PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES,' WASH..'l 0 1 (September 18, 1969) The Council met in regular session at 7:30 p.m. and was called to order;Py Acting ~ity Clerk. In the absence of the Mayor, Councilman Maxfield was elected to act as~~yor Pro Tem for this meeting. Others present were Councilmen Thorne, Bettger, SChroeder, Basom, and Cornell, Manager Herrman and Attorney Moffett. A motion was made by Councilman Eettger, seconded by Councilman Schroeder and carried, to approve and place on file minutes of the meeting of September 4, 1969. A motion was made by Councilman Bettger, seconded by Councilman Thorne and unanimously carried to accept the low bid of $5,274.12 by Randall Kilmer Construction Company for I labor and materials to complete two parking lots between Front and Railroad Streets !II ti LiI.~@l1. and Lincoln and Oak Streets. A public hearing on the vacation of the west 220 feet of Alley in Elock 186 TPA was held. After some discussion regarding price and changing the amount of feet from 220 to 240, a motion was made by Councilman Thorne, seconded by Councilman Cornell and carried, to table this hearing until the next regular meeting, and a committee be appointed to investigate the situation and report back to the Council at the next meeting. Councilmen Cornell, Easom and Schroeder were appointed to the committee and asked to investigate this in the presence of Mrs. Priest and Mr. Pohl. A public and final hearing on L.I.D. #190 Assessment Roll, for construction of cer- tain sanitary sewers in~the Pennsylvania Park Addition, was held. After lengthy discussion and several objections voiced from residents of the area on mess that the area was left in, a motion was made by Councilman Cornell, seconded by Councilman Thorne and unanimously carried, that since there were no objections to the roll it- self, that the Ordinance be read with the understanding that a committee, consisting of entire Council, make a personal tour and observation of the area to determine what, if any, cleanup work should be done. The Council will make this inspection tour on Monday, September 22, 1969 at 5: 30 p,.m. ORDINANCE NO. 1664 I AN ORDINANCE of the City of Port Angeles, Washington, approving and confirming the assessments and assessment roll of Local Improve.ment District No. 190 for the im- provement of a certain area of the city by the construc- tion and installation of sanitary sewers therein, and by doing all work necessary in connection therewith. A motion was made by Councilman Easom, seconded by Councilman Eettger and unanimously carried that the foregoing Ordinance be adopted as read. A motion was made by Councilman Basom, seconded by Councilman Thorne and unanimously carried ,to table payment of $870.00 to N. G. Jacobson and Associates, Inc. for pro- fessional services rendered in developing off-street parking study and recommendation for traffic improvements, until the next regular meeting to enable the Council to study results in a work session. A motion was made by Councilman Cornell, seconded by Councilman Eettger and unani- mously carried, to approve and pay to CH2M the amount of $932.47 for engineering services from July 25 through August 25, 1969 in connection with Sanitary Sewerage System Improvements. A motion was made by Councilman Basom, seconded by Councilman Bettger and unanimously carried, to approve and pay to CH2M the amount of $361.48 for engineering services from July 25 through August 25, 1969 in conn~ction with Fairmont Area Sanitary Sewer System. ,I A motion was made by Councilman Basom, seconded by Councilman Thorne and unanimously carried, to approve and pay to CH2M the amount of $620.00 for engineering services through August 25, 1969 in connection with Reservoir Coagulation Design Study. The Council will include this study in their next work session. A motion was made by Cowlcilman Cornell, seconded by Councilman Bettger and unani- mously carried, to approve for payment Claims Vouchers in amount of $90,941.66; . L.I.D. #189 in amount of $113,228.00; L.I.D. #189-A in amount of $7,000.00; L.I.D. #190 in amount of $9.72; and Payroll Transfers in amount of $52,868.68. Ty Moffett, Jr. and Vance Bingham were commended for the cleanup work done at Lincoln Park in connection with scouting duties. A motion was made by Councilman Basom. seconded by Councilman Schroeder and unani- mously carried to concur with the Planning Commission's recommendation and grant a ..... 102. PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON (September 18, 1969 Continued) variance to permit the enlargement of Laurel Lanes Bowling Alley, 108 West .8th, only to the extent of installing lockers for bowlers and utilizing one room for baby sitting purposes, by cutting a doorway between two existing nonconforming structures. A motion was made by Councilman Thorne, seconded by Councilman Cornell and unani- mously carried to approve the request of Enoch Hansen for a variance to construct a double garage closer to the alley right-of-way line than permitted in an RS~7 Zone, as recommended by the Planning Commission, with stipulation that ingress and egress must be from the side and not directly from alley. (Lot between 521 and 529 East ll'fh-Street). I A motion was made by Councilman SChroeder, seconded by Councilman