The City Council met in regular session at 7;:;30 P. M. and was called to order by Mayor Neer. Roll c~ of
officers showed the following present: Mayor lfeer, Councilmen Brown, P?",ell, 'I~lfe, and McFadden, C1ty
Manager Vergeer, Attorney Severyns and Clerk Law. .
It was moved by Councilman Powell that minutes of the previous meeting be approved. Seconded by Councilman
McFadden. All voted Aye. !-lotion carried.
Under the head of unfinished business, bids for purchase of Lots .fere received as follows:
Stetson and Nyhus, Lots 13 and 14, Blk. 127, '321..00
Lots 9 am 10, Block 245, $1ll.00
Lots 16 and 17, Blk. 245, $216.00
Frank Pollow: Lots 13 1\n4 14, Blk. 127, $315.00

It was moved by Councilman Brown that the bid for Lots 13 and 14, Blk. 127, for $404.00 be awarded to Men
T. Nelson. Lots 9, and 10, Blk. 245, $125.00 and 16 and 17, Blk. 245, C225.00 awarded to Frank Pollow.

Lots 11 and 12, Blk. 436 having been previously advertised am no bids submitted, the Treasurer received
an offer of $155.00 from Wendell J. \'Jhite for purchase of the lots. It was-moved by" Councilman McFadden.
that the Treasurer be authorized to accept the offer provided the amount is not less than minimum as fixed
by the Council. Hotion seconded by Councilman Po\-lell. All voted Aye. ~lotion carried.
The Council discussed purchase of Lots ~ 4, am 5., in Blk. 32, the lots to be used for right-of-way on-
Marine Drive improvement and to be purchased from Clallam County at $461. 54. It was moved by Councilman
Brown that the lots be purchased at price quoted. Seconded by Councilman McFadden and carried.
Pursuant to notices posted, the hearing concerning vacation and replat of a District b10wn as Grandview
Heights was opened. There having been no obJections made or filed, it was moved by Councilman Wolfe that
the hearing be closed. Seconded by Councilman McFadden. All voted Aye. Motion carried.
Due to the volume of work required by the Engineering Department for the Enlarged Improvement District No.
166, the date of hearing as set for September 22 was changed to October 6th.
The Council received a petition signed by seven property Olffiers in the ten'hundred Block on \'1est Eighth
Street, protesting levy imposed by L.I.D., No. 165 and lack of storm sewers providing proper storm water
disposal. Mrs. Robert -A. Hart of 1032 lJe\lt 8th St. explained that five Lots west of C. Street are charged
for the storm sewers, but are getting nothin:; for what they are paying, as surface water drains toward C
Street and cuts out curbing and driveways. Attorney Severyns explained that State Statutes dictate how
Districts are laid out e.nd provide for hearings and payment of the same. i.Iter further discussion, it was
decided to investigate the catch basin at 8th and D Streets and try to control the storm water.
Under the heai 0,," :1el; business, the Union Radio Cab Co. requested that they be permitted to use ho parking
'spaces in front of 113 E. Front St. for taxi stand. Casper Jllerle, o.ner and operator of the ",rop'rty,
requested in writing that the taxi stand be approved. It was moved by ~ounoilinan ]'Tolfe that the request
for stand location be granted. Seconded by Councilman McFadden and carried.
Claims paid August 16, 20, in total amount of $50,947.14 were filed for approval.

Request for minimum prices on real property were: Lots 16 alrl 17, Blk. 34. It was moved by Counoilman
Brown that minimum be set at $1500.00 for the two lots. Seconded by Councilman Wolfe. All voted Aye.
'Motion carried. It l1as moved by Councilman HcFadden that minimum for Lot 15, Blk. 34 be fixed at
j$750.oo. SeCllllnded by Councilmm 1'iolfe and unanimously carried.
IMOnthly report of the Police Dept. for August:was filed for Council approval. . It 1'ns moved 1lf Oouncilman
Powell that the report be accepted am filed. Seconded by Councilman }!cF"dden. All voted Aye. lfution

,Oity l<lanager Vergeer explained the advQntages am improvement to JI.artne Drive by installation of fifteen
mercury vapor street lights in conjunction with the propased improvement. Hr. Vergeer also cited the need
10f a radder truck for the Light Dept., thereby enabling service rendered Idthout involving the heavy line
Itruck and entire light orew, cost of the truck being provided in the current budget. .uso advised that a
ItruCk with crane is necessary for the 1~ater Dept. to be used in handling cast iron pipe, the same to be
jacquired by lease rental, purchase agreement. It was moved by Councilman llolfe that the Council authorize
call for bids and purchase of the required equipment. Secomed b,,' Councilman Brown. .ill voted Aye. Motion

j.!iss Powell questioned the possibility of converting the unused right-of-way of the p. A. 1/estern R. R. into
~se as a street or logging route, thereby eliminating the sharp turns and trestle in the vicinity of 4th and
'I Sts., the sane being of established grade. 11anager Vergeer advised that there is no apparent advantage
!to divert for use b~' the City as street or for Ind.ustrial W"ter mains. It was also understood that trestle
\.ull be removed ani hazard e]jjmnated. Mr. Vergeer then informed of formal request from the Coast Guard
for amendmelrt to Ediz Hook Lease and suggested that said lease be amended to relieve the City from obligation
to maintain the road to Coast Guard Station.
