The Council met in regular session at 7:30 p.m. Officers present were Mayor Maxfield, Councilmen
Smith, Haguewood, Thorne, Cornell, Willson and Wolfe, Manager Herrman, Attorney Moffett and Clerk
McNeece.
It was moved by Councilman Willson that minutes of the previous meeting be approved and placed on
file. Seconded by Councilman Smith and carried.
The certification from the City Engineer that notice of hearing on final assessment roll on L.I.D.
No. 184 had been mailed to each owner or reputed owner of property shown on the assessment roll
was received and read. September 5th having been set as hearing date, the Mayor declared the publ'
hearing open. One written protest was received - Roy L. Park, owner of Lot 17, Blk. 84 addition I
Townsite. Mr. James J. Dent, 604 W 8th reported that he had not received his notice. (He will i
call for one at the Engineer's office.) Mr. Ernest Savory, 1410 South Pine Street, questioned the
total cost of the project being higher than the Engineer's estimate. The City Engineer assured
that the total cost was not more than 5% higher than the estimate.
There being no one desiring further discussion on the assessment roll, it was moved by Councilman
Thorne that the hearing be closed. Seconded by Councilman Wolfe and carried.
The following Ordinance was then introduced and read in full:
ORDINANCE NO. 1515
AN ORDINANCE of the City of Port Angeles, Washington, approving and confirming
the assessments and assessment roll of Local Improvement District No. 184
for the construction of certain storm sewer, street and alley improvements
within the city and levying and assessing the amounts thereof against the
several lots, tracts, parcels of land and other property as shown on said
said assessment roll.
It was moved by Councilman Wolfe that the foregoing ordinance be adopted as read. Seconded by
Councilman Willson and unanimously carried.
Copy of a suggested ordinance, relating to and regulating motor vehicles as pertains to excessive
and unusual noise and providing for penalty for violation of the ordinance, was read'and discussed..
I It was moved by Councilman Haguewood that this be referred to the City Attorrtey to be prepared in
ordinance form and presented for passage at the next Council meeting. Seconded by Councilman
Thorne and carried.
A request from the Fire Department for authorization to call,for the following equipment was re-
i ceived:
1 - 5 circuit switchboard unit. 1 Recorder. 1 automatic variable rate
battery charger. 1 Cabinet with writing surface and equipment drawer to
house the equipment. 1 Fire alarm register for Police Department.headquarters.

It was moved by Councilman Smith that authorization be given to call for bids for this equipment.
Seconded by Councilman Wolfe and carried.
A request from Mrs. Vera E. Brown for water service to Blocks C, D. & E of vacated Robson Addition
was received and discussed. This property being located outside of the City's water service, it
was moved by Councilman Wolfe that this matter be referred to the City Manager for study and repor"l
at first meeting in October. Seconded by Councilman Smith and carried. I
A letter from Mr. Roy Kennedy, 518 W 5th Street, was read requesting that a Council committee be I
appointed to view and take action concerning some unsatisfactory paving of his parking strip. Aft~
considerable discussion, it was moved by Councilman Wolfe that the request be granted and a Counci~
committee be appointed to meet with Mr. Kennedy, the City Manager and City Engineer. Seconded by I
Councilman Cornell and carried. The Mayor appointed Councilmen Wolfe, Haguewood and Smith as
Council committee. I
A petition requesting that something be done to eliminate the blind corner situation which exists Ii
at the Southeast corner of 16th and Pine Street was received and discussed. The Director of Public
Works informed that a 10 foot strip, approximately 150 feet long will be widened to increase visi-
bility at this intersection. It was moved by Councilman Wolfe that the petition be accepted and
placed on file. Seconded by Councilman Haguewood and carried.
One bid was received for Lot 15 only, Blk. 113, TPA. The call for bids having specified a package
lot price for Lots 14 and 15, it was moved by Councilman Haguewood that the bid be rejected.
Seconded by Councilman Thorne and carried.
I The revised lease by Clallam County of the Juvenile Hall was read and discussed. The County will I
I assume all of the fuel, repair and maintenance expense of the Hall and will pay one-half of the Fi ..e
Insurance. It was moved by Councilman Wolfe that the lease be approved. Seconded by Councilman II
Smith and unanimously carried. .
A petition for annexation to the City of an area south of Olympus Ave. and west of Mt. Angeles Road
adjacent to the South city limits in that area, was received. Mr. Geo. Stevens explained that ~
this is a portion of an area which had previously petitioned for annexation but had been denied due
to so much unpopulated area being included in the peition. It was moved by Councilman Willson tha~
the peition be accepted and referred to the Planning Commission and the City Engineer for study and
I ~ecommendation. Seconded by Councilman Thorne and carried. j
Claims, including the payroll for August 16-31, 1963, were presented for approval in amounts of:
General Funds, $32,798.32; Water Fund, $13,665.54 - warrants No. 12108-12121; Pipeline Fund, $78.3~-
warrants No. 380 and 381; Light Fund, $71,743.75-warrants No. 12069-12091. It was moved by Counci]-
man Cornell that the claims and payroll in total amount of $118,285.98 be approved and paid. SecoJded

The following reports were presented for approval: Light Department Work and Billing, Water Dept. II
Work and Billing and Fire Department. It was moved by Councilman Smith that the reports be acceptetl
and placed on file. Seconded by Councilman Willson and carried. I
The "Public Notice" given by the vlashington State Highway Commission, Department of Highways, rela-'
tive to an additional two lanes of pavement on Highway No.9 rrom Alder Street in Port Angeles
east to Lee Creek was read and discussed.

,Councilman Smith expressed the wish to go on record as being opposed to spending any more money on
improvement to Front Street extension.
It was moved by Councilman Willson that the deed for property transrer from the
to J. Lyle Beam as approved in the Council meeting of August 15th be approved.

The following ordinance was introduced and read in full:
ORDINANCE NO. 1516
AN ORDINANCE of the City of Port Angeles rezoning certain sections of the City
and amending Section 25.2 of the Code of the City of Port Angeles with
reference to zoning.
It was moved by Councilman Wolfe that the foregoing ordinance be adopted as read. Seconded by
Councilman Cornell and unanimously carried.
It was moved by Councilman Haguewood that the resolution to set forth new charges for cemetery
services be tabled until the next meeting. Seconded by Councilman Willson and carried.
A letter from Paul W. Sylvester, Liquor Enforcement Chief, was read expressing appreciation to !
the Police Department for their cooperation and assistance given in a recent arrest and conviction
on an Illegal Sale of Intoxicating Liquor case.

The Mayor read a Proclamation signed by himself, proclaiming Saturday, September 7, 1963, as FOR-
,GET-ME-NOT-DAY in Port Angeles in recognition or the fine work of the Disabled American Veterans.
Extension or a culvert at Valley Street, and the possibility of flood control money being obtained
from federal runds was discussed. The City Manager will investigate the possibility and report
at a future meeting.

Mr. Robert Johnson, 1514 South Cedar Street, requested that a barricade be placed at the south end I'
of Cedar Street. I'
Mrs. Helen Root questioned the Mayor and Council regarding a newspaper article which was printed
after the former City l1anager, M. W. Slankard, had tendered his resignation.
