SEPTEMBER 4, 1973 The Council met in regular session at 7:30 p.m. Officers present were Mayor Basom, Councilmen Haguewood, Hordyk, Lukey, Olson, Ross and Wray, Manager Puddy, Attorney Moffett and Deputy Clerk Hobbs. A motion was made by Councilman Olson, seconded by Councilman Lukey and unani- 'mously carried to accept and place on file, as received, the Minutes of August 21,1973 and the Minutes of the Special Meeting of August 30,1973. A motion was made by Councilman Haguewood, seconded by Councilman Olson and carried to table the request of the Parks & Recreation Director of construct- ing the tennis court at 13th Street Playfield with City personnel and equip- I ment, subbing out the blacktopping, in order that the Councilmen may obtain more information on different types of surfacing other than blacktop. A motion was made by Councilman Haguewood, seconded by Councilwoman Ross and unanimously carried to refer to the City Attorney for recommendat~on the claim for damages by Eugene E. Edris, $57.37 for chair and screen door broken while police were arresting an armed man. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to approve for payment Estimate No. 2 on West End Park-Phase I to Spragues' Inc. $23,457.06. A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani- mously carried to approve for payment Estimate No. 2 on West End Park-Phase II to Spraguest Inc. $7,159,99. A motion was made by Councilman Wray, seconded by Councilman Olson and unani- mously carried to approve for payment the second (August) and semi final estimate of work done and material furnished by Campbell Construction, Inc., Tacoma, con- tractor for L.I.D.H=196 (16th & tlFIt Street Sanitary Sewers) in amount of $32,000.00. A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani- I mously carried to approve for paym~nt Claim Vouchers in amount of $111,610.49 and Payroll Transfers in amount of $74,602.59. A motion was made by Councilman Haguewood, seconded by Councilwoman Ross and unanimously carried to refer to the City Attorney the ordinance on carnivals for updating and incorporating into it that the final location for carnivals will be decided by the Council. A motion. was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept and place on file the Eoard of Adjustment Minutes of August 28, 1973. - A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani- mously carried to concur with the recommendation of the Planning Commission and ap- PP9veuthecreq~~sttafAngeles Millwork for a variance for David Rosenboom to allow reconstruction of a burned out, pre-existing, non-conforming double garage with less than the required side and rear yard setbacks, located at 116 Ea. 6th Street. A motion was made by Councilman Wray, seconded by Councilman Olson and unani- mously carried to concur with the recommendation of the Planning Commission and and approve the proposed layout of the High School Horticulture Training Center to be located on the High School property just east of Laurel Street. This is regarding construction and operation of a greenhouse for highschool.students. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- 1- mously carried to accept and place on file the Planning Commission Minutes of A~gust 27, 1973. Mayor Basom read a letter from the Automobile Club of Washington and presented to Police Chief Kochanek the AAA's special award for meritorious achievement in pedestrian safety for 1972, and asked that he display it in a prominent place for the citizens to see. A motion was made by Councilwoman Ross, seconded to approve the Liquor License transfer from Lyle to Lyle Virgil Beaudette - Little Erick Tavern. voting. SEPTEMBER 4, 1973 (Continued) Memorandums from the City Manager and Light Superintendent were read and noted, regarding the anticipated "Power Shortage" as per Bonneville Power Administration. It was suggested that the news media put out as much information to the public ~ as possible on how important it is to save energy at this time and perhaps award plaques to businesses who participate in this energy conserving program. A motion was made by Councilman Wray> seconded by Councilman Olson and unani- mously carried to accept and place on file the Revenue and Expenditures July Report and the Treasurer's July Report. I A letter from the Olympic Memorial Hospital Board of Commissioners regarding their thanks for the City Council relinquishing to the Hospital the one half mill tax levy for the year 1973 was read and noted. The resignation of J. Larry McHone from the Planning Commission wa~ accepted with regret. Mr. McHone's term was to expire March 1, 1979. Mr. McHone was commended for the fine job he has done on the Commission over the past six years., u A motion was made by Councilman Lukey, seconded by Councilwoman Ross and unani- mously carried to instruct the City Manager to write a letter to the Derby Days Committee commending them on the very fine job they did for the Derby Days Cele- bration. A motion was made by Councilman Wray and seconded by Councilman Lukey todtable to the next meeting the request of the North Olympic Library System to pave the parking lot behind the main library downtown. All Councilmen voted llAye," ex- cept Councilman Hordyk, who voted llNo. 11 Motion carried to table. Other subjects of discussion were the $140 sewer charge for cutting into the asppalt in repairing sewers when problem not in City Main Line (Mr. Warder to check with owners at 1221 East 4th Street regarding this ,to determine where the responsibility lies.); streets being swept after parade and derby days salmon bake downtown; survey of merchants in area of TrUCK Route and Marine Drive shows that they definitely do not want the parking removed from the I street; work session set for September 5, 1973 at 7:30 p.m. for telecable franchise; City Manager to be in Boston at City Manager's Convention September _ 20 through 27th; and a 911 meeting to be.held Tuesday, September 18 with Police, Fire, Sheriff, State Patrol and Tele~honee~bmpanyyat&the local telephone office at 1:00 p.m. ~rn:;t~~ eputy Clerk .LLtk- ~ Mayor I ~ I - tl 810736 I .~ CALL FOR BIDS f I NOTICE IS hereby given that I seale~ bids will be received by . , the Crty Manager, City of Port Angeles.
