The purpose . of the special meeting was to update the Council on the activities of the Fair Toll Coalition, the Department of Transportation's Long Range Plan process for the Ferry System, and other Ferry System-related issues which affect the North Olympic Peninsula. II ROLL CALL Members Present: Mayor Duncan, Councilmen Gerberding, Haguewood, Hordyk, Schermer, Quast, Whidden. Members Absent: None. Staff Present: Manager Flodstrom, Attorney Knutson. Public Present: B. Oliver, V. Jones, B. Harper, B. Shirley, D. Nutter, M. Wilson, S. Edquist, R. Mantle, B. Levin, J. Wilson, H. Lydiard, J. Dinan, E. Peterson. III - VI - SUSPENDED VII LEGISLATION Contents of Special Meeting The City Council and staff met with representatives from the Port of Port I Angeles, the City of Sequim, the City of Port Townsend, Clallam County, Jefferson County, the C1a1lam County Economic Development Council, and Don . Nutter, Planning Director of the Marine Division of the Washington State Department of Transporation. The Council, members of the audience, and staff made comments to Mr. Nutter requesting that he present these comments to the Department of Transporta- tion. The Peninsula government officials in the audience voiced their opposition to alternative No.5 of the Department of Transportation's long- range draft environmental impact statement, which would eliminate the Port TownsendlKeystone Ferry. Mayor Duncan objected to the fact that a policy-making person from the Department of Transportation had not attended the meeting, as had been requested by the City. Also of concern to those present was the fact that the Department of Transportation had not held public hearings on the matter. Attorney Knutson stated that State Environmental Policy Act regulations required pUblic hearings on items of environmental impact. '~ Evelyn Peters spoke in support of immediate funding for a feasibi~~tudY for an Edmonds/Kingston bridge while retaining the Keystone Ferry.
