HomeMy WebLinkAboutMinutes 09/30/1980' X83 CITY COUNCIL MEETING Port Angeles, Washington September 30, 1980 I CALL TO'ORDER The special meeting was called to order by Mayor Haguewood at 5:00 P.M. The purpose of this meeting is to hold a formal negotiation session with Northern Tier Pipeline Company, and to discuss oilport fire fighting systems and other- related matters. II ROLL CALL Members Present: Mayor Haguewood, Councilmen Boardman, Buck, Duncan, Hordyk, Quest. Members Absent: Councilman Polhamus. Staff Present: Manager Flodstrom, Attorney Miller, Deputy Clerk Headrick. P. Carr, A. Rose, L. Cosens, D. Frizzell, J. Pittis, R. Orton, L. Glenn. Public Present: D. Rudolph, H. Frazier, R. Cockrill, H. Berglund, N. Turner, W. Hatch. III - IV Suspended. V LEGISLATION Because of Mr. Sage's time schedule, Mayor Haguewood revised the agenda format and placed the preliminary discussion on Road and Traffic Impacts as the first order of business. ' 1. NORTHERN TIER NEGOTIATIONS: ROAD & TRAFFIC IMPACTS Public Works Director Pittis read the City's preliminary position paper on Transportation Impacts following submittal of Northern Tier's preliminary position paper on the same subject. The language in Sections I (Introduc- tion), II (Policy), and III-A {Transportation Plans) were then discussed by both parties at length, with minor modifications. Northern Tier Negotiating Committee Chairman Bill Sage then commented on the changes in the City's position paper since the staff negotiations, and sug- gested that both parties comment only on each section as it is read as to what they feel should be included, deleted or amended. The City Negotiating Committee agreed with this suggestion, and the remaining sections were dis- cussed in that manner. Mayor Haguewood then referred this matter back to the staff negotiations for further work. 2. AGENDA ITEMS FOR FUTURE NEGOTIATIONS Both parties agreed that no additional agenda items will be added to the negotiations at this time. At this point in the meeting, Councilman Quest reissued his formal request that the Northern Tier Board of bisectors issue a credentials letter to Mr. Jim Hodge, with that letter forthcoming to the Council, since it appears more and more that one of Northern Tier's negotiating levels is Mr. Hodge, and extended an invitation to the Northern Tier Board of Directors to visit Port Angeles and meet with the local citizens and various public officials. 3. OILPORT FIRE FIGHTING SYSTEMS Manager Flodstrom introduced Chief Robert Hansen and Chief Moody, of the Seattle Fire Department, and Martin Boyd, representing the National Foam Company, who were present at this meeting to answer any questions in regard to afire fighting system for the proposed Northern Tier oilport facility. Cont. equipped to put out a tanker fire; the need to plan the City's Eire fighting system by first setting down what size of fire could reasonably be expected to occur; the waterfront fire fighting capability of the Seattle Fire De- partment and the size and capacity of Seattle's fireboats; what type and size of fireboat would be needed in the Port Angeles harbor area if an oilport facility is sited there; the problems associated with containing , a large tanker fire; the manpower needed to operate a fireboat and who should be in command of that fireboat; what type of alarm system should be used for the downtown Port Angeles area in the case of an explosion and fire; compliance with the State Fire Code; and the need for a coopera- tive working relationship with Northern Tier in regard to fire protection. 4. REPORT ON VALDEZ TRIP Mayor Haguewood informed those present that the report on the recent trip to Valdez, Alaska will be at a later meeting. VT ADJOURNMENT TO EXECUTIVE SESSION The meeting adjourned at 7:50 P.M. to an Executive Session.
