The purpose of this meeting is to meet with the Downtown Development Group to discuss improvements in the downtown area. II ROLL CALL Members Present: Mayor Haguewood, Councilmen Anderson, Boardman, Buck, Hordyk, Wray. Members Absent: Councilman Duncan. Staff Present: Manager Whorton, Deputy Clerk Caso. J. Honnold, D. Flodstrom, D. Frizzell. III - 'IV Suspended V LEGISLATION 1. DOWNTOWN DEVELOPMENT PROPOSAL L_ - Mr. Bob Green, Co-Chairman of the Downtown Development Group's Board of Directors, was present at this meeting to submit the Group's LID proposal for beautification of the downtown area. Mr. Green's presentation covered background information on past work done by the Group, the purpose of the development plan, and various elements of the plan which included water- front improvements, Front Street entrance improvements, improved circulation for pedestrians, and beautification. Cost of the proposed LTD has been set at $800,000, with approximate boundaries of Railroad Avenue on the north, Lincoln Street on the east, the bluffs on the south and Valley Street on the west. Mr. Green indicated that copies of the LID proposal have been sent to the out-of-town property owners by certified mail so that they are aware of the proposal, and protests have been minimum, although there are a few problems which are presently being "ironed out" by the Group. Following Mr. Green's presentation, the Council discussed the proposed downtown development at length with various members of the Group's Board of Directors. Subjects disucssed included the response from local and out-of-town property owners to the proposed LID, availability of EDA funding, boundaries of the proposed LID, and the possibility of begin- ning the LID with only a "Resolution of Intention" and not a valid petition showing written support for the project. The Development Group indicated that they had hoped to avoid circulating a petition, since this may delay the project. 1 After discussing the time estimated for circulating a petition, and the failure of the last downtown improvement project to gain support from a majority of the property owners, Mayor Haguewood directed the Downtown Development Group to circulate a petition and present it at the October 2, 1979 regular Council meeting; i£ the petition is accepted at that time by the Council as proof of support for the project by the property owners, a Resolution of Intention can still be adopted at the October 2nd meeting. There was no further Council action taken on this matter. VI ADJOURNMENT The meeting adjourned at 8:30 P.M. City Clerk M r
