Proceedings of the City Commission of the City of Port Angeles, Washington

The Commission met in regular session at 10:00 A. M. an::! was called to order by Mayor Robinson. Roll calli
showed the following officers present: Mayor Robinson, Commissioners Beam and Masters, Attorney Johnston
and Clerk Hawkins.
I The mnu tes of the previous session were read and approved.
Unde"r the head of applications for fuilding Permits and Licenses, the following fuild!ng Permits were
rejected under Ordinance No. 911:
W. A; Weaver, Build Chicken Coop, lot 18, Block 387, Townsite of Port Angeles
Philip D. Render, fuild Chicken Coop, Lots 15 & 16, Block 343, Townsite of Port Angeles

Licenses: - Taxi. license granted City Cab Co. - Don Taggart for 2 Taxi Cabs to Dec. 31, 1945 - $5.00
Under the head of Introduction of Resolutions, the following Resolutions were introduced:
RESOWTION
WHERtAS, the City of Port Angeles is the ~vner of the following described real property, having aCCJ.uired
the same by Treasurer's Deed dated September 21, 1945, under and by virtue of the authority of Section
9393: of Remington's Revised Statutes, Chapter 143 of the Laws of 1929. page 365, to-wit:
Lot Fifteen (15), Block Two Hundred Ei<:hty-seven (287),
Townsite of Port Angeles, Washington, and
WHE~S, Glen M. Vanausdle has offered to purchase from the City of Port Angeles the above described real
property for the SUlll of :II15a.00, payable as follOW's: $15.00 as a dOTm payment and $10.00 on or before the
10th'day of October, 1945; and $10.00 on or he fore the 10th day of each and every month thereafter until
paid' in full, together with interest at the rate of 7'/, per annum computed on monthly balances due and
paid with the monthly installments, and

WHEREAS, the City Commission has viewed the said property and is of the opw~on that the
valu~ and at this time it is to the best interest of the City that it should be accepted
NOW,' THEREFORE, BE IT RESOLVED, that said offer be accepted and that the City of Port Angeles sell the
said property at private sale to the said Glen M. Vanausdle, for the sum hereinabove set forth, subject
to any other valid liens against the same; that the City Attorney be instructed to prepare a CJ.uit claim
deed, conveying ssid property to the purchaser, and that the City Clerk of the C~ty of Port Angeles be
and he is hereby instructed to exe cute said CJ.ui t claim deed, and that the Mayor of the City of Port

RESOWTION
TO SELL PROPERTY ACQUIRED BY FORECLOSURE
1.1lEREAS, the City of Port Angeles is the owner of the following described property in the City of Port
Ange~es, to-wit:

Lots Eleven (ll) and Twelve (12), mock Two (2), of the Subdivision of
Suburban Lot 17, Townsite of Port Angeles, Washington, and
which said property has been aCCJ.uired by the city on foreclosure of delinCJ.uent local improvement aSSesS-
ments under Chapter 20S of the Sessions Laws of 1927, and
WHEREAS, Arne Harna has offered to purchase the above described real property from the City of Port
Angeles for the sum of $400.00, payable as follOW's':' $40.00 as a down psyment and $15.00 on or before the
25th day of October, 1945, and $15.00 on or before the 25th day of each and every month thereafter until
I paid" in full, together with interest at the rate' of 7% per annum, computed on monthly balances due and

WHERR~S, the City Commission has viewed the said property and is of the op~mon that the offer is fair

NOW,' THEREFORE, BE IT RESOLVED, that the said offer be accepted and that the Ci1o' of Port Angeles sell
the said property at private sale to the said Arne Harma for the sum hereinabove set forth, subject to
any valia liens against the same; that the City Attorney be instructed to prepare a deed conveying said
property to the purchaser, and that the City Treasurer be, and she is hereby authorized to execute the
said deed in accordance with the provisions of this resolution and Chapter ~75, Session Laws of In7,
when the purchase price has been paid in full.

WHEREAS, the City of Port Angeles is the owner of the following described property, having aCCJ.uired the

WHEREAS, Paul Blatter has offered to purchase the'above described real property from the City of Port
Angeles for the sum of $300.00, and

WHEREAS, the City Commission has viewed the said property and is of the opinion that the offer is fair
value and is in excess of the amount paid by the said City for said property, plus all L.I.D. assessments
including ell interest and other charges against the same.
NOYf, 'THEREFORE, BE IT RESOLVED that the said offer be accepted and that the Ci1o' of Port Angeles sell the
said property at private sele to the said Paul Blatter for the sum hereinabove set forth, subject to any
other valid liens against the same; that the City Attorney be instructed to prepare a CJ.uit claim deed con- '
veyiilg said property to the purchaser, and that the Citl{ Clerk of the City of Port Angeles be, and he is
hereby instructed to execd e said quit claim deed, and that the Mayor of said City be, and he is hereby
instructed to countersign said CJ.ui t claim deed.
It was moved by Commissioner Masters that the foregoing Resolutions be approved and adopted. Seconded by
Commissioner Beam. On Roll Call all members voted Aye. The Mayor declared the motion carried.

Under the head of Introduction of Ordinances, the following Ordinances were introduced, read in full and
I passed their first and second reading:
ORDINANCE NO.
An Ordinance amending Section 16 of Ordinance No. 1020, as amended by Section 4 of Ordinance No. 1087,
entitled "An Ordinance relating to the use of the streets of the City of Port Angeles, providing for
designation of special restricted zones, etc." and declaring an emergency.
ORDINANCE NO.
An Ordinance relating to, and providing for, a license or occupation tax upon certain businesses,
occupations, pursuits and privileges; defining offenses, providing penalties and declaring an emergency.
Under the head of reading and passage of Ordinances, the following Ordinances were read in full and
passed the third reading and finally adopted:

An Ordinance, vacating certain portions of an alley in the City of Port Angeles, described as follows,
to~t:- That portion of the alley, being the westerly 250 feet, running in a general easterly and
westerly direction through Block Thirty-five of Norman R. Smith's Subdivision of the Townsite of Port
Angeles, said alley being approximately twenty feet in width.

An Ordinance vacating certain portions of an alley in the City of Port Angeles, described as follows, i
to-wit: That portion of the alley running nort.herly and southerly in Block Three of Cain's Subdivision 01
of Suburban Lot No. Eighteen of the City of Port Angeles, lying between Lots One, Two, Three and Four
on the easterly side, and Lot Five on the westerly side, and being the northerly portion of the alley
in said Block Three and being approximately fifteen feet in width.
Under the head of reading and passage of Ordinances, the following Ordinance was read in full and passed
its second and third readings and finally adopted:

An Ordinance regulating the use of fuel oil, the sale for use in the City of Port Angeles, and the
, installation of oil-burning devices and oil storage tanks for heating purposes; providing for the
issuance cf permits for such installat.ions and providing for a penalty for the violation thereof.
It was moved by Commissioner Masters that the foregoing three Ordinaces which passed their third reading
be approved and finally adopted. Seconded by Ccmmissioner Beam. On Roll Call all members voted Aye. The
Mayor declared the motion carried'
