The City Council met in regular session at 7:30 P.M., and was called to order by Mayor
Rich,ardson. Other Officers present were: Councilmen Smith, Sandison, Maxfield, Thorne
and Caldwell, Manager Slankard, Attorney Moffett and Clerk Law.
:It was moved by.Councilman Thorne that the minutes of the p~evious meeting be approved.
'Seconded by Councilman Sandison and carried.
Under the head of unfinished business, the Manager read his report regarding installation
of curbs and gutters in front of new structures. Also cited an Ordinance adopted by the
City of Everett. It was the opinion of Councilman Caldwell that an Ordinance governing
:would be beneficial as a whole. The Manager will contact other Cities and Associations In
effort to obt~in specimens of Ordinances requiring such installations. . ~
T~e Manager read comments of Ray Jorgensen, State Examiner, pursuant to his examination OBI
the City records for the period commencing January 1st 1957 and ending December 31st 1958.
'Bids for purchase of' property were received as follows: Glen W. Davis, Lot 9, Block 242,
1$302.00. It was moved by Councilman Smith that the bid De accepted. Seconded by Council~
'man Caldwell and carried. I
A. G. McKnight, Lots 11 and 12, Block 357, $105.00 each. It was moved by Councilman SmitH,
that the offer be accepted. Seconded by Councilman Maxfield and carried. I
The City Engineer submitted for Council approval the first estimate (August) of work done'
l,and,material furnished by Milone and Tucci, Inc., in L.I.D. No. 179, in amount of $12,000J100.
lilt was moved by Councilman Caldwell that the periodic estimate number one be approved and
,watrants issued against L.I.D. No. 179 in total amount of $12,000.00 bearing interest at
the rate of 4 3/4% per annum and dated September 8, 1959, the proceeds to be deposited in
:the L.I.D. No. 179 Construction Fund, and that a warrant be issued on said Construction ,
Fund in favor of the Contractor in payment for work ~erformed. Motion seconded by Council-
man Smith and unanimously carried. I
It was moved by Councilman Caldwell that a communication from Attorney Johnston regarding i
easements for water mains be referred to the City Attorney for further action. Seconded I
, by Councilman Maxfield and carried.
Margaret Kearney of Seattle, filed claim for ankle injury caused by drop in the pavement
on South Lincoln Street. It was moved by Councilman Caldwell that the claim be feferred
to the Attorney for proper action. Seconded by Councilman Maxfield and carried.

Under the head of new business, the Manager requested permission to call for bids for pur~i
chase of one 500 KVA Transformer to be installed at Merrill-Ring Western Lumber Company.
It was moved by Councilman Maxfield that the Council authorize publication of call for
bids. Seconded by Councilman Sandison and carried. ~
A. Suomela, having disposed of his interest in the Crystal Bath House requested that his
City License be transferred to the new owner. It was moved by Councilman Thorne that
. license transfer be approved. Seconded by Councilman Caldwell and carried.
Claims payable were approved in total amounts as follows: General Funds, $5,110.44,.
Water Fund, $1,425.68. Light Fund $7,220.16. It was moved by Councilman Caldwell that all
Iclaims be approved and paid. Seconded by Councilman Maxfield and carried. ii,
JThe Council received a petition requesting that sufficient property be acquired for the
,construction of a fill in Whites Creek for extension of Front Street to the East City I
\limits. It was moved by Councilman Smith that the petition be tabled for further study.
Seconded by Councilman Thorne and carried.
The Manager informed the Council that Mr. Priest will exchange property he owns for City
Lots, the property acquired by exchange to be used for contemplated Water improvements I
.above the Sunrise Heights District. It was moved by Councilman Caldwell that the Council
lapprove the property exchange and the Attorney and Manager make necessary arrangements fori

Colonial Inn Tavern having been sold to William R. Beard, A. W. Haas, the former owner, re~1
quested that $100.00 paid in advance for Dance Room license be refunded. The Attorney ,
advised that Ordinance No. 1366 gives no authority for such refund, It was therefore I'
moved by Councilman Thorne that request for refund be denied as the Ordinance does not
provide for refund. Seconded by Councilman Maxfield and carried. I

read in full and placed on first reading:
. ORDINANCE NO. 1438
I AN ORDINANCE authorizing Standard Oil Company of California, Western
I Operations, Inc. to lay, construct, maintain, operate, use and repair
pipelines for the transportation of pettoleum and its by-products
along, across and under the surface of certain portions of certain
streets and alleys in the City of Port Angeles.
It was moved by Councilman Maxfield that the foregoing Ordinance be passed first reading. 1."'[
Seconded by Councilman Thorne and carried.
