HomeMy WebLinkAboutMinutes 09/15/1970 165 PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON SEPTEMBER 15, 1970 The Council met in regular session at 7:30 p.m. and was called to order by Acting Clerk Hobbs. In the absence of the Mayor, Councilman Bason was elected to act as Mayor Pro Tem for this meeting. Others present were Councilmen Edwards, Hordyk, Olson and Ross; Manager Herrman and Attorney Moffett. Coun- cilman McRevey was absent due to being out of town. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to accept and place on file, as received, the Council Minutes of September 1, 1970. I A motion was made by Councilman Hordyk, seconded by Councilman Olson and unani- mously carried to accept the recommendation of the Director of Public Works and award the bid for 8,000 tons of rip rap to the low bidder, Owens Brothers, Inc. for a total of $54,800.00. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to approve Call for Bids for a one-half-ton pickup for the Fire Department. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to approve for payment Claims Vouchers in amount of $142,675.48; L.I.D. #191, $23,000.00; and Payroll Transfers, $63,614.38. The Public Hearing on the amendments to the Zoning Ordinance was opened at 7:45 p.m. After considerable discussion, a motion was made by Councilman Olson, seconded by Councilwoman Ross and unanimously carried to table action on this to a meeting with the Planning Commission on October 5, 1970 at 7:30 p.m. Hearing was closed at 8:30 p.m. to the October 5th meeting. A motion was made by Councilman Edwards, seconded by Councilwoman Ross and unanimously carried to concur with the Planning Commission and approve the Conditional Use Permit for construction of a pump station at 9th and Jones by the City of Port Angeles Department of Public Works. I A motion was made by Councilman Edwards, seconded by Councilwoman Ross and unanimously carried to concur with the Planning Commission and approve the Conditional Use Permit for construction of a theater on the southeast corner of 8th and vacated Liberty Streets by the Port Angeles Community Players, Inc. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to concur with the Planning Commission and approve the request, of Mr. Virgil Butler at 317 South Ennis Stree~ for a variance from the alley set'bacK requirements to permit construction of a double garage seven feet from the alley right-of-way instead of ten feet as required. A motion was made by Councilman Edwards, seconded by Councilman Hordyk and unanimously carried to concur with the Planning Commission and approve the request of Keith Heinle of 922 West 11th Street for a variance to reconstruct a new garage in the same position as the previous non-conforming structure. A motion was made by Councilman Edwards, seconded by Councilwoman Ross and unanimously carried to concur with the Planning Commission and deny the re- quest of Stanley Clark of 1921 Westview Drive, for a variance to retain an over-height fence which had been erected without a building permit being ob- tained. I A motion was made by Councilwoman Ross, seconded by Councilman Edwards and unanimously carried to concur with the Planning Commission and approve the request of Earl Clark of 1432 West 4th Street, for a variance to permit construction of a double carport closer to alley than permitted in an RS-7 Zone. A motion was made by Councilman Hordyk, seconded by Councilman Olson and unanimously carried to accept and place on file the Planning Commission Minutes of September 14, 1970. Mayor Pro Tem Easom presented Certificates of Competency in Water Works to the following City of Port Angeles Water Department employees: Ralph Wait - Water Works Manager II James Anderson - Water Works Specialist Paul Fernandez - Water Works Specialist Walter Jensen - Water Works Specialist Kenneth Rodocker - Water Works Special. SEPTEMBER 15, 1970 (Continued) A letter from the City Attorney regarding budget expenditures and an emergency appropriation and transfer of unexpended appropriations was read and noted. SUbsequently, a motion was made by Councilman Hordyk, seconded by Councilman Edwards and unanimously carried to authorize the City Manager and City Attorney to determine which unexpended appropriations could be used for a feasibility study for a multi-purpose activity center for the City of Port Angeles and for the City Manager to engage a firm to do this study. The following Ordinance was read in full: ORDINANCE NO. 1697 I AN ORDINANCE relating to garbage collection fees and amending the City Code. A motion was made by Councilwoman Ross, seconded by Councilman Olson and unanimously carried to adopt the foregoing ordinance as read. A letter from the Clallam County Commissioners regarding affirming Clallam County's desire to continue participation in the disposal of solid waste study was read and noted, and appreciation extended for County's continued interest. I A letter from Bonneville Power Administration regarding a meeting with pref- erence customers ,on December 3, 1970 at the Sheraton Motor Inn in Portland, Oregon, was read and noted. A letter from the Soroptimist Club of Port Angeles complimenting the Council and the City for work done to install little parks on Railroad Avenue was read and noted. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unanimously carried to accept and place on file the Emanon Report-August; Civil Service Minutes-September; Financial Statements for Light, Sanitation, Equipment Rental, Street and Off-Street Parking Departments; Light and Water Departments Work Reports - August; Utilities Billing-August; Fire, Municipal I Judge, Park & Recreation, Police and Treasurer's Monthly Reports-August and out-of-town reports for Police Chief and Librarian. A motion was made by Councilman Olson, seconded by Councilman Hordyk and unani- mously carried to approve the Liquor Application for Albertson1s, Inc.-ALbert- son's Food Center No. 441 for a Class E F License. In answer to Mr. Gary Gustafson's inquiry regarding paying monthly sewer charges if residence is within 300 feet of sewer line, he was informed that Sewer Ordinance states that if residence is within 300 feet of sewer line, he should connect, but if meets sanitary requirements doesn't have to but does have to pay monthly sewer charge.
