".~.. ,.,,, ~- liThe Commission met in regular session at 10 A.M., and was called to order by !.:ayor Epperson. Roll call of 'I lofficers revealed the following present: Mayor Epperson, Commissioners Steele and Johnson, Attorney Wilson, I I and Clerk Law. I The minutes of the previous session were read and approved. Mills, County Commissioner, appeared before the Commission regarding road construction on Whidby Avenue,1 and requested the City to replace decayed water mains so permanent pavement could be laid. Engineer Dodge ' admitted that new line vres needed, but material was not available. The Commission assured Mr. Mills the I replacement would be made as soon as material could be purchased. I ~rval H. Holden, having sold his interest in the Little Brick Tavern to Frank E. Thompson, requested in ;1 lvriting that his City licenses be transferred to the new owner. The request for transfer was granted, Subjec't to approval by Police Chief Ide. ,'j il Charles Webster and Frank Herron of Radio Station K.O.N.P. appeared before the Commission regarding installation of broadcasting booth at Civic Field. It was decided that time and difficulty of securing material would not' justify starting construction at present, but effort will be made to have booth operating by next season. It' wae understood that small booth might be set up for temporary service. It V/as also decided that the contrac~! V/ith K.O.N.P. for broadcasting time, entitled "Your City Government" would be cancelled. " I Mr. Fordyce, State Aid Engineer for the highway department met with the Commission regarding the improvement ~f First Street from Lincoln Street to east city limits and possibility of being converted into four lane I ~iglnvay. After some discussion, it was decided to ascert,!in if city could raise matching funds required to ' receive grant furnished by P. R. P.. Pursuant to a petition filed, and a resolution adopted by the Commission on September 4, 1946, setting the hearing for the vacation of that certain alley between Fourth and Fifth Streets, running westerly from the west side of Chase Street 350 feet to the easterly line of !Lots eight and eleven in block 169, tml'l1site, the ~earing was opened. There having been no objections made or filed, it was moved by Corrunissioner Johnson that the said aHey be vacated. Seconded by Mayor Epperson. All members voted Aye, and Attorney lhlson was instructed to draw ordinance vac~ting the same. I Under the head of introduction and passage of Ordinances, the following Ordinance was introduced and passed first and second reading: I AN ORDIrIANCE ORDERING and providing for the imprcvement of portions of Eighth, Ninth, Tenth, and Eleventh $treets East of Lincoln Street, and TV/elfth Street from Chase to Vine Streets, and Chase, Peabody "nd l'unice Streets South of Eighth Street, as more particularly hereinafter described, by the construction of concrete' sidewalks on both sides of said streets, excepting that property in front of which there now exists concrete i ~ideW?lkS of such constructi~n a~d dimensicns as to con~orm to the proposed improvements herein provided for;j creahng Local Improvement D~stnct No. 148, and proVldlng for the payment of the cost and expense thereof by special assessment upon the property benefited, according to laVl, and by the mode of "PaJ~nent by Bonds", all in accordance Vlith Improvement Resolution No. 148 of the City of Port Angeles, and in conformity with maps, plans and specifications prepared by the City Engineer and approved by the City Commission. I It was moved by COlJunissioner Johnson that the foregoing Ordinance be pessed first and second reading. Seconded by llayor Epperson. All members voted Aye. ~:otion carried. I Under the head of introduction of resolutions, the follm'ung was introduced: I RESOLUTION FOR SPECIAL ELECTION ~lHEREAS there has been submitted to the City Commission a petition for an ordinance for increase in the pay of the Fire Department employees, under the provision of Rewington Revised Statutes, Section 9110, I AND WHEREAS said petition has been certified by the City Clerk as having the required number of valid signa- ,II tures" holV T"riEREFORE BE IT RESOl1VED that a special election be held in the City of Port Angeles on November 5, 1946,: ror the purpose of submitting said ordinance to the electors for their vote as provided by law. 'I BE IT liURTHER RESOLVED that the County Election Board be, and said Board is, hereby requested to issue notices of said election and hold the same on November 5, 1946, in accordance with the laws relating to such elections. I I I3E IT FURTHER RESOLVED that the City Clerk and other City officials be, and they are, instructed to provide I the County Election Board ,vith the necessa~- information for the notices of said election and the preparation of the ballot, and in all respects to aid and assist in conducting said election. I 1t was moved by Mayor Epperson that the foregoing resolution be approved and adopted. Seconded by commission~r Steele. All members voted Aye. Motion carried.
