'I The City Council met in regular session at 7:30 p.m. the following officers present: 11 Mayor Richardson, Councilmen Smith, Sandison, Maxfield, Thorne and Caldwell, Manager I Slankard and Clerk Law. It was moved by Councilman Smith that the minutes of the previous meeting be approved. Seconded by Councilman Thorne and carried. I' .~ I II The Manager recommended that property could be purchased from M. R. Durham, the same to be ' location for Water Reservoir No.3, purchase price, $2,500.00. It was moved by Councilman ~ Thorne that the Manager proceed with negotiations for purchase of the property and the : City Attorney prepare necessary instruments for conveyance of the same. Seconded by Councilman Caldwell and unanimously carried. Under the head of unfinished business, Councilman "with the Port Commission concerning purchase, by Jail to Cherry Street. As nothing was definitely later. Smith informed of Committee meeting the City, of property West of the City decided, a report will be submitted An Ordinance having been prepared, providing for the installation of Coaxial Cable, said [Ordinance will be held for further study and considered at the next meeting. ,I Pursuant to previous inquiries, two specimen Ordinances were received. The Ordinances "provide for replacing curbs where the same have been removed for driveways or business :! and no longer used for that purpose. It was moved by Councilman Smith that the Ordinances Ii be referred to the City Attorney in preparation of an Ordinance suitable for the City of Port Angeles and requiring curb replacement. Seconded by Councilman Thorne and carried. Under the head of new business, Dan Gagnon asked permission to remove lumber, sink and windows from the old Salmon Club building on Ediz Hook. Material to be used at Camp Davicli. It was moved by Councilman Caldwell that the Manager inform Mr. Gagnon he can have the windows, sink and other material for use at Camp David. Seconded by Councilman Maxfield and carried. I It was moved by Councilman Maxfield that the Manager be authorized to publish call for I ' bids for the maintenance of 24 Mobile Radio Units, one base station and five portable ' I units. Motion seconded by Councilman Sandison and carried. Departmental reports were approved as follows: Treasurer's Financial, Light, Water, ' Fire,11 Police, and Budget reports of Expenditures. It was moved by Councilman Caldwell that all reports be accepted and placed on file. Seconded by Councilman Maxfield and carried. I Claims payable were approved in total amounts of: General Funds, $23,190.39, Water Fund, i $1,455.29, Light Fund, $48,560.12. It was moved by Councilman Smith that claims be app- roved and paid. Seconded by Councilman Thorne and carried. It was moved by Councilman Maxfield that payrolls for the month of August in total amount ,of $52,743.88 be approved. Seconded by Councilman Sandison and carried. I A petition signed by seventy-one (71) property owners requested that a Local Improvement District be established from First Street to Eighth Street and from Race Street West to the East margin of Peabody Street and along the East brink of Peabody Gulch, for improve- Iment of said area by construction of curbs, drainage and paving of streets and alleys. 1 The petition was referred to the Engineering Department to check and report. Under the head of introduction and reading of Ordinances, the following was introduced and read in full: ORDINANCE NO. 1439 AN ORDINANCE of the City of Port Angeles ordering and providing for the condemnation under the right of eminent domain by the City of Port Ang- eles of a right-of-way to be used for the maintenance, replacement, re- pair and extension of the presently existing City water line from Morse Creek to the City of Port Angeles, over and across certain tracts of land located in Section 29, Township 30 North, Range 5 West of Willam- ette Meridian, Clallam County, Washington, and declaring a public nec- essity. It was moved by Councilman Maxfield that the foregoing Ordinance be approved as read. Seconded by Councilman Caldwell and unanimously carried. I' II '[ I.
