made by Councilman McRevey, seconded by Councilman Olson and un- animously carried, to accept and place on file, as received, the Council Minutes of August 18, 1970. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and un- animously carried, to approve and pay to Morris Construction, Inc. the first (August) estimate of work done and material furnished on Cresthaven L.I.D. I No. 191, in amount of $23,000.00. (Revenue warrants to be drawn against L.I.D. No. 191, bearing interest at the rate of 8.25% per annum, dated September 3, 1970; the proceeds from said warrants to be deposited in L.I.D. No. 191 Fund, and Cash Warrant to be drawn on said fund in favor of the contractor in amount of $23,000.00 fo~.work performed.) A motion was made by Councilman Hordyk, seconded by Councilman Edwards and un- animously carried, to approve for payment Claims Vouchers in amount of $40,238.85 and Payroll Transfers in amount of $58,427.81. A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and un- animously carried, to authorize call for bids for up to 8,000 tons of rip rap,' with the same specifications as last year, with added requirement that the material come from Mats Mats, as requested by the Director of Public Works. (To be used on Ediz Hoo~) The Mayor and Director of Public Works presented to Felix Gallacci a Certificate of Award in recognition of 28 years of Meritorious Service with the City of Port Angeles, commended him on the fine job he has done for the City and wished him well in his retirement. A motion was made by Councilman McRevey and seconded by Councilwoman Ross, to concur with the Planning Commission's recommendation and grant to Wood Con- struction Co. a Conditional Use Permit to allow construction of a duplex on I. Lot 20 and the east one-half of Lot 19, Block 415 Townsite in an RS-7 Zone. Motion carried, with one dissenting vote by Councilman Edwards. A motion was made by Councilman Hordyk and seconded by Councilwoman Ros~ to con- cur with the Planning Commission's recommendation and grant to Wood Construction Co. a Conditional Use Permit to allow construction of a duplex on the west one- half of Lot 19 and all of Lot 18, Block 415 in an RS-7 Zone. Motion passed with one dissenting vote by Councilman Edwards. A motion was made by Councilman Hordyk and seconded by Councilman Olson, to con- cur with the Planning Commission's recommendation and grant to Wood Construction Co. a Conditional Use Permit to allow construction of a duplex on Lot 10 and the west one-half of Lot 9, Block 416 Townsite. Motion passed with one dissent- ing vote by Councilman Edwards. A motion was made by Councilman Olson, seconded by Councilwoman Ross and unani- mously carried, to concur with the Planning Commission's recommendation and grant to James I. Bairey a Conditional Use Permit to allow construction of a duplex in an RS-7 Zone on the south 94.5 feet of Lotsl.and 2 and that portion of the 20 feet vacated alley abutting the west line of said Lot 2, Block 4 Pennyslvania Park Addition. A motion was made by Councilman McRevey, seconded by Councilman Edwards and un- animously carried, to concur with the Planning Commission's recommendation and grant to Ben F. Church a variance to permit construction of an addition to a pre- I existing, non-conforming, single-family residence at 516 South "C" Street. A motion was made by Councilman Hordyk, seconded by Councilman Olson and un- animously carried, to concur with the Planning Commission's recommendation and grant to Johnie S. Key permission to install a septic tank on Lots 14 and 15, Block 6, Illinois Addition. (Approval had been received from the District Health Office.) A motion was made by Councilman Hordyk, seconded by Councilman Olson and carried, to accept and place on file the Planning Commission Minutes of August 24, 1970. ~ PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. (Sept. 1, 1970 Page 2) 163 The following ordinances were read in full. ORDINANCE NO. 1695 AN ORDINANCE relating to sewer connection fees and amending the City Code. A motion was made by Councilman Edwards, seconded by Councilman McRevey and un- animously carried, that the foregoing ordinance be adopted as read. I ORDINANCE NO. 1696 AN ORDINANCE relating to sewer service and amending a prior ordinance and repealing- a-portion thereof. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried, that the foregoing ordinance be adopted as read. (This ordi- nance sets up the new sewer service charges.) ORDINANCE NO. AN ORDINANCE relating to garbage collection fees and amending the City Code. A motion was made by Councilwoman Ross, seconded by Councilman McRevey and un- animously carried, to table this ordinance to the next meeting to give the public a chance to become more familiar with the proposed changes in rates. A motion was made by Councilman McRevey, seconded by Councilman Olson and unani- mously carried, to instruct the Engineers' department to proceed with the Sani- tary Sewer for the block between "GIf and IfH" Streets in the 12/13 Alley, as re.,. 'commended by the Director of Public Works. I A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried, to accept the letter from the County Commissioners (regarding city-county cooperation in public safety building construction, etc.), discuss it at the next Council work session (9/8/70 at 7;30 P.M. to be an Executive Work Session)so as to formulate an answer to the County Commissioners. A motion waS made by Councilwoman Ross, seconded by Councilman Olson and unani- mously carried, to accept the letter and information concerning the Ellensburg ladies lounge and the two types of rest rooms presented by the City Manager, and formulate a committee to study and decide which is the best method to use to provide this facility. The downtown merchants and other interested groups and clubs to be invited to help with suggestions and decisions. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried, to accept the letter from Teamsters Local Union No. 589 regarding changes in wages and working conditions and refer it to the Negotiating Committee. A motion was made by Councilwoman Ross and seconded by Councilman Hordyk, to fund the Multi-purpose Center Study ($6,500.00), Motion passed with one dis- senting vote by Councilman McRevey. I A motion was made by Councilman Edwards and seconded by Councilman McRevey to activate or appoint a Publicity Committee to look into how the $2,500.00 can be spent for publicity as originally intended. After further discussion, in which it waS pointed out by the City Manager and the Finance Director that there is not sufficient funds budgeted in General Administration for both the Multi- purpose Center Study and the Publicity fund, a motion was made by Councilman, Hordyk, seconded by Councilman Olson and carried, to table the question of the Publicity Committee and spending of the $2,500.00 to the next work session(9/8/70), In the meantime, the City Attorney will look into the new budget laws to deter- mine whether there is a way to make funds available without an emergency ordi- nance. A motion was made by Councilman Olson, seconded by Councilman McRevey and unani- mously carried, to accept and place on file the Olympic Air Pollution Control Authority Board of Directors Minutes of 8/51/70; the Community Action Council Ex- ecutive Committee Minutes of 8/19/70, and the Public Library Board of Trustees Minutes of 8/19/70. 164 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH. (Sept. 1,1970 Page 3) Other subjects of discussion were: Councilman Hordyk and the City Manager reported that they attended the hearing in Tacoma held by the Legislative S~~tf~~- oaHlghways concerning the proposed redistribution of the one-half cent gas tax in 1975 (Arterial Street Tax). Many cities in the State as well as the City of Port Angeles were very much opposed to distribution on the proposed formula of "need", as this, in effect, penalizes the cities that have pro- ceeded to improve their streets by L.I.D. and therefor do not have the "need" as those which have made no improvements; Councilwoman Ross presented the Council with copies of the Olympic Health District's proposed budget; Council- man Edwards had received a number of letters from people opposed to zoning which would allow apartment houses in residential zones, and the Mayor noted that it is budget request time. .