Thorne and unan- mously carried to concur with the Planning Commission's recommedation that W', W. , Bokamper be granted a variance from setback requirements of an RS-7 Zone and an arterial street to permit him to enlarge an existing single family residence,. (422 South Washington Street). ' A motion was made by Councilman Bettger, seconded by Councilman Schroeder and unani- mously carried to concnr with the Planning Commission1s recommendation on extension of time limit. of William C. Myers Variance to construct a garage closer to rear property line than permitted in a RS-7 Zone. (1946 Westview Drive). A motion was made by Councilman Bettger, seconded by Councilman Basom and unanimously carried ,to accept and place on file the Planning Commission Minutes of September 16, 1969. A petition of some 28 signatures, regarding establishing a L.I.D. for. the purpose of grading and installing drainage, curbs and gutters, and asphalt paving on that portion of Ennis Street running from the alley between 4th and 5th Streets to the Boulevard, and that portion of 5thStreet.running from Liberty to Ennis Streets and that the cost be shared by the property owners and city funds available, was read. A motion was made by Councilman Cornell, seconded by Councilman Basom and unanimously carried to refer the petition to the Engineers Department for study and recommendation. A motion was made by Councilman Eettger, seconded by Councilman Cornell and unani-I mously carried, to table the request to extend main waterline from "rn to "Nfl Streets until further study can be made. A letter from the Department of Army Corps. of Engineers.re. erosion control on Ediz Hook was read and noted. A motion was made by Councilman Schroeder, seconded by Councilman Bettger and unani- mously carried to grant the request of the City Manager and City Engineer to purchase an additional 2,000 tonsof rock rip rap for Ediz Hook, provided we can negotiate the same price from Owens Brothers 'as is being charged for the 10,000 tons being placed now. A memorandum from the Utility Superintendent reo permanent covers for "E" Street Reservoir and Jones Street Reservoir was read and referred to a study session. A letter reo litter from woodchip trucks was read and noted. 'The City Manager was asked to write to all the companies concerned asking their cooperation in keeping woodchip trucks from littering and thus avoid getting tickets for littering. A memorandum from the Director of Public Works reo the sidewalk on the west side of Laurel north of 2nd Street (information requested by Council at a previous meeting) was read. The Council will inspect this area Monday evening during their tour of the L.I.D. No. 190 Sewer Project area. A report reo Housing Code Enforcement: Poll of Western Cities from City of Rose- burg was accepted and will be reviewed in a study session. I A letter from the Housing Authority of the County of Clallam reo reinstating the Workable Program was read. It was suggested that the Council meet with someone from the Seattle office to discuss this more fully. A motion was made by Councilman Schroeder, seconded by Councilman Thorne and unani- mously carried, to accept and place on file Minutes of Child Guidance Center-August; Equipment Rental Fund, Light, Sanitation, Sewer, Street, Water, Utilities Billing, Expenditures Summary, Treasurer's, Fire, Police, Recreation Departments'Monthly Re- ports, and an out of town report from Finance Director. A motion was-made by Councilman Cornell, seconded by Councilman Thorne and unani- mously ca~ried to authorize Administration to follow up on the request of Standard Oil Company to pay to the City one-third the damages of saturated subsoil, ,or $2,161.70, upo~ a release from the City, which will bring payment of all the dam- ages to a conclusion. I A letter from the owners of Pieces of Eight Tavern reo suspension of dance license not keeping new owners from receiving dance license, .was read, and ,the Council stated they knew of no reason why the new owners could not receive a dance license if they met all requirements. A request from the owner of the Monte Cristo Clipper Ship, to waive tax. license fee while the ship was in Port Angeles for three days, was declined as the Council does not have authority to do this. . - A motion was made by Councilman Cornell, seconded by Councilman Eettger and unani- mously carried to have the City Manager check'with the owners of the Lee Hotel and the Olympus Hotel, and report back to the CQuncil at the next meeting, on the status of the hotels changing from a daily to a monthly rental. It was suggested that the Fire Department check to see if this in any way violat~s the City Code. Other subjects of discussion were the Noise Surpression Committee would report to the Council after one more meeting; paving of Chase Street between 1st and 2nd Streets; garbage dump road to be asphalt paved within a week or so; a letter should be written to the Governor reo raise in ferry and b~idg~ tolls; and the City ex- ploring the possibility of using certain railroad property for a truck route. A motion was made by Councilman Thorne, seconded by Councilman Cornell, and unani- mously carried to have Councilman Basom, as a listening member of the Council, sit in on the .labor negotiating committee.
