PROCEEDINGS OF THE CITY COUNCIL OF THE CITY OF PORT ANGELES, WASH.
SEPTEMBER 19, 1972
-The Council met in regular session at 7:30 p.m. Officers present were Mayor
Basom, Councilmen Haguewood, Hordyk, Lukey, Ross and Wray, Acting City Manager
Warder, Attorney Moffett and Deputy Clerk Hobbs. Councilman Olson came in late.
A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to accept and place on file, as received, the Council Minutes
of September 5, 1972.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to grant permission for call for bids for radio equipment and
installation for the Police Department.

A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to approve for payment $503.02 to CH2M for engineering services
through August 23, 1972, in connection with Ediz Hook sewer system study.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross and unani-
mously carried to approve for paym~nt the $2,341.15 to CH2M for engineering ser-
vices from July 26 through August 24, 1972, in connection with the water study.
A motion was made by Councilwoman Ross, seconded by Councilman Hordyk and unani-
mously carried to approve for payment the $1,500.61 to Harstad Associates, Inc.
for progress payment July 17 through August 25, 1972 on Topics Study. . , -'.
A motion was made by Councilman Wray, seconded by Councilman Hordyk and unani-
mously carried to approve for payment Claim Vouchers in the amount of $106,501.85
and Payroll Transfers in amount of $78,230.05.
Mayor Easom presented certificates of competency as water pollution control
plant operators to William Mason and Eugene Howard of the Sewer Department.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and unani-
mously carried to accept and place on file the Planning Commission Minutes of
September 11, 1972.
A motion was made by Councilman Wray, seconded by Councilwoman Ross and I
unanimously carried to table the request of the Jaycee1s for a reduced fee
and refund of $150.00 of the fee charged for a circus permit allowing ' the
circus to use Erickson Playfield on September 23, 1972. This will give
the Council a chance to see what condition the playfield is left in after
the circus.
A motion was made by Councilwoman Ross, seconded by Councilman Lukey and
unanimously carried to take from the table the proposed ordinance regarding
the creation of a Board of Adjustment.
A motion was made by Councilwoman Ross, seconded by Councilman Wray and
unanimously carried to postpone the above ordinance regarding the Eoard of
Adjustment indefinitely.
The proposed ordinance regarding regulation on moving buildings had not been
completed by the City Attorney and so was postponed until the next meeting.
The following ordinance was read in full:
ORDINANCE NO. 1765
AN ORDINANCE of the City of Port Angeles, Washington, providing
for the improvement of a certain area within the city by the
construction and installation of storm sewers, grading, bal-
lasting and paving streets and alleys, and constructing curbs I
and gutters, and by doing all other work required in connec-
tion with such improvements, all pursuant to Improvement Reso-
lution No. 194 of the City passed and approved August 1, 1972;
creating a local improvement district therefore, providing
for the payment of the cost of said improvements by special
assessments upon the property in said District, providing
for the creation of "Local Improvement District No. 194 Fund
and for the issuance and sale of local improvement district
warrants and notes or bonds.

A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to adopt the foregoing ordinance as read.
A motion was made by Councilman Haguewood, seconded by Councilwoman Ross and
unanimously carried to refer the map and report on the test holes on West End
Park to a meeting of the City Manager, City Engineer and Engineering firm for
review, and that no further expenditures be made on the project until after
its re-evaluation.

A motion was made by Councilman Hordyk, seconded by Councilman Wray and unani-
mously carried to authorize the September, 1972 Listing of delinquent accounts
being placed with the Collectors for collection. The total to be turned over
is $589.00.
A letter from the Port Angeles Salmon Club, regarding their thanks for the
bleachers, barricades, garbage disposal and police and police reserves for
their Salmon Derby Days, was read and acknowledged.
A motion was made by Councilman Haguewood, seconded by Councilman Wray and
unanimously carried to accept and place on file the Financial Statements of
the Water, Sewer, Sanitation, Equipment Rental, Off-Street Parking and Treasurer
for the month of August; Light and Water Work_Reports-Augustj Fire, Muni-
cipal Judge, Park & Recreation, Police and Revenue & Expenditures Monthly Re-
ports for August and the Out-of-town report by Personnel Director.
A motion was made by Councilman Hordyk, seconded by Councilwoman Ross
and ' 'carried to concur with the Police Chief's suspension of the
dance license of the Lee Hotel and direct the City Attorney to prepare a
Resolution for the next meeting uphOlding the temporary suspension by the
Police Chief of the dance license for a period of time to be set at the
next meeting. Councilman Haguewood abstained from voting.

A motion was made by Councilman Hordyk, seconded by Councilman W~ay and unani-
mously carried to direct the City Manager to prepare a study of the feasi-
bility of renting the homes on the West End Park property until such time as
the park is completed.
A motion was made by Councilwoman Ross, seconded by Councilman Olson and unani-
mously carried to appoint James Maxfield to represent the City of Port Angeles
in an advisory capacity on the Board of the Clallam-Jefferson County Community
Action Council.
A motion was made by Councilman Olson, seconded by Councilman Wray and unani-
mously carried to authorize the energizing of the utilities to the Port Angeles
Shopping Plaza as of September 20, 1972.
A motion was made by Councilwoman Ross, seconded by Councilman Olson a nd unani-
mously carried to authorize the Mayor to sign the Quit Claim Deed for a piece
of property east of the park property on Whidby Street to Thomas C. Carrell
and Virginia Carrell.
A motion was made by Councilman Wray, seconded by_Councilman Hordyk, and unani-
mously carried to autho~ize the-reta:fuing_ of 5% of tpe total contract cost on

The request for CH2M to design a new trestle for Francis Street, between 8th
and 9th Street was referred to the City Manager for a report. The present
sewer trestle is in need of repairs very soon.

A motion was made by Councilman Wray, seconded by Councilman Hordyk and carried
to deny the petition request for a "Quiet Zone" with restricted speed in the
vicinity of 5th and Peabody Streets. Police reports show no great problem
exists here.
A motion was made by Councilman HOr9yk, seconded by Councilman Olson and unani-
mously carried to approve the proclamation as read by Mayor Basom regarding
the week of October 2 through 8, 1972 being designated as Volunteer Week in
Port Angeles.

A motion was made by Councilwoman Ross, seconded by Councilman Haguewood and
unanimously carried to approve the proclamation, as read by Mayor Basom, re-
garding the month of September, 1972 being proclaimed as Modern Volunteer
Army Month.
Other subjects of discussion were the 911 Program will go into effect October
9, 1972; Dr. Rabb to be at next meeting to discuss proposed rifle range; and
the Liquor license transfer from S. E. -Loghry-to Kenneth Robert Loghry, dba
Fairmount Grocery and Service.
