PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES; WASHINGTON
September 19; 1968
The Council met in regular session at 7:30 P M. In the absence of Mayor Wolfe;
the City Clerk called the meeting to order, ~nd Councilman Maxfield was elected
to act as Mayor for this meeting. Others present were Councilman Thorne, Bettger
and Basom; Manager Herrman,and Attorney'J10ffett. Absent were Councilman Ranta
and Schroeder.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and carried,
to accept and place on file the Council minutes of September 5, 1968.

A motion was made by Councilman Bettger, seconded by Councilman Thorne and
carried; to accept the bid of Anderson Ford Company of $5,930.00 for the
Rescue and Salvage Truck for the Fire Departmant, subject to its meeting all
specifications. (Only one bid received.)
A motion was made by Councilman Basom,&seconded by Councilman Bettger to reject
the bids for Rip Rap for Ediz Hook, and a new bid call be published, with de-
livery to be within two months. Councilman Bettger and Basom voted ,rAyell,
Councilman Thorne voted "No". Motion passed.
A motion was made by Counci.lman Thorne, seconded by Councilman Basom and carried,
to authorize call for bids for a 1969 automobile for the Water Superintendent.

A motion was made by Councilman Bettger, seconded by Councilman Basom and carried,
to approve the contract with N. G. Jacobson & Associates, Inc. in amount of
$7,500.00 for Parking Feasibility Study, with the understanding that a complete
analysis of current conditions will be made, and not a report just from existing
records.
A motion was made by Councilman Basom, seconded by Councilman Thorne and carried;
to approve and pay to CHzM $4,290.07 for engineering services from July 25,
through August 23, 1968 In connection with the Sanitary Sewerage System Im-
provements.
A motion was made by Councilman Bettger, seconded by Councilman Thorne and I
carried, to approve for payment Claims Vouchers in amount of $372,505.35 and .
Payroll Transfers $49;980.85.
A motion waS made by Councilman Thorne,and2seconded by Councilman Bettger,to
accept the petition for an L.I.D. on 9th and lOth Streets between "Ell and llFIl
Streets and start proceedings for L.I.D. NO. 189A. After further discussion
in which the City Engineer pointed out that the Engineers' are swamped with
other projects, a motion waS made by Councilman Bettger and seconded by Council-
man Basom, to amend the motion to ad~ with the proviso that the City Engineer
be authorized to seek outside help if necessary. The motion to amend was passed,
and the motion as amended passed unanimously.
A motion was made by Councilman Basom, seconded by Councilman Bettger and unani-
mously carried, to authorize the City Manager to secure the services of Preston;
Thorgrimson; Horowitz, Starin & Ellis to do the legal work in L.I.D. No.l89A.
A motion was made by Councilman Thorne, seconded by Councilman Bettger a~~tSi1~1;'~nd,
to concur with the Planning Commission's recommendation and grant a variancelt5
Mr. & Mrs. H. B. Stepp of 1112 East Front Street for enlargement of their gar-
age, for an additional six months.
A motion was made by Councilman Basom, seconded by Councilman Thorne and carried,
To approve a variance for Mr. Robert L. Krebsbach, 332 East Viewcrest, to permit
him to enclose an existing carport and incorporate it into the living area of I.
an existing non-comforming single family residence, and to construct a new
garage closer to the rear property line than permitted in an RS-7 zone, as re-
commended by the Planning Commission.
A motion was made by Councilman Bettger; seconded by Councilman Basom and.car~ied,
to concur with the Planning Commission's recommendation and grant a variance to
Mr. George A. Todd to permit him to enlarge the office building at 920 East
Caroline Street.
A motion was made by Councilma~ettger, seconded by Councilman Easom and carried,
to approve and place on fi.le the Planning Commission Minutes of, September 17, 1968.

The following resolution was read in full.
RESOLUTION NO. lO-58
A RESOLUTION of the City of Port Angeles for submission
to the voters of a pr~position authorizing an increase
in the regular property tax levy.

A motion was made by Councilman Bettger, seconded by Councilman Thorne and un-
animously carried, that the foregoing resolution be adopted as read. (the reso-
lution authorizes an increase of millage back to the IS-mills allowable).
A motion was made by Qouncilman Basom, seconded by Councilman Thorne and carried,
to refer the traffic problem on L.incoln Street between 1st and Front Streets,
as set forth in a memo from the Police Chief; to the N.G. Jacobson & Associates;
Inc. for their evaluation during their traffic study.
Concerning the recommendation regarding discontinuance of furnishing various
monthly reports to the Council, the Council indicated that they wish to'con.'
tinue to receiye all reports which they are now receiving.

A letter from Rev. L.T. Anderson urging the Council to stand firm on the one-
way traffic system on East First Street; and a letter from owners of the
Royal Victorian Motel requesting that something be done to aleviate the noise
problem on East First Street were read and discussed. Ivor Smith spoke for the
group requesting widening of East First Street, presented additional petitions,
and requested a meeting between the group and the Council. A meeting was set
up for September 24, 1968 at 7:30 P.M. in City Hall.

A motion was made by Councilman Bettger, seconded by Councilman Thorne and
carried, to table the complaint of Mrs. Betty J. Abbott of the Doranian Motel
regarding backed-up sewer problem for a work session, and that the City Engi-
neer be present at this session. (condition of the sidewalk at the Doranian
is to be checked to determine the City's liability for repair).
A.motion waS made by Councilman Bettger; seconded by Councilman TQorne and
carried, to accept and place on file the Civil Service Minutes of September 17,
1958; and the Child Guidance Center's August Report.
A motion was made by Councilman Bettger; seconded by Councilman Thorne. and
carried, to accept and place on file the report of Progress of Sewer Project,
the monthly report of Revenues and Expenditures, monthly reports of the Fire,
Municipal Judge, Police and Recreation Departments and the Out-of-town Report
of the Sanitation Superintendent.
The following ordinance was read in fu.Ll.
ORDINANCE NO. 1644
AN ORDINANCE establishing age 62 as the compulsory
retirement age for firemen.
A motion waS made by Councilman Bettger, seconded by Councilman Thorne and un-
animously carried, that the foregoing ordinance be adopted as read.

Other subjects discussed were the AWC Legislative. District Meeting to be held
Sept. 26, 1968 at Aggies at 7:00 P.M.; recognition due the new service stations
on Front Street and their efforts at beautification; breaks in water mains on
Fairmont Avenue area, the problems with rights of way in that area - the ex-
isting lines are private lines and the city has no jurisdiction over repair of
the private lines - (the City will offer to install water mains if rights of
way are dedicated), the condition of access streets to the College due to con-
struction and the desirability of widening Race Street at the intersection
with the Boulevard Bridge.
The meeting adjourned at 9:30 P.M.
