'jThe City Council met in regular session at 7:30 P.M. and was called to order by Mayor Smith. Roll call
of officers showed the following present: Mayor Smith, Councilmen Brown, Neer, ,San,dison, Powell,
Wolfe and McFadden, Manager Vergeer, Attorney Severyns and Clerk Law.
It was, moved by Councilman Sandison ,that minute~ of the previous meeting be approved as recorded. Seconded
by Councilman Powell and unanimous1,y carried. ..
IUnder the head of unfinished business bids to furnish pipe for the water department were opened as follows:

Due to the number of bids and items, Manager Vergeer cited 4ifficu1ty of making recoJlJlllendations without
"tabulation and due consideration. It was moved by Councilman Brown that the bids be tabled and awarding
'of contract postponed until the next meeting. Seconded by Councilman Wolfe. All voted Aye. Motion
l carried.
!The Council received written protest signed by K. O. Erickson against the proposed improvement at 1st and
Laurel Streets. It was moved by Councilman Neer that the protest be tabled. Seconded by Councilman
,Brown and unanimous1,y carried.

:Manager Vergeer informed that construction of the improvement is expected to start within the next few dqs.

IThe Council also received from Clallam County P.U.D. No.1, answer to the City's proposal for tennination
,of the present power contract betl~een the City.,and. the P. U.D. which was read before the Council, the same
being a refusal of acceptance. Also read was answer to the .refusal, to which the Council concurred
'as expressing their sentiments. .

Claims paid September 10, 17, and 22 were filed for consideration by the Council in amount of $14,092.69.
It was moved by Councilman Brown that the claims paid be approved. Seconded by Councilman Powell. All
voted Aye. I""'ti on carried.

Also filed for approval was the treasurer's report for the month of August. It was moved by Councilman
Brown that the report be accepted and placed on file. Seconded by Councilman.I'folie. All voted Aye.

Under the head of new business, requests for renewal of -beverage licenses were received as follows:
. The Vills, P. A. Salmon Club, Gateway Tavern, Salad Bowl, Harbor Tavern, Little Brick
Tavern, Linkletter's Fine ,Foods, Blagdon's Grocery, Conrad's Cafe, Estes Grocery,
B & M Grocery
It was moved, by Councilman Bro\'m that requests for renewals be a~proved. Seconded by Councilman NeeI'.
All voted A,re. Motion carried.
Palmer Kaas and Comnti.ssioners of Clallam County Sewer District met with the Council regarding construction
of trunk swwer on Francis Street. The District having .conducted election and sold bonds for the improve-
ment, it was questioned as to whether or not. the, District could continue to use present trunk on Francis
Street and set aside $40,000.00, or approximate cost of trunk installation, this amount to assist with
pollution control, if, and when required by the State Pollution Board. Mr. r.aas advised that this
procedure is not approved by the Bonding attorneys and would require duplication of procedure causing
del~ of from six months to a year. Jfl8.nagel" Vergeer informed that since stornr sewers have been installed,
the District could use present connection at. 4th and Francis Streets for some time to come without injury
to the City and suggested that all concerned' arrange a meeting with the Seattle attorneys and trY to
work out a plan lffiich will be of Dnltua1 advantage to both the District and City. The Council approved
suggestion for said meeting which will be arranged for the near future.
The Council was informed that about 60,000 yardsl will be dredged from the harbor area at Crown Zjlllerbach
Corporation. No objectioIlB appeared against- the. operation. Council also received a letter from E. M.
Morrison informing that he ,;:ill sell to the City, 240 acres near the Morse Creek Dam. . The Council instruct-
ed that letter be filed.
School District No. 17 inquired as to whether or not the City would install street lights in fro~t of
the new. building on Park Avenue. Yl8.nager Vergeer advised that the lights can be iIlBtalled and light
furnished at same rate as the City p~s for street lighting or 2 cents per kwh. Council approved when
School District makes formal application.
CounCilman lioli'e informed of condition of Marine Drive fill due to 'weather and traffic. Manage~ Vergeer
was authorized to investigate and eliminate condition if possible. .
The Council received request from the Fire Dept. that $5.00 F@r month be added to master mechaniq's
salary and the item of new hose be changed 'from .$800 to $980'.00. Also that 'salary for substati<jn
electrician be changed from $405.00 to $415.00 per month" the item of extra labor 'being reduced $120.00.
By suggestion of Councilman Brown, the Council .approved a -$600.00 increase in the annual salary ~f the
City Manager. The Park Dept. budget was discussed, and recommendation of the Park Board revising
organization of the Park . Dept. and eliminating position of Superin tendent. It was the majority opinion
of the Council that the Park budget should be left as is. Regarding elimination of one man, Manager
Vergeer advised that in his opinion, the las.t one hired should be the first la:i.d off.
Manager Vergeer reported on his attendance at Managerls Convention in Los Angeles and infonned th~t
the Northwest }~nagers Association adopted a resolution asking the International Assn. to hold its
annual convention in Victdlria, B. C. in 1956.
