'I!' T 'he Commission met in regular session at 10 A.M., and was called to order by Mayor Epperson. Roll call of
officers shmled the following present: l~yor Epperson, Commissioners Johnson and Steele, Attorney Wilson,
and Clerk Law. '
I The minutes of the previous session were read and approved.
Under the head of applications for building permits and licenses, the following were granted:

Roy Welch and Donald Morrison of the County Health depertment, introduced Mr. Sylvester, District Engineer
of the State Health Department, who spoke regarding the 1I.0rse Creelt water shed. It was his opinion that
the State Department vmuld not object to removing the timber nov{ cut, but the City should halile ''n'itten I
agreement v~th Mr. Burrovm to remove only the fallen logs and clean out creek botton. The Health depabtrnents
agreed .to draft sui table agreement between the City and I,Jr. Burrows. 1IIr. Sylvester advised the City to take'
steps to prevent further logging operations as the State or County departments can prohibit such operations
at any time.
Attorney Severyns requested permission to remove excavated dirt across sidew~lk from lot east of Lee
which was granted if operation is according to ordinance, Mr. Severyns also requested price for lot
! North Laurel Street. Decision to be made at next session.

J. R. M,cDonald appeared l3efore the Commission regarding the leasing of a garbage dump'site on his property I
I west of. Ocean View Cemetery, lease to be five years at $50.00 per month. It was decided to consider the II
offer and 1r.r. McDonald ,vas requested to set price for the sale of said site to the City. . I,
F. O. FlJUlltain, representing the Dmmtown Parking Association, met with the Commission regarding the parking
lot on East Front Street. Under the present circumstances, the parking lot is for use by Safeway Shoppers I
only, a)'rl if City is to furnish lighting for parking lot, it should not be for individual business. After ~
due consideration, it was moved by Commissioner Steele that the City Commission inform the Downtoym Parking I'
IAssociation in y~iting, that the Co~~ission is opposed to the dodgers being left in cars. and Safeway signs I
'I leading. the Public to believe that parking lot is for SafeVlay shoppers only, and that the Cornn..ission is alsol.!
opposed to all day parking. Seconded by Commissioner Johnson. All members voted Aye. Motion Carried. '

'AN ORDlilANCE ORDERING and providing for the improvement of portions of Eighth, Ninth, Tenth, and Eleventj:t
Streets. East of Lincoln Street, and Twelfth Street from Chase to Vine Streets, and Chase, Peabody and Eunice
I Streets. South of Eighth Street, as more particularly hereinafter described, by the construction of concrete I
:1 Sidewalk. s en both sides of said streets, excepting that pro.perty in front of yrhich there now exists concrete,1
sidewalks of such construction and dimensions as to confo~ to the proposed improvements herein provided; '1
creating Local Improvement District No. 148, and providing for the payment of the cost and expense therecf I
by special assessment upon the property benefited, according to layr, and by the mode of "Payment by bonds",
all in ,,"ccordance with Improvement Resolution No. 148 of the City of Port Angela~, and in eonformity with
lmaps, plans and specifications prepared by the City Engineer and approved by the City Commission.

adopted..Seconded by JJaYDr Epperson. All members voted Aye. 1(otion carried.

improvement district, to be opened October 16, 1946.
Under the head of introduction and passage of ordinanses,
the foll~ng ordinances were passed first and second
readings:
Ordinance No. 1171
AN ORDINANCE vacating a portion of Caroline Street being
a strip of land along the north side of .Caroline Street
ten (10) .feet by four hundred fifty (450) feet abutting on the south side of lBatock 33 of Norman R. Smith's
Subdivision to the ~'o.msite of Port Angeles.
Ordinance No. 1172.
,AN ORDDlMICE vacating the alley between Fourth Street and Fifth Street running westerly from the west line
'of Chase street a distance of 350 feet in Block 169 cf the Townsite of Port Angeles.
