~e City Council met in regular session at 7:30 p.m. Officers present were: Mayor Maxf~eld, Council-
,en Smith, Thome, Haguewood, Cornell, Willson and Wolfe; Manager Slankard, Attorney Moffett and Cl"rk

[t was moved by Councilman Willson. that minutes of the previous meeting be approved as received.
Seconded by Councilman Haguewood and carried.
~e City Manager read report by the City Engineer regarding installation of sanitary sewerS in the
wicinity of 12th and "I" Streets. The Total estimated cost - $15,000.00. A communication from the
, ealth Department requesting the installation of sanitary sewers in this vicinity was also read.
~fter considerable discussion, it appears that the property valuation will not support an L.I.D. an
~ore time is needed for the City Attorney to make a study as to whether an emergency actually exist~.
~l', t was moved by Councilman Haguewood to postpone any action on this request until next meeting. I
Seconded by Councilman Smith and unanimously carried. ,
~e report and petition requesting that Chase Street between First and Second Streets be improved j
was discussed. The estimated contractual cost is $8,100.00. It was moved by Councilman Willson
that a cost report be submitted to the property owners affected, and await their comments. Seconde'
by Councilman Smith and carried.

petition, bearing five signatures of abutting property owners, requesting the vacation of the
'orth-south alley in Block 124 of D. W. Morse's subdivision of suburban Lot 8, Port Angeles, was
read and discussed. It was moved by Councilman Wolfe that this petition be referred to the Plannin~
pommission. Seconded by Councilman Cornell and carried. I
otice was given that the Mayor and Council have received the tentative 1963 Municipal Budget. The
,public hearing date is October 1. It was moved by Councilman Wolfe that the Tentative Budget for
11963 be accepted and placed on file. Seconded by Councilman Willson and carried. I
,[t was moved by Councilman Smith that the third (August) progress payment to Randall Kilmer Constru~-
'tion Co. for work done and material furnished on alley paving in L.I.D. No. 180, in total amount of I
,~20,GOO.00, be approved and paid. Seconded by Councilman Thorne and unanimously carried. I

,The following reports were presented for approval: Fire Department, Water Dept. Work and Operating I
:Statement, Light Dept. Work and Operating Statement., It was moved by Councilman Thorne that the
,~eports, as received, be accepted and placed on file. Seconded by Councilman Smith and carried. i

:Claims payable were presented for approval in amounts of: General Funds, $52,769 .OB, Water Fund, I
~2,497.78 - Warrants No. 11686-87, 11689 through 1169B; Light Fund, $62,010.85 - Warrants No. 11315 ~
!l1317 through 11348. It was moved by Councilman Willson that the claims in total amount of $117,27~.71
,be approved and paid. Seconded by Councilman Thorne and unanimously carried. I

One liquor license was presented for approval - Grandview Grocery, transfer from Ernest Irvin Scott
~o Clyde Richard Jacobs. It was moved by Councilman Willson that the liquor license application be
~pproved. Seconded by Councilman Smith and carried.
r. E. B. Clark, representing Magna Pipe Line Company, was present and expressed the Company's re-
et at not being able to construct the gas lines into Port Angeles at this time, due to their in-
ability to consummate contracts with the local mills, as was the intent of the company when they
obtained the Franchise. During the discussion, the City Attorney informed that when the extension
tlate granted the company has expired, there will be no Franchise, the company cannot pick up the
Franchise without re-negotiating.
There was considerable discussion on the new City Parking Lot, also, the "One Hour Parking~l signs
authorized by Ordinance No. 1491, which was passed at the previous meeting. It was cited that the
Parking Lot is not being used to its capacity and the general feeling was that there needs to be
Ifurther study and advertising of the Parking Lot. The City Attorney will study the legality of the
I,C~ity advertising the Parking Lot by other means than posted signs, and advise the City Manager of .
~is findings. The City Manager will report at the next meeting on the revenues received from the
jParking Lot meters.

'The City Manager informed that the reason the meters on Front Street from Oak to Cherry Street are
hot installed is because' the meterman is on vacation. II
~lbounCilman Wolfe questioned the policy of lett~ng the Junior Chamber of Commerce t~e up a busy stre~t
~or two days for the purpose of selling seat belts. He was assured that in the future privileges
f this kind will have to be cleared through the City Manager and City Council.
