P.I~2"" ~ ~he City Council met in regular seSSlon at :5U P.M. urrlcers present were Mayor Wlllson Council- I ~en Maxfield, Thorne, Cornell, Wolfe, Bettger and Schroeder, Manager Herrman, Attorney Moffett and Clerk McNeece. : motion was made by Councilman Wolfe, seconded by Councilman Thorne and carried, to approve, as ~eceived,and place on file minutes of the previous meeting. I A motion was made by Councilman Wolfe, seconded by Councilman Maxfield and unanimously carried, to ward the bid for Construction in L.I.D. No. 186 to the low bidder Del Guzzi Construction, Inc. at $41,880.40 plus state sales tax. A motion was made by Councilman Cornell, seconded by Councilman Wolfe and unanimously carried, to approve for payment the first (August) estimate of work done and material furnished by Randall Kil- mer Construction Company, on the Front Street-8th and "I" Street Improvement in total amount of $14,000.00. A motion was made by Councilman Wolfe, seconded by Councilman Bettger and unanimously carried, that ~he first (August) estimate for work performed by Del Guzzi Construction, Inc. in L.r.D. No. 187 be approved and that in order to provide funds for the payment thereof revenue warrants be drawn again t I he L.I.D. No. 187 in favor of the Firemen's Pension Fund in total amount of $13,000.00 bearing in- ~erest at the rate of 4.75 per cent per annum and dated September 8, 1955; that proceeds of said interest bearing warrants be deposited in L.I.D. No. 187 Fund and that cash warrants be drawn on 'said fund in favor of said creditor in the amount of $13,000.00 in paymenttfoDCW0rk;performed. !(ThiS procedure is to be followed with each estimate of work performed and each fixed estimate in this L.I.D.) ,A motion was made by Councilman Maxfield, seconded by Councilman Thorne and carried, that the first 'fixed estimate of work done and materials furnished by the City of Port Angeles in L1I.D. No. 187 ,in amount of $1,000.00 be approved for payment. A motion was made by Councilman WOlfe, seconded by Councilman Cornell and carried that the claims I'vouchers in total amount of $61,171.76 and the Payroll Transfer in amount of $35,101.82 be approved for payment. lIThe following resolution was read in full. I RESOLUTION NO. 20-65 I IA motion that the A RESOLUTION of the Council of the City of Port Angeles, Washington pro- viding for the sale of the bonds and warrants of Local Improvement District No. 187. was made by Councilman Wolfe, seconded by Councilman Maxfield and unanimously carried, foregoing resolution be adopted as read. I A motion was made by Councilman Maxfield, seconded by Councilman Thorne and unanimously carried, that the foregoing resolution be passed as read. (The City Attorney explained that this resolution ,is making application for a grant and is not a contract.) [A motion was made by Councilman Maxfield, seconded by Councilman Bettger and unanimously'carraed, that the Mayor be authorized to sign the work order forms for Electrical System Rate Study (@ not Ito exceed $13,500.00) and Rate Study (@ $5,000.00) by R. W. Beck and Associates. 'The following ordinance was again read in full. (It was read at previous meeting and held over for study. ) ORDINANCE NO. 1570 AN ORDINANCE of the City of Port Angeles regulating the operation of trucks and trailers and providing for permits. A motion was made by Councilman Cornell, seconded by Councilman Thorne and carried, that the fore- going ordinance be adopted as read. 'A motion was made by Councilman Thorne, seconded by Councilman Bettger and carried, to approve the Itransfer of liquor license from Harold Frank Hues to Jack Walter Masters, Silver Dollar Tavern. IA motion was made by Councilman Wolfe, seconded by Councilman Schroeder and carried, that the City 'Attorney be instructed to draw up an ordinance to provide for two year licensing of bicycles as re- !quested by the Police Chief. ~ motion was made by Councilman Maxfield and seconded by Councilman Schroeder, to table the letter ~egarding Federal Power Commission. On called vote, Councilman Cornell, Schroeder, Wolfe, Maxfield and Thorne voted "aye", Councilman Bettger voted "No". Motion passed. I Il..... " '"'"""0 00 ._ ,....~ .... ~ motion was made by Councilman Bettger, seconded by Councilman Wolfe and unanimously carried, to authorize the Civil Service Commission to conduct an examination for another Sergeant in the Police Department. ~ motion was made by Councilman Bettger, seconded by Councilman Schroeder and carried, to leave the football field where it has always been, without any sodding. ~ motion was made by Councilman Wolfe, seconded by Councilman Schroeder and unanimously carried, to !authorize obtaining an area at 4th and "M" Streets as a view park site. (This property is ovmed ~y Crown Zellerbach Corporation.) ~ motion was made hy Councilman Bettger, seconded by Councilman Maxfield and carried, to accept and place on file minutes of the Park Board Meeting of August 26, 1965. A motion was made by Couniclman Wolfe, seoonded by Councilman Cornell and carried, to accept and place on file the Municipal Judge Monthly Report and the Sanitation Department Report. After considerable discussion concerning the recent newspaper articles regarding utility billing, a motion was made by Councilman Thorne, seconded by Councilman Wolfe and carried, that the City Manager be instructed to correct any discrepancies that exist and a report of such action be made at the next council meeting. A motion was made by Councilman Thorne, seconded by Councilman Wofle and carried, that the Police Department conduct a traffic survey at Eighth and Peabody Streets, and make a report and recommen- dation concerning installation of a Stop Light at that intersection. Other subjects of discussion were the low water pressure in Campbell Avenue area; the trailer court variance on East Front Street; an anti-litter ordinance requiring a cover on chip trucks; request for Stop Signs\on East Fifth Street; trucks traveling on "I" Street and announcement that the Al- bert Street Substation is energized.
