The Commission met in regular session at 10:00 A.M., and was called to order by Hayor Feeley. Officers
present were: Mayor Feeley, Commissioners Robinson and Taylor, Attorney Trumbull and Clerk Law.
[noutes of the previous session were read and approved.
Under the head of applications for building permits and licenses, the following were granted:

Under the head of unfinished business, the Engineer recommended that the 15% retained ~l, 756.05) on Owens
Bros. contract for L. 1. D. No. 154, be paid, the same being curbs, gutters, etc., on East First Street.
It was moved by Commissioner Taylor that recommendation be approved and amount retained paid. Seconded by
11ayor Feeley. All voted Aye. Motion carried.
Commissioner Taylor reported regarding requirements for inspection and insurance of boilers in public
buildings. It is th~ opinion of Attorney Trumbull that the regulation is not required until one year after
State Laws are effective. Mr. T"O'lor suggested that the matter be held over until the required time and
if the City has an Ordinance equal to State requirements, the Ordinance should be sufficient.
Under the head of new business, a petition signed by property owners was filed with the Commission
requesting that sufficient amount be included in the 1952 budget to build a suitable culvert at Second
Street for Peabody Creek to care for future developments if Second Street is opened between Lincoln and
Chase Streets. It was moved by Commissioner Taylor, seconded by Mayor Feeley, that the petition be filed.

The Light Supt. submitted the original and a tentative power contract between the City and Housing Authority.
The contract was referred to the Attorney and the Light Superintendent.
Commissioner Taylor spoke regarding a claim to the Habit Cleaners for cleaning School Patrol jackets and
cited report of the State &carnineI' which informs that School Patrol is not a part or responsibility of the
City. Also that the City cannot legally pay for support of the same. Mr. Taylor did not approve the claim
until further investigated.
Commissioner Taylor also informed regarding objections to cars and trucks parked on streets and side,,,.lks
during mechanical and tire repair, advising that if Ordinance governing is not enforced, it should be
discarded. The matter was referred to the Street Department.

Commissioner Taylor reported having contacted the Secretary of the Golf Club and that the Club agrees to. pay
approximately $400.00 in monthly installments for replacement of water main. Also that the agreement is
in writing. ...
